It is being reviewed and evaluated by the Town Staff, and is scheduled for review by the Town of Severance Planning Commission on April 19, 2017 at 6:00 PM and Board of Trustees on May 1512017 at 6:00 PM. Project Description This is a project that was submitted by the applicants for annexation, zoning and concept plan process. The properties proposed for annexation consists of 600± acres situated at the intersection of Weld County Road 21 and Weld County Road 70. The annexation meets the 1/6th or 16.67% contiguity requirements set by State Statutes. Requested zoning for the property described herein is sub -urban perimeter and development node. The land is currently zoned agricultural in Weld County. The annexation and zoning map is attached along with the Vicinity Map. Severance legal staff is working with the applicant for completion of an annexation agreement. The final annexation agreement can be made available upon request. The Severance South project is located to the south of Weld County Road 70, to the east of Weld County Road 21, to the west of Weld County Road 23, and to the north of HWY 392 (Weld County Road 68). The project site includes approximately 560 acres of land and consists of residential, commercial, mixed -use, parks, and open space uses. This report analyzes the proposed development's impact with respect to the Town of Severance's services. Si ncerel Y Kris A. The proposed land use includes approximately 560 acres of single family and multi -family residential, commercial, and mixed -use that will be compatible with the land uses within the area. Parks and amenities will offer recreational opportunities with substantial open space and natural resource buffers throughout the site. Water Potable water is being supplied to the project by North Weld County Water District. The District has existing mains in Weld County Roads 21 & 23, and the Severance South project will install any necessary new mains to connect to the system. Connections will be made to both mains in order to provide a looped water system for the project. North Weld County Water District has been contacted and they have confirmed that they have the capacity to provide water to the project. Sanitary Sewer Sanitary sewer service will be provided by the Town of Windsor via the trunk main that serves the Town of Severance and parallels the Great Western trail. A portion of the project area may be served by Windsor via the existing lift station located in the Great Western Industrial Park. Natural Gas Severance South will work with the natural gas service provider during entitlement and development to address the impacts on the Natural Gas system. It is expected that the Severance South project will work conjunctively with the utility providers in the area to extend service lines and capacity to meet the natural gas demands of the project. Electric Severance South will work with the electric service provider during entitlement and development to address the impacts on the Electrical system. It is expected that the Severance South Annexation — Impact Report Page 3 March 17, 2017 Severance South project will work conjunctively with the utility providers in the area to extend service lines and capacity to meet the Electrical demands of the project. Telephone / Internet / Cable Telephone, Internet, and Cable services will be provided by local available communications. The projected use is anticipated to be a typical usage similar to other residential projects of this size. It is anticipated that Severance South will work with the communications provider as they proceed through the entitlement and development process to ensure that the most recent technologies are available to the future residential land uses in Severance South. Streets The Severance South community is bordered to the west by Weld County Road 21 and to the north by Weld County Road 70. It presently is anticipated that the project will have a primary access to Weld County Road 21, 23, 70, and Hwy 392. The current concept traffic analysis recommends improvements based upon projected build -out conditions. These improvements will occur as the projects develops and with appropriate adjustments as conditions warrant. The internal streets will be collectors and local residential, as is required. A revised traffic study will be performed for the preliminary plat site plan approval stage. Drainage Stormwater for the project will utilize a system of storm drains, inlets, swales, channels and detention ponds to convey the initial storm events from the roadways and other upstream components of the project to the existing major drainage way located on -site. 100 -year flows will use a similar system of the stormwater facilities, as well as the roadways to convey the major storm events safely through the project to the downstream facilities. Consideration will be given to water quality for the project. All flows will be attenuated to the flow rates required for the area and released to follow their historic drainage path under County Road 21 and Hwy 392 and on to the Cache la Poudre. Law enforcement Law enforcement for the Severance South project would be provided by the Town of Severance or Weld County sheriff through the existing agreement. It is not anticipated that there would be special security needs or a specific need for additional officers. Fire protection Fire protection for the Severance South project would be provided by Windsor -Severance Fire Rescue. I is not anticipated that the Severance South project would pose special fire hazards. Fire prevention requirements, fire detection, fire lanes, emergency access, etc. would be provided as required by code. Severance South Annexation Page 4 March 17, 2017 Impact Report Schools The Severance South project is within the RE -4 Windsor -Severance School District and Aims Junior College District. Severance South will work with the Districts to identify and address any impacts of this project. Parks and recreation The Severance South project will include a neighborhood park that will conform to the Town park standards, including open spaces and trails, active and passive recreation, and amenities. Library The Severance South project is within the Clearview Library District. Severance South will work with the District to identify and address any impacts of this project. Environmental considerations The Severance South property is east of a 100 -year floodplain and will be utilized for parks and open space. The remainder of the Severance South property has been historically farmed and there are no additional environmentally sensitive areas, known endangered species, or known significant habitats. Economic development potential The Severance South project includes diverse residential land uses characterized by unique neighborhoods within the development.
