RE: APPROVE INCREASE OF CHILD CARE PROVIDER RATES
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Increase of Child Care Provider Rates
for the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Human Services, and the United Way of Weld
County, commencing March 1, 2017, with further terms and conditions being as stated in said
Attachment "A", and
WHEREAS, after review, the Board deems it advisable to approve said rate increase, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Increase of Child Care Provider Rates for the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Human Services, and the United Way of Weld County, be and hereby are,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of July, A.D., 2017, nunc pro tunc March 1, 2017.

Recommended Increase of Child Care Provider
Rates
Please review and indicate if you would like a work session prior to placing this item on the
Board's agenda.
Request Approval of the Department's Recommended Increase of Child Care Provider
Rates. The Department contracted with United Way of Weld County, to do a Child Care
Provider Market Rate Survey for Weld County child care providers. After reviewing the results
of the survey, the Department is recommending increased child care provider rates effective
March 6, 2017. or upon signed provider agreements. Commissioner Kirkmeyer and Don
Warden have previously reviewed the recommended methodology and rates and have provided
their approval for both.
Weld County currently reimburses child care providers using a rate -setting methodology
prescribed by the State. Based on the results of the United Way Market Rate Survey and an
additional Community Child Care Needs Assessment Survey, we recognize the need for more
child care providers who accept infants, as well as. those who will provide child care on the
weekends and after-hours. Additionally, we recognize the need for increased provider rates.
expanding the quality tiered reimbursement model developed by Weld County community
professionals to include services provided through centers and licensed homes to school -aged
children and to qualified exempt child care homes.
A tiered reimbursement rate, consistent with the methodology used by the State, has been applied
to the United Way Market Rate Study results for Weld County child care reimbursement. We
are recommending some adjustments to this methodology in cases where higher reimbursement
rates are justified. due to a specific need or shortage of care providers. We are also
recommending that in cases where current rates exceed those determined by this methodology.

methodology used for each category of child care will be developed and provided for review
upon BOCC approval of rate increase.

The Department is projecting that its Low-income Child Care Allocation will be underspent by at
least $550.000. for State Fiscal Year 2016-2017. We estimate that these proposed rate increases
will result in an additional $280.160 in annual expenditures.
I do not recommend a Work Session. I recommend approval of the recommended rate increases
and updates to the Child Care Policy.
