HomeMy WebLinkAbout20172597.tiffRESOLUTION RE: APPROVE REVISONS TO OPERATIONS MANUAL, SECTION 6.000, CHILD CARE POLICIES AND PROCEDURES WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the Revisions to Operations Manual, Section 6.000, Child Care Policies and Procedures, for the Department of Human Services Operation Manual, and WHEREAS, after review, the Board deems it advisable to approve said revisions, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Revisions to Section 6.000, Child Care Policies and Procedures, for the Department of Human Services Operations Manual, be, and hereby is, approved. Request Board Approval of Revisions to Section 6.014.212 and 6.014.33 of the Department Policies and Guidelines Manual, for Center Quality Child Care Levels for School Ages Six and Older, Qualified Exempt Child Care Homes Quality Ratings, Centers Rates, Licensed Homes Rates and Qualified Homes Rates. This revision to the Department's Policies and Guidelines Manual clarifies the new rate structure and specific methodology used for each category- of child care approved in a previous Pass -Around dated February 22. 2017. These rates i II be implemented March 6. 2017. I do not recommend a Work Session. I recommend approval of Child Care Reimbursement Rates and update to the policy. The Department will review the Level request and make a determination within 3(1 calendar day's. the effective date of the Level and corresponding reimbursement rate will be in accordance with the Colorado Department oil luman Services Rules. 3. Level ratings may be good for up to three years. depending on the times and expiration dates. for the individual requirements within each Level. The criterion within each Level must be kept current. to maintain the Level rating. 4. Level reviews can he appealed by the provider and will be conducted within 15 days of the request for appeal. The Director's decision on the appeal. is final and not appealable to the Colorado Department of I luman Serk ices. 5. The Department reserves the right to visit and audit provider records, as applicable to this model, at any time, with advance notice. 6.014.23 Qualified Exempt Child Care Homes Quality Ratings held County has deseloped a tiered reimbursement model for qualified exempt child care homes. A. Qualified Child Care I tome I iered Reimbursement Model 1. Loci l i. All existing qualified exempt child care providers will be grandfathered in at this Level. as of March 31. 2017 or when this model is fully implemented. ii. For all new qualified exempt child care providers after March 31, 201 7 or when this model is fully. implemented. all pros iders will need to do the following, prior to being a contracted qualified exempt child care provider.
