Statement of Purpose
This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.5 of the Colorado
Revised Statutes, is based on the Annexation Petition and Zoning submitted by the Applicants. It is being
reviewed and evaluated by the Town Staff, and is scheduled for review by the Town of Severance Planning
Commission on April 19, 2017 at 6:00 PM and Board of Trustees on May 1512017 at 6:00 PM. Please
contact Mitch Nelson at 970-686-1218 with comments and/or questions regarding this report.
Project Description
This is a project that was submitted by the applicants for annexation, zoning and concept plan process.
The properties proposed for annexation consists of 600± acres situated at the intersection of Weld County
Road 21 and Weld County Road 70. The annexation meets the 1/6th or 16.67% contiguity requirements set
by State Statutes.
Requested zoning for the property described herein is sub -urban perimeter and development node. The land
is currently zoned agricultural in Weld County. The annexation and zoning map is attached along with the
Vicinity Map. Severance legal staff is working with the applicant for completion of an annexation
agreement. The final annexation agreement can be made available upon request.
The attached report, maps and tax district information address the impact report requirements as listed in
C.R.S. 31-12-108.5 (1)(a) through (0.

Dear Town Staff:
The Severance South community is requesting annexation into the Town of Severance,
proposing a new residential development and community core. The Severance South project is
located to the south of Weld County Road 70, to the east of Weld County Road 21, to the west
of Weld County Road 23, and to the north of HWY 392 (Weld County Road 68). The project site
includes approximately 560 acres of land and consists of residential, commercial, mixed -use,
parks, and open space uses. This report analyzes the proposed development's impact with
respect to the Town of Severance's services.

Development Impact Assessment Statements
General Project Description
The Severance South project is located north of HWY 392, south of WCR70, east of WCR21,
and west of WCR 23 and includes approximately 560 acres of land.
The proposed land use includes approximately 560 acres of single family and multi -family
residential, commercial, and mixed -use that will be compatible with the land uses within the
area. Parks and amenities will offer recreational opportunities with substantial open space
and natural resource buffers throughout the site.
Water
Potable water is being supplied to the project by North Weld County Water District. The District
has existing mains in Weld County Roads 21 & 23, and the Severance South project will install
any necessary new mains to connect to the system. Connections will be made to both mains in
order to provide a looped water system for the project. North Weld County Water District has
been contacted and they have confirmed that they have the capacity to provide water to the
project.
Sanitary Sewer
Sanitary sewer service will be provided by the Town of Windsor via the trunk main that serves
the Town of Severance and parallels the Great Western trail. A portion of the project area may
be served by Windsor via the existing lift station located in the Great Western Industrial Park.
Natural Gas
Severance South will work with the natural gas service provider during entitlement and
development to address the impacts on the Natural Gas system. It is expected that the
Severance South project will work conjunctively with the utility providers in the area to extend
service lines and capacity to meet the natural gas demands of the project.
Electric
Severance South will work with the electric service provider during entitlement and
development to address the impacts on the Electrical system. It is expected that the

Severance South project will work conjunctively with the utility providers in the area to extend
service lines and capacity to meet the Electrical demands of the project.
Telephone / Internet / Cable
Telephone, Internet, and Cable services will be provided by local available communications.
The projected use is anticipated to be a typical usage similar to other residential projects of
this size. It is anticipated that Severance South will work with the communications provider
as they proceed through the entitlement and development process to ensure that the most
recent technologies are available to the future residential land uses in Severance South.
Streets
The Severance South community is bordered to the west by Weld County Road 21 and to
the north by Weld County Road 70. It presently is anticipated that the project will have a
primary access to Weld County Road 21, 23, 70, and Hwy 392.
The current concept traffic analysis recommends improvements based upon projected
build -out conditions. These improvements will occur as the projects develops and with
appropriate adjustments as conditions warrant. The internal streets will be collectors and
local residential, as is required. A revised traffic study will be performed for the preliminary
plat site plan approval stage.
Drainage
Stormwater for the project will utilize a system of storm drains, inlets, swales, channels and
detention ponds to convey the initial storm events from the roadways and other upstream
components of the project to the existing major drainage way located on -site. 100 -year flows
will use a similar system of the stormwater facilities, as well as the roadways to convey the major
storm events safely through the project to the downstream facilities. Consideration will be given
to water quality for the project. All flows will be attenuated to the flow rates required for the area
and released to follow their historic drainage path under County Road 21 and Hwy 392 and on
to the Cache la Poudre.
Law enforcement
Law enforcement for the Severance South project would be provided by the Town of
Severance or Weld County sheriff through the existing agreement. It is not anticipated that
there would be special security needs or a specific need for additional officers.
Fire protection
Fire protection for the Severance South project would be provided by Windsor -Severance
Fire Rescue. I is not anticipated that the Severance South project would pose special fire
hazards. Fire prevention requirements, fire detection, fire lanes, emergency access, etc.
would be provided as required by code.

