I am writing to you in regard to the application of Farmers Reservoir and Irrigation Company
as set forth in USR 17-0012 application. Our office represents John Moser, Morwai Dairy LLC
and West Moser, Inc., who are landowners nearby the site of the planned USR. I should first state
that none of our clients oppose the plan proposed by Farmers Reservoir and Irrigation Company,
but our clients did wish our office to contact your office and express the particular concern our
clients have with regard to motor vehicle traffic in the area.
Among other things, our clients operate Morwai Dairy LLC, and a related composting
facility, on properties which are very near the site of the USR application. As you can understand,
there is a considerable amount of motor vehicle traffic, including large semi -trucks and trailers
transporting both milk and compost materials in the area. Additionally, our clients have a number
of employees who commute to the Morwai Dairy site. Our clients also advise us that both Noble
Energy Company and Anadarko Petroleum Inc. have drilled and are operating a number of oil
and gas wells in the nearby area. In particular, those oil field operations result in a significant
number of oil field trucks being placed on Weld County Road 30 and Weld County Road 32, west
of County Road 49. In addition, our clients naturally have plans for the future use of their
properties, which may typically add some additional burdens to the traffic patterns in and near the
Milton Reservoir site.
Our clients wish us to simply bring this to the attention of the Weld County Planning
Department in order that the Planning Department might be keenly aware of the concerns the
neighbors have of increased traffic and the need for appropriate monitoring of the traffic by the
Weld County Planning Department. It is naturally expected that the increase in traffic flow on the
nearby roads, increased significantly perhaps by the approval of the USR application, may result
in serious traffic congestion throughout the area.
Naturally, our clients' operations, which have been in effect for many years, produce

significant agricultural smells from the dairy, composting and related operations. Our clients feel
that it is extremely important that the applicant, as well as any potential future users of the USR,
are made aware of the existence of our clients' operations nearby, and that such operations
naturally generate smells, flies and other products from their operation.
Our clients do not have a solution by any means to the increase in the traffic demands on
nearby roadways, but our clients wish to express to the Weld County Planning Department that
the increase in use which maybe brought about by granting the USR application, as well as the
naturally planned increase in use as the properties develop in the coming years, should be studied
very carefully in implementing road and traffic designs in the coming years.

Dear Weld County Commissioner,
I'd like to voice my support of Haven Sporting Club and their plans for Milton Reservoir. I've
lived in Weld County for 39 years and I have never been able to use the lake in my own
backyard. I am excited to finally see the lake getting put to recreational use and finally be able to
share it with my family! I've been in the construction industry for 25 years out of Weld County
and can only hope the developments with this land will lead to future business for Weld County.
Haven Sporting Club has been a great steward of Milton Reservoir for the short time it has been open.
They've made incredible improvements to the land in just a couple months, clearing thousands of tons of
debris and trash from the property.
We've loved being able to be out on the lake for the last couple months and hope to be able to camp for
many years to come.

Dear Weld County Commissioner,
I'm writing to you to express my upmost support for Haven Sporting Club and their plan for commercial
camping on Milton Reservoir. I've been a resident of Weld County for 41 years and a business owner of
Colorado for 21 years. I live around one mile from Milton Reservoir and couldn't be more supportive of
Haven's plans.
As a shareholder in Frico, I have a unique perspective on what Haven Sporting Club will do for Weld
County and my family.
n Haven Sporting Club with their boats on the water will improve the quality of water through
turbulence and algae. Right now the water is treated through chemicals (copper disulphate). By
allowing boats to create the turbulence on the water, you'll greatly reduce the number of
chemicals required to keep the lake healthy.
a In the past, Frico has wanted to stock the lake with fish to maintain the proper ecology. We
haven't been able to do that because pelicans would eat them, putting up further road blocks to
naturally sustaining the lake.
▪ The improvements they've made on the property will help with rodent control for the ditch
company and the local farmers.
o I've lived here for 41 years and never been able to use the lake recreationally. This is a dream
come true for my family. Turning this lake into a recreational lake will turn increase my property
value but give us a chance to have some fun locally.

