CONTROLLING SUBDIVISIONS IN THE A (AGRICULTURAL) ZONE DISTRICT -
DARREN AND TARYN SHARP
A public hearing was conducted on April 12, 2017, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 2, 2017, and duly published
February 8, 2017, in the Greeley Tribune, a public hearing was conducted to consider the request
of Darren and Taryn Sharp, for a Site Specific Development Plan and Use by Special Review
Permit, USR16-0045, for a Use Permitted as a Use by Right, Accessory Use, or Use by Special
Review in the Commercial or Industrial Zone Districts (outdoor storage of construction and oil field
equipment and vehicles and a 4,000 -square -foot shop/warehouse) provided that the property is
not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption
of any regulations controlling subdivisions in the A (Agricultural) Zone District. Bob Choate,
Assistant County Attorney, made this a matter of record.
Ci Chair Cozad reviewed, for the applicant, the procedures to follow should this case result in
a tie vote due to four Commissioners being present and one Commissioner excused.
Diana Aungst, Department of Planning Services, presented a brief summary of the proposal
and stated the outdoor storage area for construction and oil field equipment will be screened with
six (6) foot metal panel fence. Ms. Aungst noted this is a violation due to the storage of extra
vehicles. She stated sixteen (16) referrals were sent out and eleven (11) referral agencies

responded without concerns or included conditions, which have been addressed with
Development Standards (DS) or Conditions of Approval (COA). She reported the site is located
within the three (3) mile referral area of the City of Greeley and the Town of Kersey. Ms. Aungst
noted staff received a call opposing the USR with concerns of increased traffic and the intensity
of the businesses. She entered the favorable recommendation of the Planning Commission into
the record as written and displayed photos of the site.
Fl Janet Lundquist, Department of Public Works representative, provided a brief overview of
the transportation plans and requirements. Ms. Lundquist stated access to the property is off of
CR 49.5 under Access Permit, AP16-00391, it is a gravel road and is designated as a local
roadway. The businesses will produce approximately ten (10) round trips per day, therefore, staff
will not require tracking control or an improvements agreement.
Hayley Balzano, Planning Services Engineer representative, presented the drainage and
grading requirements. She stated the building was built in 2014 and has gone through a couple
wet and dry seasons to support the existing drainage design.
le Lauren Light, Department of Public Health and Environment, reviewed the water and sewer
provisions. She noted the Central Weld County Water District provides water to the site, the
applicants can have a portable toilet, and vehicle washing will be allowed on -site.
Darren Sharp, applicant, stated he didn't have anything to add to staff's comments.
• No public testimony was offered concerning this matter.
• In response to Chair Cozad, Mr. Sharp indicated he had reviewed, and agrees to abide by,
the Conditions of Approval and Development Standards, as amended.
In response to Chair Cozad, Mr. Sharp reported the complaint came from his brother.
• Commissioner Kirkmeyer moved to approve the request of Darren and Taryn Sharp for a
Site Specific Development Plan and Use by Special Review Permit, USR16-0045, for a Use
Permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or
Industrial Zone Districts (outdoor storage of construction and oil field equipment and vehicles and
a 4,000 -square -foot shop/warehouse) provided that the property is not a lot in an approved or
recorded subdivision plat or part of a map or plan filed prior to adoption of any regulations
controlling subdivisions in the A (Agricultural) Zone District, based on the recommendations of
Planning staff and the Planning Commission, with the Conditions of Approval and Development
Standards as amended and entered into the record. The motion was seconded by Commissioner
Freeman, and it carried unanimously. There being no further discussion, the hearing was
completed at 10:45 a.m.
