Public Hearing or the Lower South Platte Facility Plan
Mr. Chairman, Members of the Board, Mr. Korbitz:
I am Richard P. Lundahl , Director of Public Works , City of Northglenne
We have reviewed the Phase 1 Report of the Lower South Platte
Facility Plan and would like to call your attention to Page 26 where the report
states "Agricultural reuse of wastewater is perhaps the most feasible reuse
alternative for the Lower South Platte Basin because of the many existing irri-
gation ditches which serve thousands of irrigated acres of land" .
The report went on to say that more detailed investigation of agri-
cultu'^al reuse was not pursued because it did not appear to be cost effective
and associated Water Rights problems seemed insurmountable.

Company ([RICO) believe that agricultural reuse is the most cost effective and
desirable method of wastewater treatmenL for Nortkglenn and the farmers in the
Standley Division of FRICO because it is part of a total water resources manage-
ment plan.
Northglenn and [RICO have developed and approved an agreement which
allows Northglenn to borrow the water it needs for municipal use and to collect,
treat and store sewage for agricultural reuse. The City has agreed to return
100 percent of the water borro. ed plus an additional ten percent "interest" on
the water borrowed. Make-up water to cover consumptive losses plus the "interest"
will come from deep wells , urban runoff, lawn irrigation return flow, South Platte
alluv=al wells and other sources .
We hdve called your attention to the No-thglenn Project because of its
obvious impact on the Lower South Platte Facility Plan. The Northglenn water
source is Stanrfl y Lake which normally delivers i rr Ha t i on water to shareholders

via Big Dry Creek and the Bull Canal . Our sewage water, make-up water and
"interest" water must be returned to the Bull Canal for agricultural reuse.
Because Northglenn sewage constitutes a significant percentage of the initial
flows to the Lower South Platte Basin, implementation of the Northglenn system
could possibly delay the need for a lower South Platte facility.
Northglenn will complete -- using local funds -- a predesign report
for sewage treatment facilities required to handle our needs and to meet our
commitments to the Farmers Reservoir and Irrigation Company by early February.
Because the Lower South Platte Facilities Report recognizes agricultural reuse
as being the most feasible reuse alternative, we would hope that the Northglenn—
FRICO Cooperative water use system could be recognized as a sub-regional component
of the plan for the Lower South Platte Study Area.
We in Northglenn believe that opportunities exist in the north
sububan Denver region for additional agreements between agricultural users
and cities for sharing of water. Developing similar joint use agreements
presentsa number of economic, political and institutional benefits for the
north Denver region. Such agreements would eliminate a major source of friction
between Rural and Urban people and they would preserve irrigated lands needed
for farm products and the associated employment arch income benefits .
. We appreciate your consideration of the Nurthc l eiin Land and Water
Resources Management Project and again suggest that our agricultural reuse of
Northolcnn sewage be recognized as a sub-regional component of the Lower South
Platte Facility Plan.

SUBJECT: Recommendation to Complete the Lower South Platte Service
Area Facility Plan
The Phase I Report of the Lower South Platte Facility Plan indicates
that Alternatives 4 , 5 and 14 are virtually equal environmentally,
socially, technically, and economically. Alternative 4 is a new waste-
water treatment plant at Brighton plus an interceptor from Thornton
to Brighton; Alternative 5 is a pump station at 124th Avenue with an
interceptor from Thornton and a force main to the Central Treatment
Plant; Alternative 14 is a pump station and force main to a wastewater
trea tri ent plant in the Big Dry Creak Basin. It appears that the im-
plementability of Alternative 14 rests on factors outside the control
of the District and cannot be determined at this trine . It also has
been concluded by the consulting engineers that the proper phasing of
Alternative 4 does not preclude Alternative i_4 from being substituted
