COMMENTS GENERAL PROJECT INFORMATION/LOCATION Project description: Change of Zone Request to Rezone a property from C-2 (General Business) and R-1 (Low Density Residential) to C-3 (Business Commercial). This project is south of and adjacent to Highway 34 and is east of Balsam Avenue. Parcel number 096109400045. Access is from Highway 34. ROADS AND RIGHTS -OF -WAY The Colorado Department of Transportation (CDOT) has jurisdiction over all accesses to state highways. Please contact Tim Bilobran at the Greeley office (970-350-2163) to verify the access permit or for any additional requirements that may be needed. (State Highway 34) Weld County will not replace overlapping easements located within existing right-of-way or pay to relocate existing utilities within the County right-of-way. TRAFFIC The traffic information submitted with the application materials indicated that there will be approximately 3 boom/bucket trucks, 2 grapple trucks, 3 pickup trucks, 3 dump trucks, and 4 trailer on site. CONDITIONS OF APPROVAL A. The plan shall be amended to delineate the following: 1. Show the approved Colorado Department of Transportation (CDOT) access(es) on the site plan and label with the approved access permit number if applicable. The City of Greeley provides water and a septic system permitted for 2 bedrooms (SP - 0200175) provides sewage disposal for the existing residence. We recommend the following appear as notes on the Change of Zone plat: 1. Water service may be obtained from the City of Greeley. 2. The parcel is currently not served by a municipal sanitary sewer system. Sewage disposal may be by septic systems designed in accordance with the regulations of the Colorado Department of Public Health and Environment, Water Quality Control Division and the Weld County Code in effect at the time of construction, repair, replacement, or modification of the system. 3. Activity or use on the surface of the ground over any part of the OWTS must be restricted to that which shall allow the system to function as designed and which shall not contribute to compaction of the soil or to structural loading detrimental to the structural integrity or capability of the component to function as designed. 4. A Word document has been provided for your convenience. General Comments ❑ Advisory. The subject property is located within the City of Greeley's Long Range Expected Growth Area (LREGA). The LREGA is the range in which the community anticipates development occurring within the coming 20+ years. Any site changes should be mindful of the transition of this area into a more urban built environment. ❑ Advisory. The site is located within the Northeast Industrial Area of Greeley's 2060 Comprehensive Plan. This plan envisions industrial uses in this vicinity. Nevertheless, there are residential uses as well that must be considered. Buffering and screening standards are required when different intensity of uses are proposed within each within the City of Greeley. ❑ Advisory. The subject site does not meet the contiguity requirements for annexation to the City of Greeley. However, in the event that the site needs services in the future, annexation will be required as mentioned below in the Engineering Development Review. As such please be mindful of the City of Greeley building and structure setback standards, 25 feet for all sides adjacent to streets, when considering the location of proposed structures.
