Tom, as discussed, these oil & gas locations to the east of WCR 13 and Cherry Blossom Dr. are in the Town of Windsor
(see below map). This communication seems to be a third party odor complaint. The person actually experiencing the
odors could make complaint to EH who could then determine if there are any odors (in accordance with whatever
protocol they have in accordance with their air contract with CDPHE) or if they have received any other contacts
regarding this and/or contact myself and I could put them in contact with the operator but the email says they have
already made complaint to COGCC who will likely investigate and/or forward to CDPHE Air Division. -Troy

Just sent complaint to COGCC. Now I'm sending one to Weld County Commissioners.
There is a well pad in Windsor off of WC13 near Cherry Blossom Dr.
Yesterday -Jan 8, 2017, I returned from trip to Denver about 5: 15pm with Karen Speed who lives in subdivision directly
across road from wells.
The first thing that came out of her mouth was "hold your breath, they are venting the wells across the road. The smell
is terrible."
She previously complained about this. It's a good thing she warned me and a good thing I don't live in that subdivision
because I have asthma and no sense of smell.
I would get really sick if exposed for any length of time. Her family can't open their windows for fresh air or sit outside.
Why is this continuing to happen? Can't the county do something to stop the emissions, capture them or something?
This is ridiculous. Residents shouldn't have to be exposed to VOCs so a company can get rich. The county isn't doing
enough to protect residents and we are getting tired of it.

Please give link to this study to commissioners. Unfortunately, it did not include Colorado but has inferences
for Colorado. However, there were some interesting results.
1. One such result was that newer wells leaked more than older ones not sure what they meant by older
several years or several decades. Require state of art control devices.
2. This study found a highcr frequency of detected emissions at sights within the first few months of production,
so it is important to control emissions as soon as the sights enters production. Require controls to be in place at
production startup, not 6 weeks later.
3. Results led scientists to suggest continuously monitoring emissions and equipment for leaks. Weld could
require 24 hour monitoring.
