NOTICE OF PUBLIC COMMENT HEARING
Regarding:
Suncor Energy (U.S.A.), Inc. Commerce City Refinery
Plants 1 and 3 - Adams County
Title V Operating Permit Modification (96OPAD120)
SUBJECT:
The Commission will hold a public comment hearing pursuant to the request of Cross
Community Coalition ("CCC"), with and through its counsel Earthjustice and the
provisions of Section 25-7-114.5 Colorado Revised Statutes to consider the notice of a
draft revised permit modification and preliminary determination of approval for
modifications to the Title V Permit for the Suncor Energy Refinery Plants 1 and 3
located at 5801 Brighton Boulevard, Commerce City, Colorado. Section 25-7-114.5
Colorado Revised Statutes provides an opportunity for the applicant or interested
parties to request a public hearing before the Commission to seek the comments of
any interested person regarding the adequacy of the preliminary analysis and whether
the permit should be approved or denied.
All required documents for this public comment hearing can be found on the Commission

The draft construction permit and preliminary analysis' (i.e. Technical Review
Documents) can be viewed at the Office of the Adams County Clerk to the Board of
County Commissioners at 4430 South Adams County Parkway, 5th Floor - Suite C5000A,
Brighton, CO 80601, Phone: 720-523-6100 during regular business hours.
The draft construction permit and preliminary analysis' (i.e. Technical Review
Documents) may also be viewed at the offices of the Colorado Department of Public
Health and Environment, Air Pollution Control Division at 4300 Cherry Creek Drive
South, Glendale, Colorado 80246 or be found on the website at:

PUBLIC PARTICIPATION ENCOURAGED:
The Commission encourages all interested persons to provide their opinions or
recommendations orally or in writing regarding the permit and whether it should be
approved. The Commission may provide additional time after the hearing to submit
additional public comments on the issuance of the permit.
The purpose of the Public Hearing is solely to solicit comments regarding the proposed
permits, and accordingly, the Commission will not issue rulings regarding the
proposed permits during the hearing.
PARTY STATUS:
This is not a rulemaking hearing; therefore, the Commission shall not consider party
status requests.
PROCEDURAL MATTERS:
The Commission encourages comments be submitted by July 28, 2017 so that
Commissioners have the opportunity to review the information prior to the hearing.
Information should include: your name, address, phone number, email address, and the
name of the group that you may be representing (if applicable).
