RE: APPROVE COURT SECURITY GRANT APPLICATION AND AUTHORIZE CHAIR TO
SIGN ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Court Security Grant Application to the
Colorado Court Security Commissioner, State Court Administrator's Office, commmencing upon
full execution, with further terms and conditions being as stated in said grant application, for the
approval and signature by the Board of County Commissioners of Weld County, pursuant to the
provisions of Section 13-1-205(1)., C.R.S., which requires that for the Court Security Commission
to consider a grant application, "the application shall be signed by the administrative authority of
each entity that is represented on the local security team," and
WHEREAS, after review, the Board deems it advisable to approve said grant application,
a copy of which is attached hereto and incorporated herein by reference, with the condition that
the resulting agreement must be presented to the Board before being agreed to by staff, to allow
the Board to complete the necessary actions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Court Security Grant Application to the Colorado Courts Security
Commissioner, State Court Administrator's Office be and hereby is, approved, with the condition
that the resulting agreement must be presented to the Board before being agreed to by staff, to
allow the Board to complete the necessary actions.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board be, and hereby is,
authorized to submit said grant electronically on behalf of the Chair.

Thank you for your consideration, and continued support. The grants we have received since the
beginning of the Court Security Grant Program have allowed us the ability to improve the level of security
provided in our Court Complex. Without the benefit of these grants, the advancements we have made
would not have been possible particularly within the time frame. As we look forward to the potential
sunset of the grants, we want to express our appreciation and provide support for their continuation.

Nineteenth Judicial District Local Security Team 2017 Grant Request for Calendar Year 2018
The Nineteenth Judicial District has an organized Local Security Team that meets four to seven times per
year. It is comprised of members representing the Nineteenth Judicial District Courts and Probation,
District Attorney's Office, Weld County Government and Weld County Sheriff's Office. The LST agreed to
have the state conduct a security assessment of the Court Complex in March 2009. Based upon this
initial review and emerging security concerns, the LST collaboration develops and prioritizes responses
and requests to address legitimate security needs.
The following request outlines, in order of priority, the equipment requested by the Nineteenth Judicial
District LST in the 2018 Grant request.

The individual summary for each of the above listed items is detailed on pages 3 through 4 of this
document.
Steps LST has implemented:
Since the inception of the Weld County LST, its cooperating groups collectively have implemented
varying strategies to heighten security. The following is a summary of some of the more significant
changes specific to the LST activities:
Emergency evacuation procedures have been developed and tested through training and actual
situations.

• Employees continue to receive ongoing mandatory training on security procedures.
• Every division and office area participates in scenario training specific to that division or area.
• Security screening station protocols have been enhanced.
• Training and communication with security guards continues to be improved.
• Upgrades and enhancements to panic buttons have been installed.
• Evacuation drills are conducted.
• Communication within entities housed in the Court Complex has improved.
• Video recordings at the security posts have been utilized in criminal investigations.
• The state Court Security Training has enhanced security awareness and significantly reduced
resistance to requests for additional security in courtrooms.
Security tips and refresher memos are distributed to staff periodically through the year.
• Mandatory security awareness training is given to all new court employees.
Off campus evacuation locations have been secured.
• An MOU has been developed with the Greeley Police Department for providing inter -agency
protection in emergency situations.
Objectives, anticipated results and timeline for implementation should requested items be
approved:
The primary objective is to continue to enhance and sustain security efforts in the courts and probation
five -building complex.
The following are our anticipated results. All enhancements would be purchased as soon as the funds
were made available.
• The lockable transport belts would replace outdated equipment and help ensure safety and
security measures when transporting inmates.
The Polycom systems that supports the remote video court proceedings are aging out. It will be
reaching end of sustainable life soon and will have a large impact on security operations if
replacements are not worked.

Objective and Anticipated Results: The Polycom systems that support the remote video court
proceedings for video advisements are aging out. The systems will be reaching end of sustainable life
soon, which will have a large impact on frontline security operations if replacements are not provided.
The Weld County Combined Court averages 160 in -custody court appearances via video per month for
county inmates and does not include the number of Dept. of Correction inmate video appearances. The
County's estimated cost for replacing all polycom systems is $164.536.62 and we are asking the grant
assist in funding two out of the 10 that need to be replaced. Having this technology available not only
improves the safety and security of the general public and court staff but also alleviates the transportation
of inmates to and from the county jail.

Objective and Anticipated Results:
X-ray equipment is the first line of defense for the Court facilities. The purchase of this equipment will
replace the last x-ray machine that is more than -'-'-'five years old, which routinely is inoperable. This
technology provides better imaging, which makes for faster processing and allows for bigger items to be
inspected. This new technology also is more precise and efficient, reducing processing time without
compromising safety and security.
Timeline: Immediate implementation upon availability of funds.