Impact Report
Schools
The Severance South project is within the RE -4 Windsor -Severance School District and Aims
Junior College District. Severance South will work with the Districts to identify and address
any impacts of this project.
Parks and recreation
The Severance South project will include a neighborhood park that will conform to the Town
park standards, including open spaces and trails, active and passive recreation, and
amenities.
Library
The Severance South project is within the Clearview Library District. Severance South will
work with the District to identify and address any impacts of this project.
Environmental considerations
The Severance South property is east of a 100 -year floodplain and will be utilized for parks
and open space. The remainder of the Severance South property has been historically
farmed and there are no additional environmentally sensitive areas, known endangered
species, or known significant habitats.
Economic development potential
The Severance South project includes diverse residential land uses characterized by unique
neighborhoods within the development. Severance South aims to provide a variety of
affordable residential styles, commercial amenities, abundant open space and impressive
western views.

A RESOLUTION FINDING PETITION FOR ANNEXATION SUBMITTED BY

WHEREAS a written petition was filed with the Town Clerk requesting the annexation of certain
property to be known as Severance South; and
WHEREAS the Board of Trustees for the Town of Severance desires to initiate annexation
proceedings in accordance with law;
IT IS THEREFORE RESOLVED by the Board of Trustees of the Town of Severance Colorado,
this 3rd day of April, 2017, as follows:
1. That the Board hereby accepts the annexation petition for Severance South, more
particularly described in Exhibit A.
2. That the Board hereby finds and determines that the annexation petition and
accompanying map contains all allegations required for such a petition under the Municipal Annexation
Act of 1965, which is referred to herein as the "Act", and that if such allegations are determined to be
well founded, such property would be eligible for annexation to the Town of Severance.
3. That the Notice attached as Exhibit B be adopted as a part of this Resolution. Said Notice
establishes the date, time, and place when a public hearing will be held to determine if the proposed
annexation complies with Section 30 of article II of the Colorado Constitution and Sections 31-12-104
and 31-12-105 of the Colorado Revised Statutes or such provisions thereof as may be required to
establish eligibility under the terms of the Act. The Town Clerk is directed to publish a copy of this
Resolution and said Notice as provided in the Act.

PUBLIC NOTICE IS HEREBY GIVEN of a public hearing before the Severance Planning Commission
on April 19, 2017 and the Board of Trustees on May 15, 2017 at the following time and place:

The undersigned, (the "Petitioner") in accordance with the Municipal Annexation Act of 1965 as set forth in
Title 31, Article 12, Colorado Revised Statutes, hereby petition the Mayor and. Trustees of the Town of
Severance, Colorado, for annexation to the Town of Severance the unincorporated territory described
herein and described and shown on the map designated as "Severance South Annexation". Copies of
said map are submitted herewith and by this reference are incorporated herein. The description ofthe
territory hereby petitioned for annexation into the Town is set forth in Exhibit "A" attached hereto and
incorporated herein by reference.
In support of this petition, the petitioner(s) allege(s) that:
I) It is desirable and necessary that the above described territory be annexed to the Town of
Severance, Colorado.
2) The requirements of Section 31-12-104 and 31-12-105 of the Colorado Revised Statutes exist
or have been met in that:
a) Not less than one -sixth (1/6) of the perimeter of the area proposed to be annexed
is contiguous with the Town ofSeverance;
b) A community of interest exists between the territory proposed to be annexed and the
Town of Severance;
e) The territory proposed to be annexed is urban or will be urbanized in the near future;
d) The territory proposed to be annexed is integrated or is capable of being integrated with
the Town of Severance, Colorado.
3) The signatures of the Petition comprise more than fifty percent (50%) of the landowners of the
territory to be included in the area proposed to be annexed and said landowners attesting to
the facts and agree that the conditions herein contained will negate the necessity of any
annexation el ection.
4) No land held in identical ownership, whether consisting of one tract or parcel of real estate or
two or more contiguous tracts or parcels or real estate:
(a) Is divided into separate parts or parcel without the written consent of the landowner or
landowners thereof, except and unless such tracts or parcels are separated by a dedicated
street, road or other publ sway;
(b) Comprising twenty (20) acres or more and which, together with the buildings and
improvements situated thereon has an assessed value in excess of Two Hundred
ThousandDol Lars ($200,000.Oo) for advalorem taxpurposes fortheyearprecedingthe
annexation, is included within the territory proposed to be annexed without the written
consent of the landowner or landowners.
5) Except as otherwise provided, no part ofthe area proposed to be annexed is more than three
miles from a point on the municipal boundary, as such was established more than one year
before this annexation will become effective.
6) The territory proposed to be annexed does not include any area included in another
annexation proceeding involving a town other than the Town of. Severance.
7) The territory to be annexed is not presently a part of any incorporated municipality,
town and county, or town.
8) Petitioner represents that no part of the property to be annexed is included within
any site -specific development plan approved by Weld County, Colorado.
9) The territory proposed to be annexed does not include any area that is the same or
substantially the same area in which an election for an annexation to the Town of
Severance was held within the twelve months preceding the filing of this petition.
10) The area proposed to be annexed comprises more than ten acres and an impact
report as provided for in Section 31-12-105.5, CRS will be required with any
development plan for the Property.
