RESOLUTION
WHEREAS , heretofore by resolution dated January
19, 1976, approval was given by the Board of County Commis-
sioners, Weld County, Colorado, accepting the final plat
of IDA Industrial Park,First Filing, and
WHEREAS , on January 28 , 1976 , the sitedevelopment
plan of Lot 1, IDA Industrial Park, was submitted to the Board
of County Commissioners for approval in accordance with the
development standards as stated on the plat of said subdivision,
and
WHEREAS, the Board of County Commissioners heard all
the testimony and statements of those present, and
WHEREAS, the Board of County Commissioners has studied
the request and studied the recommendations of the Weld County
Planning Commission as submitted, and having been fully informed,
the Board believes it to be in the best interests of the County
to approve the site development plan of Lot 1 as submitted.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado , that the site development
plan of Lot 1, IDA Industrial Park, First Filing, be, and it
hereby is approved under the conditions following:
1. Strict adherence to State and County Health
regulation as stated in item 5 on the development standards.
2 . Strict compliance with item 6 on the development
standards regarding all industrial waste to be controlled on
site and discharged into the City of Brighton sanitary sewer.
3. Development limited to plans and development
standards as shown on the plat.
The above and foregoing resolution was, on motion
duly made and seconded, adopted by the following vote this
7n9 day of February, A. D, 1976 .

RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Chuck Carlson that the following resolution
be introduced for passage by the Weld County Planning Commission :
Be it therefore resolved by the Weld County Planning Commission
that the following be recommended to the Board of County Commissioners :
That the site plan submitted by Western Company on Lot 1 of IDA Subdivision, First
Filing, be approved for the following reasons: 1 ) Complies with the Development
Standards on the P.U.D. as approved; 2) City of Brighton has approved the
development; 3) the Soil Conservation Service has reviewed the landscape plan and
approved as submitted: 1 ) Environmental Health Services recommends approval provided
all drainage from the office, shop, warehouse, dock and parking lot for acid
trucks will go in the Brighton sanitary sewer system; and 5) County Engineer
has approved specific on lot drainage study as submitted. SUBJECT TO:
1 ) Development Standards to be placed on the plat prior to appearing before the
Weld County Board of County Commissioners; ,Q strict adherence to State and
County Health regulation as stated in item 5 on the development standards;
() strict compliance with item 6 on the development standards regarding all industrial
waste to be controlled on site and discharged into the City of Brighton sanitary
sewer. This to enforce Environmental Health Services approval ; 4) building permits
being obtained prior to construction of any structure; 5) show the retention pond
on the plat; and 6) show the parking for acid trucks on the plat as per Health
Department requirements and specify diking of the area.

The Western Company is an Oil and Gas Well servicing Com-
pany employing 1 , 800 employees with a net income of 19
million dollars per year .
Starting in 1939 the Company now operates in the Four
Corners Area , Eastern New Mexico , Oklahoma , 'texas and
Louisiana , as well as our Oceanic Division having off shore
drilling rigs running throughout the world . Our home of-
fice , equipment manufacturing and research is located in
Fort Worth , Texas .
Our Stimulation Division desires to open an operating
District north of Brighton to offer acid and fracurizing
services to the Denver-Julesburg Area as well as the
Limon, Colorado-Casper , Wyoming area on occasion. If ap-
proved we will build a 12 , 000 square feet truck maintenance
building with a 4 , 500 square foot office attached to it .
We will have a fuel island with a small building to store
motor oil . The fuel tanks will be 'below ground level . We
will have a 60 ' x 100 ' dock with a 50 ' x 50 ' metal house
on it for the storage of chemicals . We will have an over-
head storage tank and a small tank at ground level for
testing of pumps after they have been repaired. All build-
ings will be of metal construction painted antique white .
The acid tank will be yellow.
The yard will be 6" road base gravel with designated parking
areas and exits to old Highway 85 being asphalt. The front
of the building will have five dark colored rock panels for
facing.
The green belt area will be grass and trees with
a built in sprinkling system. All grass , trees and shrubs
will be routinely cared for by a yard maintenance man who
will be supplied with the proper equipment and material .
The green belt area also serves as a holding pond for the
historical run-off from this property. The company sign will
be in front of the office in the green belt area .
The use of this property is a truck terminal and repair point
for specialized oil field servicing equipment. Our source
of revenue is from services performed on a well site , so no
manufacturing or revenue generating activities will be done
at this location. Between service jobs the equipment will
be returned to this location for repairs , cleaning and
loading additional products .

