GLYNN A public hearing was conducted on March 8, 2017, at 10:00 a.m., with the following present: Commissioner Julie A. Cozad, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Sean P. Conway Commissioner Mike Freeman Commissioner Barbara Kirkmeyer Also present: Acting Clerk to the Board, Tisa Juanicorena Assistant County Attorney, Bob Choate Planning Services Department representative, Kim Ogle Public Works Department representative, Evan Pinkham Planning Services Engineer representative, Hayley Balzano Health Department representative, Ben Frissell The following business was transacted: I hereby certify that pursuant to a notice dated January 20, 2017, and duly published January 25, 2017, in the Greeley Tribune, a public hearing was conducted to consider the request of Leslie H. Glynn, for a Site Specific Development Plan and Use by Special Review Permit, USR16-0046, for one (1) single-family dwelling unit per lot other than those permitted under Section 23-3-20.A (second single-family dwelling unit) in the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of record. El Kim Ogle, Department of Planning Services, presented a brief summary of the proposal for a second single-family dwelling unit to assist in the care of grandparents and he reviewed the site location in relation to the relevant County Roads and the three (3) mile referral area of the Towns of Severance and Windsor. He reviewed the comments of the aforementioned municipalities. Mr. Ogle described the residence in relation to surrounding property owners and stated staff received one phone call inquiring about the notification post card regarding this case. He stated 13 referrals were sent out, with five (5) referral responses received that offered comments. Mr. Ogle displayed images of the site and surrounding properties and entered the favorable recommendation of the Planning Commission into the record as written. Evan Pinkham, Department of Public Works representative, provided a brief overview of the transportation plans and requirements, and stated an Access Permit has been approved, AP#16- 00598, which stipulates to utilize the existing access. He provided the average daily traffic counts and stated the traffic narrative indicated four to six daily round trips; therefore, neither tracking control or an Improvements Agreement are required. GLYNN (USR16-0046) PAGE 2 Hayley Balzano, Planning Services Engineer representative, presented the drainage and grading requirements and reviewed the typical Conditions and Development Standards. • Ben Frissell, Department of Public Health and Environment, stated water is provided by North Weld County Water District and the existing home has a permanent septic system sized for four (4) bedrooms and the proposed home will have a new septic prior to the release of the Certificate of Occupancy. He stated Development Standards (DS) #7-11 address Environmental Health items. el Melissa Watt applicant representative stated the second residence is to help out with the care of her grandparents and she did not have any additional information in light of staff's presentation. El No public testimony was offered concerning this matter. • In response to Chair Cozad, Ms. Watt indicated she has reviewed, and agrees to abide by, the Conditions of Approval and Development Standards, and had no concerns or questions. Commissioner Freeman suggested deleting DS #5, #8, and #4, and Commissioner Kirkmeyer recommended deleting DS #7. The Board agreed to the deletions. Chair Cozad reviewed the changes. In response to Chair Cozad, Ms. Watt indicated she accepts and agrees to these amendments. • Commissioner Conway moved to approve the request of Leslie H. Glynn for a Site Specific Development Plan and Use by Special Review Permit, USR16-0046, for one (1) single-family dwelling unit per lot other than those permitted under Section 23-3-20.A (second single-family dwelling unit) in the A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as amended and entered into the record. The motion was seconded by Commissioner Freeman, and it carried unanimously. There being no further discussion, the hearing was completed at 10:16 a.m. 2017 -0527 PL2459 HEARING CERTIFICATION - LESLIE H.
