Box 758 Greeley, CO 80631-9596 RE: DCP Operating Company, LP Mewbourn 3 Residue East Pipeline Withdrawal of Application Dear Chairwomen Cozad: DCP Operating Company, LP 370 17t Street, Suite 2500 Denver, CO 80202 303-595-3331 RECEIVED OCT 2 4 2017 WELD COUNTY COMMISSIONERS DCP Operating Company, LP (DCP) previously provided information to you regarding its proposed interstate natural gas pipeline project in Weld County, Colorado, referred to as the Mewbourn 3 Residue East Pipeline (Proposed Project). DCP submitted an application to the Federal Energy Regulatory Commission (FERC) on August 2, 2017, requesting a Certificate of Public Convenience and Necessity for its Proposed Project. DCP has determined that it will no longer proceed with the Proposed Project and has withdrawn its application with the FERC effective October 18, 2017. DCP remains committed to its governmental, agency, tribal and community relationships in the region as it continues to operate and consider other expansions of its facilities as necessitated by development in the oil and gas production sector. This withdrawal does not affect DCP's other plant or pipeline projects in the region that are not subject to FERC jurisdiction. Michelle reached out to DCP and. informed them. DCP indicated they do not need a USR, but we reminded DCP that the County removed the Federal exemption from the code. In other words, just because a pipeline requires approval from DOT or FERC it still requires a USR from County. This pertains to both interstate and intrastate pipelines. We also informed County legal that DCP might be contacting them to protest the USR requirement. Box 758 Greeley, CO 80631 Dear Chairwomen Cozad: DCP Operating Company, LP 370 17th Street, Suite 2500 Denver, CO 80202 303-595-3331 RECEIVED AUG 012017 COMMISSIONERS I am writing on behalf of DCP Operating Company, LP (DCP) to inform you about plans to construct an approximately 8.4 mile interstate natural gas pipeline in Weld County, Colorado. DCP is a wholly owned subsidiary of DCP Midstream, LP, and currently owns and operates approximately 3,400 miles of natural gas gathering pipeline and nine natural gas processing plants with a combined capacity of 820 million cubic feet per day (MMcf/day) in the Denver-Julesburg (DJ) Basin in Northeastern Colorado. The proposed pipeline project will provide market access for the natural gas that will be processed at DCP's Mewbourn Processing Plant Complex in Weld County, Colorado, which is being expanded to accommodate production growth in the DJ Basin. The proposed 20 -inch diameter pipeline will extend approximately 8.4 miles east from the Mewbourn Processing Plant Complex to a new interconnect with Colorado Interstate Gas Company, L.L.C.'s High Plains System, where the gas will be delivered to markets in Colorado and other states. The project requires Federal Energy Regulatory Commission (FERC) approval with consultation and/or authorization from several other agencies, such as the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, the Colorado Office of Archaeology and Historic Preservation, Tribal Nations in the area, and the Colorado Department of Public Health and Environment. The FERC has regulatory jurisdiction over the siting, construction and operation of the pipeline, while the U.S. Department of Transportation has jurisdiction over all aspects of pipeline safety operations. The project route has been developed with consideration of landowners concerns and environmental sensitivities. DCP will be requesting a Certificate of Public Convenience and Necessity from the FERC in early August. As part of its review, we anticipate the FERC will prepare an Environmental Assessment for the project. During the FERC review process, there will be opportunities for public comment on our project. We hope to attain all necessary approvals by early 2018 with construction completed in summer 2018. Throughout the process, DCP is committed to maintaining open communication with landowners, public officials, environmental agencies and other stakeholders.
