It is being reviewed and evaluated by the Town Staff, and is scheduled for review by the Town of Severance Planning Commission on February 15, 2017 at 6:00 PM and Board of Trustees on March 6, 2017 at 6:00 PM. Project Description The properties proposed for annexation consists of 83.935± acres situated on the Northwest corner of Weld County Road 70 and Weld County Road 23. The annexation meets the 1/6th or 16.67% contiguity requirements set by State Statutes. Requested zoning for the property described herein is sub -urban perimeter. The land is currently zoned agricultural in Weld County. The annexation and zoning map is attached along with the Vicinity Map. The property is bordered by: • Weld County Road 70 to the south • Great Western Trail and Timber Ridge Subdivision to the west • Agricultural fields within Severance town limits, owned by Weld County School District RE -4 and zoned Sub -Urban Perimeter, to the north • Windsor Gas and residential parcel located in Weld County and zoned Agricultural to the east The property is within the Town of Severance Sub -Urban Perimeter zone as designated by the Severance Future Land Use Map. See the Vicinity Map below depicting the location. Vicinity Map Annexation Impact Report Page 1 1 Proposed Land Uses The new high school campus to be developed north of this property will include a full range of on -site uses for education, physical education, competitive athletics and other extra -curricular activities. Areas not included within the new high school campus (including this annexed parcel) will be designated for future development either by the District or others. Development may include residential, commercial, park and/or other civic uses including streets and utility infrastructure improvements. Annexation Agreement Per Colorado Revised Statutes 2013 134 Title 134, an agreement will be drafted between the property owner and municipality outlining the responsibilities of each party. Municipal Services The area to be annexed as described by the attached legal description will receive the following municipal service from the stated responsible agencies: • Water: North Weld County Water District. This area is currently outside the Town of Severance Service Area. The water system will be designed according to standard practices, including a loop system that will tie into existing mainlines. • Sanitary sewer: Severance Sanitation Service Area. The internal system will be designed to respond to topography to drain effluent to a low point. • Power: Xcel Energy • Gas: Xcel Energy • Telephone: CenturyLink • Cable: TDS • Police: Weld County Sheriff • Fire & Emergency Services: Windsor -Severance Fire Protection District. Street and parking lot design will conform to Town standards. All construction and fire prevention will adhere to the adopted building code. • Ambulance: Weld County Ambulance • School: Weld County RE -4 • Library District: Clearview Library District Financing Method The high school development will be funded by a 2016 bond election that was approved by voters of Weld County School District RE -4. Areas not part of the high school site will be financed by others as part of development process. School District RE -4 is unable to comment on their means of future financing. Annexation Impact Report Page 12 School District Impact The impact to Weld RE -4 schools will be planned improvements to accommodate growth in the high school student population, and to relieve overcrowding at the existing Windsor High School. Areas that are not part of the new high school development may result in student growth being absorbed by the new high school and other area RE -4 schools such as Range View Elementary and Severance Middle Schools. These growth areas are within Weld RE -4's boundaries, and future growth will be handled as part of normal planning by the District. Traffic Impacts The Town of Severance Transportation Plan adopted April 6, 2015 provides an in-depth analysis of existing conditions and anticipated needs through 2035. The analysis projects residential and commercial traffic that might be generated, and the road improvements necessary to accommodate the anticipated traffic at acceptable levels. It is anticipated that additional right- of-way along WCR 70 will be dedicated when the site is subdivided in order to accommodate the ultimate roadway improvements. As part of the planning process the District has completed a traffic impact study dated Sept. 23, 2016 by Eugene Coppola, PTOE. Environmental Impact The existing land use has been agricultural. There are existing irrigation ditches, but no identified drainageways or wetlands on the property. Stormwater runoff will be detained in ponds that may be incorporated into public open spaces. The stormwater design will identify specific grading and drainage patterns relative to the site, and apply standard regional practices for conveyance and detention. The runoff will be detained at a developed rate, and released offsite at a historic rate. The drainage design and report will be competed when the site use has been determined and submitted for the Town's review and approval. It is not anticipated that existing downstream facilities will have negative impacts since historic release rates will be maintained.