The legal description of the property owned by Mr. and Mrs. Ford is the NW ;/4 of the NW '/4 of
Section 13, Township 3 North, Range 65 West of the 6th P.M., Weld County, Colorado. I am
enclosing a copy of the Warranty Deed by which Mr. and Mrs. Ford took title which was
recorded on April 17, 1985 at Reception No. 02006041, Weld County Clerk and Recorder's
office.
I am also enclosing a copy of Recorded Eicemption Nn.? 212 -13 -2 -RE 3688 which was recorded
on March 1, 2004 at Reception No. 3157916, Weld County Clerk and Recorder's office
regarding my clients' real property.
I am also enclosing a copy of a map indicating one of the proposed access points, "East Gate
Entrance", which would cross the land owned by Mr. and Mrs. Ford.
Mr. and Mrs. Ford have several objections to the pending Application for Use by Special
Review. First, they have never consented to the applicant or Farmers Reservoir and Irrigation
Company's use of the proposed East Gate Entrance across their real property from Weld County
Road 47. (East Gate Entrance) It is Mr. and Mrs. Ford's understanding that historically the
projected East Gate Entrance has only been used by oil companies to maintain oil wells and

it is their position that should the applicant or Farmers Reservoir and Irrigation Company use the
"East Gate Entrance" across their property, it would be considered trespass. Second, Mr. and
Mrs. Ford rent the property located at 15994 Weld County Road 47, LaSalle, Colorado to tenants
and they are they quite concerned about the projected increase in traffic which the applicant
projects will be using Weld County Road 47 which is a gravel road. The increase in dust, noise,
and exhaust fumes created by the increase in traffic on Weld County Road 47 is a concern to Mr.
and Mrs. Ford and their tenants.
For these reasons, Mr. and Mrs. Ford object to the pending Application for Use by Special
Review submitted by Haven Sporting Club, LLC, and they request that their application be
denied.

I am writing in behalf of our clients, John and Ellen Moser, Morwai Dairy LLC and Wes
Moser Inc. Our clients own real property either adjacent to or very close to the area of the
proposed recreational facility at the Milton Reservoir.
John Moser and I had the opportunity to meet at considerable length with Mr. Derek Sowell,
representative of the applicant for USR 17-0012. At the time of that meeting, Mr. Moser was
satisfied with the representations made by Mr. Sowell, and in particular, Mr. Moser was pleased
to discover that the primary access route for recreation users of Milton Reservoir would be from
County Road 49 westward along County Road 32 to the reservoir. Since it is Mr. Moser's
understanding that the vast majority of recreational users will follow that route, the concerns over
additional traffic interfering with or compounding the difficulties in use of the nearby roadways
should be substantially reduced. As I believe my previous correspondence to you indicated, our
clients are not opposed to the application for use of Milton Reservoir for such recreational
purposes. Our clients' concern has been the additional burdens on the nearby roadways and
possible interference with existing or future traffic patterns. By and large, these concerns have
been properly addressed.

Dear Mrs. Kirkmeyer , and all others that this would apply to:
We live at 15114 CR 47 LaSalle, Co. We have been there since 1995, before pelican lake, before the
Anadarko and Saddle Butte Oil stations. I was at the meeting for Saddle Butte. We were very much
against the plant, but the commissioners said it was good to go, there were only four or five houses back
there, well I am one of those houses. We now live with decreased property values because of the ugly
tanks and pipes in the corner of that section of land also to include a salvage yard for the oil tanks. We
have joined the Heaven sporting club, to be able to go down to the lake and camp. It has always been off
limits for everyone that lived out there. Until pelican lake estates went in and they leased the surface right
to the water. But still no one on the east side could access. They gave up the rights, Haven sporting club
now has them for ten years. WE ARE THRILLED!!!! We are able to go there, they have cleaned it up
s0000 much and made it a wonderful relaxing place and BEST of all it will give our property value back to
us, you know the one the county took away from us with the oil facility, the corner that will blow us all up,
the one we hear alarms going off every Saturday, and the ground shakes, and the lights at night that
shine in our bedroom windows. But the people on the other side of the lake don't want campers, at night
we try to see the campfires and to see if there is noise, there is NOTHING! They want to preserve the
wildlife, they never even used it, we never seen a sail boat or anyone for that matter, Haven sporting club
has made it clean and beautiful, along with all of the members, wildlife will not be affected. They have
made a lot of rules for people to follow moor than any other lake than we have ever been at. We have had
nothing but trouble from the county with easements, oil field, etc_.. This is a GOOD thing for this
area. They are not accessing any area of the pelican lake houses. No one is entering or exiting through

