SUBJECT: WIOA One -Stop Operator Request for
Proposal - #B1700079
The Workforce Innovation and Opportunity Act (WIOA) of 2014 requires that the local area's
One -Stop Operator be designated or certified through a competitive process. The Weld County
Attorney's Office and the Purchasing Department, with the assistance of Linda Perez,
developed a Scope of Work and published a Request for Proposal (RFP) for a One -Stop
Operator on behalf of the Workforce Development Board. The RFP was published on March
20, 2017 with submissions due on April 14, 2017. The publication of the RFP was advertised in
the Greeley Tribune and was published electronically on BidNet.
Two bids were received, one from Employment Services of Weld County, the current one -stop
operator and one from Right -On Learning, Inc. A subcommittee was formed from the Workforce
Development Board to review the proposals. A scoring sheet was developed for the review
based on the evaluation factors stated in the RFP. Three of the five subcommittee members
were able to review and evaluate the submitted bids. Based on the scoring sheets, the
subcommittee made a unanimous recommendation to the full Workforce Development Board
that Employment Services of Weld County be chosen as the One -Stop Operator. On May 16,
2017, the Workforce Development Board unanimously voted to forward a recommendation to
the Weld County Board of County Commissioner that Employment Services of Weld County be
awarded the bid for the One -Stop Operator in the Weld County Local Area. Commissioner
Cozad, who was present at the meeting, recused herself from the vote and discussion.
