I. Statutory National Objectives
The following constitute the general objectives established
by Congress for thy► national program of Community Development
Block Grants. It is not anticipated that any one community' s
CD program,- in any one year, will deal with each objective.
(The local program, of course, remains subject to the
assurance, required by law, concerning giving maximum
feasible priority to activities which will benefit low- or
moderate-income families or aid in the prevention of
elimination of slums or blight) . For each of the following
general objective,, check the appropriate box to indicate
whether the current program year's activities do or do not
contribute to that objective. Briefly_explain, on a
separate sheet of paper, all affirmative responses, in-
dicating how the current program year's activities have
contributed to each objective.

II. Short-Term Objectives
Using a separate sheet of paper, list all short-term
objectives which are being addressed by this year's
CD program. (Use the numbers from the previous Community
Development Plan Summary: C-1, C-2, etc. ) . Briefly
explain how the current program year's activities have
contributed to each objective. For each objective list
the numbers of the activities listed on the Progress on
Planned Activities (HUD-4070) that contribute to that
objective.
PAGE 2 SHORT TERM OBJECTIVES
1 . The Burger Fry Relocation Project has been completed, with the
exception of two remaining relocatees which are being assisted by the
the Weld County Department of Planning Services to secure adecuate
commercial facilities, since they happen not to be residential site
occupants. The project was completed with HUD funds ($100,000.00) around
early spring of 1977, thus the remaining workload is being provided by
County funds.
2. The Evanston Rehabilitation program mot started on March 1 , 1977
and has been making a slow impact in the area. To date out of the six
(6) contracts awarded, three (3) homes have been completely remodeled
and an additional six (6) more homes will be under construction by late
March 1978 , thereby exhausting the fund allocation for the area.

1 . STEPS BEING TAKEN TO MEET THE HOUSING ASSISTANCE PLAN GOALS (HAP)
The Department of Planning Services-Housing Division began the
implementation of the County Rehabilitation program in the community of
Evanston around June 1977. Since that time applications,work write-up,
bids and construction work have been accomplished.. A total of 3 homes
have been rehabilatated in accordance with the County Building Code and
augmented with the Uniform Building Code. There are an additional 6 homes
schedule for rehabilitation work to begin by late March 1978, thus funds
for this area would totally be expended. However, additional funds can
certainly be used to assist numerous low-income residents of the area.
•
The aforementioned program encompases technical 'assistance to homeowners
in the areas of energy conservation, structural design to improve the existing
residence and coordinate with other agencies , i .e.,, Farmers Home Administration
and the County Human Resources Winterization program to assist the home owner
to the greatest extent possible. Home maintenance and financial counseling
are among the strongest points being enphasized with each individual assisted.
It is the goal of the Board of County Commssioners to establish a county-
wide Housing Authority before June 1978, therefore, enabling Weld County to
address the housing problem in a wider range. Technical assistance is being
provided by Colorado Housing, Inc. , and a series of meetings will be schedule
to accomplish this goal .
2. Weld County has at the present time a full staffed housing personell taking
care of and implementing the present housing activities in the communities of
Evanston, Espanole Subdivision (north of Greeley) and Wattenberg (south Weld
County).
3. The Deaprment of Planning Services-Housing Division and other personell
will continue to provide technical assistance to towns and communities .
These services will range from comprehensive plan development to zoning
and building ordinances, reviews and comments on proposed housing developments.

4. It is expected that with the creation of a county-wide Housing Authority,
Weld County will attempt to secure funds from HUD under the Annual Contribution
Contract, Section -8, and provide housing assistance to communities in need of
rent subsidy to persons of low and moderate income within the renters population,
which at the present time are not being assisted.
5. Problems Encountered: Although, housing assistance under the rehabilitation
program is being provided to selected communities a major obstacle in having a
sound impact is the fact that for the most part, housing conditions in many cases
are beyond the rehabilitatable stages,therefore, a combined rehabiltation,
relocation and renters assistance may be the alternative to the county housing
problem.

have been taken to identify the extent to which minority households

(comparing persons per acre, extent and condition of facilities,
etc. ) and if disparities are found, a summary of the efforts underway
to correct these conditions and assure equal opportunity for minorities
to enjoy the benefits of that program area.

funded under Section 570.200 (a)(12). For each study; (1 ) describe how the
activities under consideration relate to the provision of equal opportunities
in the delivery of facilities and services for minorities and women, (2)
describe any actions recommended to correct effects of conditions which may
have resulted in limited opportunities for minorities or women in the subject
area and, (3) describe actions needed to assure equal opportunity in the
future.
V-A EQUAL OPPORTUNITY with CDBG Program Activities:
1 . Housing Rehabilitation
Public meetings were held and advertized in both Spanish and English, and
fliers delivered to area resident's doors describing proposed program.
Tri-Area Planning Commission provided the use of their Ci,tyo,VA1), )p
• hold the Public Meetings for Evanston. Subsequent meetings continue to
be held to keep the residents of any vital information.
2. Similar Public Meetings were held in connection with the developments of
the Street Improvement for the Town of Evanston at similar locations ,
3. Relocation= Burger Fry= Relocation activities were completed in mid-spring
of 1977, with the exception of 2 remaining relocatees. All Federal funds
($100.000,00) have been spent and to date Weld County has spent over $23,000.00
dollars of county funds and will continue to do so, until the last remaining
relocatees are assure` satisfactory relocation quarters.
4. Preliminary and informative meetings were held by the Board of County
Commissioners for the Espanole and Wattenberg projects on May 2 and 3 , 1977
informing residents of the county intent to procure funds for rehabilitation
work in their communities. Subsequent meetings were held on December 1st and
the 6th, 1977 to inform residents of funds made available to both communities.

I . By executing the Certificate of Assurance for Title VIII of the
Civil Rights Act of 1968, the recipient has agreed to administer
its programs relating to housing and urban development in a man-
ner to affirmatively further fair housing. (Activities under
this category need not be limited to those funded under CD Block
Grants. ) Listed below are areas of particular concern in which
specific actions can be taken to provide for greater housing
opportunities throughout the locality for minorities and women.
For the areas of concern listed below:
a. Check those in which studies or actions have been undertaken
during the program year.
b. On a separate sheet of paper, summarize the specific study •
or activity and briefly describe the results and recommenda-
tions of the study or the effects of the action.
As an example, a locality might examine the pattern of multi-family
zoning to determine its effect on minorities. The recipient would

undertaken to determine the effects of current multi-family zoning
on minorities. The results of the study could be summarized , for
example, "the pattern of zoning tends to further the concentration

In regards to this section a viable written format has not been developed
as yet by Weld County. Steps are being taken to insure compliance with
this section as it pertains to the Evanston Public=Improvement Project
and shall be prepared before the Notice to Proceed is given to the prime
contractor (Best Way Paving, Inc. )
However, the Section 3 Clause is part of the contract agreement between the
homeowner and contractor under the ongoing rehabilitation program, even
though not any one contract exceeds $7,500.00 .