No explosives Cr radio-active material is involved in our
operation. The only waste will be water used to wash
trucks and per„onnel needs . The City of Lrignton has
agreed to furnish water and sewer service for this purpose .
Trash will be nut in containers and disoosc-d of by commer-
cial trash service. The yard maintenance and appearance
is of primary importance to me , as I personally feel it adds
to the prestige of our company as well as employee morale
and efficiency.
We have an in company inspection program consisting of two
inspections per month by a Loss Control Inspector. Any
unsafe acts or conditions as well as litter , dirt, etc . are
recorded and a picture sent to my immediate supervisor .
I have three days to correct the problem . Any reported
violations are considered in my job performance.
We will bring into the area about twenty-five new trucks
of various types . We will employ fifty-two people. If they
can be found on the local labor market twenty-five will be
hired locally.
We will purchase everything obtainable from local vendors .
Our monthly payroll will be approximately $60 , 000 to S70 , 000.
The cost of starting up will be approximately $900 , 000 for
land , buildings , yard equipment and improvements . Capital
expenditures of four million dollars will be spent for
rolling equipment. Our estimate pay out is ten years .
The test slab and loading slab will be drained into a catch
sump and From there drain into the sanitary sewer system.
The sanitary sewer system is connected to Brighton sanitary
sewer system.

1 . Permitted use will be an oil and gas well servicing company.
2. Access points to property shall be as shown on plan. Additional access
shall be subject to approval by Weld County Engineer.
3. One sign, conforming to Weld County Sign Regulations, will be located in
the greenbelt area.
4. Minimum building setbacks shall be in accordance with Weld County Regulations
and shall comply with Ida Industrial Park IUD Plan.
5. All activity on the site shall be subject to County and State Regulations
for air and water polution.
6. All industrial waste shall be controlled on site and discharged to the
City of Brighton Sewer System.
7: The greenbelt as shown on the plans shall have a sprinkler system. Grass,
trees, and shrubs as shown on the landscape plan shall be planted, and
maintained in accordance with Soil Conservation District Recommendations.
8. Unsurfaced and Unlandscaped areas to be used as parking , yard or storage
areas shall have a minimum of 6" of road base and shall be constructed
and maintained to conform with the requirements of the site drainage plan.

Dear Sirs:
The Brighton City Council, Planning Commission and Staff have reviewed
the industrial development of Lot 1 of IDA Industrial Park as proposed by
the Western Company of North America. Mr. Mull, representing the Western
Company has presented Brighton with maps by Freese Engineering, dated
November 1975, and by Benchmark Builders, Inc., dated November 7, 1975,
showing the proposed use of the property.
The City of Brighton has also reviewed the proposed plans in regard
to access, parking, landscaping and the building plot plan, etc. , and
have approved the plans with the recommendations that a specified number
of trees be planted in the green belt area.
The City of Brighton has approved the signing of an agreement with
the IDA developers regarding the serving of water and sewer to the IDA
Industrial Park. The City of Brighton has also reviewed and approved the
Western Company's request in regard to water and sewer connections and
determined that the water usage they have proposed would not be excessive.
The proposed use does conform to the Brighton Comprehensive Land Use Plan.
The City of Brighton feels this proposed use will be an asset to
Brighton and to Weld County and recommends approval of the use.
Enclosed, please find a copy of the City Council minutes, a copy of
the Planning Commission minutes and a copy of the Planning Commission
resolution all regarding the Western Company's proposed use.