My husband and I became member of Haven Sporting Club March of this year. We were both born and raised in Colorado and
love the outdoors, particularly boating and camping. As I am sure you are aware, camping spots are very hard to come by in this

I am a resident of Weld County and I would like to support the application for a
campground at Haven Sporting Club. I believe that this will be a great addition to the
property and County that will add recreation opportunity for my family and other
residents.
Over the last decades Milton Reservoir had become an area that was overgrown, filled
with debris, and had fences that were falling down or missing. Since they have taken over
the transformation has been huge_ I am very impressed with the work and commitment
they are making to create a space that is beautiful and benefitting our area.
With the addition of the campground I know that groups like the Girls Scouts and Boy
Scouts will have a place to camp. Also in their plans that they have shared there will be
opportunity for many types of camping and events including for the area school. This is a

Instead of exploiting Milton Reservoir for commercial gain, Haven is going to great lengths to improve
the state of its environment. They have replaced over seven miles of cattle fences, removed harmful
weeds so that more beneficial plants can grow, and cleaned up the debris, which had previously
damaged the environment and posed a high risk for fires. Haven has reintroduced cattle to graze on the
land, and they are currently preparing to plant 500 acres of native grasses, dryland corn, milo and millet,
which will create an ideal habitat for other wildlife. In order to protect this habitat, they educate their
members and guests on how best to care for the local plants and animals.
Haven Sporting Club has further proven their environmental by joining the Colorado Parks and Wildlife
Aquatic Nuisance Species prevention program. Finally, they are state certified as a Negative Prevention
Water, and they ensure that all boats on the property meet environmental standards.

Many of us have been deeply concerned about the state of the reservoir, and
surrounding area when the previous lessor had that property. That has all changed
now with Haven Sporting Club, including access to this prized land. I have

to this beautiful land that is being carefully restored to how it was meant to be.
After decades of neglect, Haven has turned what was once an overgrown, fire

beautiful lake and a place that visitors from the surrounding area and state
can truly use safely and enjoy.
It will mean jobs for our community and education for our young people,
such as youth camping and outdoor events, public and private school outdoor
field trips, and Boy/Girl Scouts events at the reservoir.
This means revenue for our county and state from the sale of hunting and
fishing licenses, as well as vehicle, recreational and boat registration and
purchases.
It also has increased the value of the property, which in turn benefits our
residential and business property values, as well as those those of local
farmers.
Weld County has been extensively developed and the natural habitat deserves
equal attention as to care and development. With Haven, this can finally be possible

• They are ensuring that older model cars, prior to 2000, are not allowed on the
premises to protect the land that they are making pristine by their efforts.
• They have replaced over 7 miles of cattle fences and have brought livestock to
graze as livestock. They will also be growing their own feed grain as well,
• They have voluntarily joined the Colorado Parks and Wildlife Aquatic Nuisance
Species prevention program, and have paid to become certified with the state as a
Negative Prevention Water in order to ensure every boat that enters does not

additional revenue offsets any costs to local farmers in regards to cost of

the land from issues later with issues with weeds and overgrowth_
For over 30 years, no one has access to that beautiful land while it continued to
deteriorate and actually become a fire hazard,
Now, the plans are to provide a multi -purpose recreational area open to all with plans for
outdoor education for boating, fishing, hunting, camping, wildlife, minerals, and
agriculture. This means a better understanding of how to take care of the land and use it
safely. This is especially important for our young people.
All of this adds up to revenue for local, county and state resources and best practices for the
use of valuable and precious land, particularly as they have voluntarily joined to become part of

I would like to let you know I support Haven Sporting Club and am happy to have
the campground open. They have, in the short time they have been taking care of the
property, created a lot of change and made it a better place for our community.
The Milton Reservoir used to be an overgrown, dirty, and garbage filled area that
no one could use. It was a hazard and I am so thankful for the work that they have done
to clean it up. The lake is an area that I will be happy to use now. They have made is a

I am sending this letter to confirm that I support the application for Haven Sporting Club to
open a campground cit Milton Reservoir. I believe this will be of great economic benefit to
Weld County. The campground will make sure that there are new jobs created when it is
approved. Members who spend time in the area will increase spending by shopping,},
eating, and getting supplies at local businesses. This will add to the existing improvements
rncacle at Milton Reservoir that have added value to the property for the shareholders of
FRICO.
have also seen that there ore ports to develop property for education like: water,
wildlife, minerals, agriculture, photography, sailing, canoeing, kayaking, and fishing. I an
impressed by the level of development and dedication to preserving the area to date and
for this reason I believe that the club will continue to enhance the beauty and value of the
area and this will benefit the County overall.

Dear Weld County Commissioners,
As an outdoorsman with a high concern for the environment, I am writing to endorse Haven Sporting Club's plans for
Milton Reservoir, as their work will improve our natural resources and therefore benefit all of Weld County.
Instead of exploiting Milton Reservoir for commercial gain, Haven is going to great lengths b improve the state of its
environment. They have replaced over seven miles of cattle fences, removed harmful weeds so that more beneficial
plants can grow, and cleaned up the debris, which had previously damaged the environment and posed a high risk
for fires. Haven has reintroduced cattle to graze on the land, and they are currently preparing to plant 500 acres of
native grasses, dryland corn, milo and millet, which will create an ideal habitat for other wildlife, In order to protect
this habitat, they educate their members and guests on how best to care for the local plants and animals.
Haven Sporting Club has further proven their environmental by joining the Colorado Parks and Wildlife Aquatic
Nuisance Species prevention program. Finally, they are state certified as a Negative Prevention Water, and they
ensure that all boats on the property meet environmental standards.
I trust the work that Haven Sporting Club is doing, since they have already proven themselves to be wise and careful
stewards of Colorado's natural resources. Please approve USR17-0012. Opening up Milton Reservoir will benefit our
community both now and in the years to come, as investing in our environment means investing in our tomorrow.

Dear Chris,
My husband and I became member of Haven Sporting Club March of this year. We were both born and raised in Colorado and
love the outdoors, particularly boating and camping. As I am sure you are aware, camping spots are very hard to come by in this
beautiful state because of the rise in population. When we heard about the Haven Sporting Club memberships we were
absolutely thrilled and jumped at the opportunity. We have already spent four weekends at the lake and plan on many more. We
have done a lot of clean up and work at our lot including grading, picking up trash and debris, mowing, and setting up a dock.
We have three young ki.ddos and we really enjoy the chill, laid back culture that Haven has provided. It is calm and quiet; a place
full of hardworking and responsible adults and their lovely children.
We vehemently request that you do not prohibit us from camping at this beautiful lake. Please do not deprive my family of the
amazing memories I am sure we will make this summer and many to come in the future.

Haven Sporting Club has recently acquired a long term lease on 2200 acres that encompasses Milton Reservoir with a
plan to provide a Haven to its members -a sanctuary that embodies the sportsman's lifestyle, cultivates heartfelt family
moments, and preserves our heritage for generations to come.
Weld county will soon reviewing Haven Sporting Clubs proposal to allow it's members to camp with their family on this
beautiful property. If you think family camping should be allowed at scenic reservoir, the county commissions need to
see your support!

This story is spreading like wild fire. My own PTO is discussing this story. There are children getting into trouble every
day, vandalizing and stealing in Weld County, but a permit needs to be issued for children to camp in the wilderness.
Why is this even a question? Why is a permit require for humans (families) to camp overnight? I'm appalled along with
many PTO parents! This is not right!

Camping not only is an escape for families from the city life, it is a way for families to bond, create memories and
connect children with nature. I'm sadden that Weld County would even contemplate on striping camping away from
families. I have heard the same comment over and over from Weld residents "We're disappointed that Weld County
feels a permit should be issued for families to sleep overnight in nature, it's says a lot about the county itself".

There really isn't much else that brings us together like this Lake/sporting club. To bond, to talk, to really bring us closer
to one another as a family.
It's hard for myself to get everyone together as it is. When I mention camping and boating at Milton Reservoir the
Trucks are already loaded before I finish my sentence.
And I am not only speaking for myself. There are countless other families that enjoy this place just as much as we do.
I am a Colorado native and our family ail live in the city and as you know the city has become saturated and crowded
and stressful to say the least. Don't get me started on Traffic haha.
This is our home away from home that we can get away for a few days to really relax and wind down and enjoy each
others company. And to also enjoy the other families friendships that we have met along the way in Haven Sporting
Club.
I urge the commissioners to please allow families like ours and other families belonging to the club to Camp and enjoy
the paradise of Milton
Reservoir.

I made a few minor changes/corrections to my comments. I stated that the
waterskiing and camping sites were opened up in April 2016, 1 meant April
2017. I added a few clarifications to my questions and comments as well. I
have also included a copy of the Environment Assessment that was done to
protect the birds and wildlife and their habitat for the past 30 years that
1 referenced in my comments.
I provided links to the water quality issues I discussed, but if you need me
to provide actual documents I will be happy to do so. I served on the
Barr -Milton Watershed Association for about six years and am very familiar
with the water quality issues and the measures that were taken to improve
the water quality of Milton Reservoir including stopping the cattle grazing
on Milton and Lake Christina due to the direct pollution caused by cows
around and in the shallows of the lakes.

As adjacent land owners, we strongly oppose the issuance of permits for 150 camping spots and related
activities for the following reasons:
1) Milton Reservoir and the surrounding area is a sensitive riparian environment which supports
many forms of wildlife (some endangered or threatened). That environment would suffer
significant damage. See Environmental Impact Study done in 1997 for details. "No wake" boats
with 5-10 HP motors and minimum human activity was recommended.
2) 150 camping spots pose a serious threat for wildfire. The county does not have the
resources/emergency responders to prevent and/or control this threat. Overnight camping, by
its nature, will increase risk of fire and other potentially dangerous outcomes. Do Weld County
emergency responders have the ability to quickly and effectively react to and manage
emergencies that are CERTAIN to occur? There have been multiple wildfires in the county in
recent years, and as we saw early this spring in northeastern Colorado, suclkfires have
devastating effects on agricultural lands, local communities, and local economies. That
argument can be made easily and strongly, especially as volunteer firefighting agencies would
be responsible.
3) Oil and gas activity, multiple wells, and a spider web of pipelines multiply the danger.
4) The promoters of Haven Sporting Club have demonstrated questionable business practices and
a total disregard for adjacent landowners. We have had issues with cattle owned by a sub lessee
that posed a real threat to our operation.
5) 150 campers will produce human waste and trash which cannot be safely and properly disposed.
This will create issues for adjacent landowners and for irrigators using the water. 150 campers is
almost 2 times the number of houses in Pelican Lakes Subdivision.
6) 150 campers pose a threat to county roads due to increased traffic and an increased expense to
the county with no commensurate increase in revenue.
7) There is a risk of trespassers, ATVs and dirt bikes to adjoining landowners.
8) Milton Reservoir is an irrigation compound primarily being used to store water for agricultural
and municipalities. The lake is regularly drained down to low water levels and occasionally
emptied for dam maintenance. Pollutants.are multiplied to unsafe levels during low water
levels.
9) As a final prong of argument, this club seems to have a sense of entitlement. Holding a day -use
permit for fishing and boating in no way suggests entitlement to further use, regardless of the
fees club members pay. It's important to remember the lake's primary mission is to serve as part
of a water -management and delivery system for Front Range agriculture and communities.
Limited fishing and boating are logical -secondary uses, but construction and use of an overnight

associated cost. That might not make sense, given that the expense would amount to a special
accommodation for a single group of private owners:
