I apologize for the differences and subsequent confusion, as the event list with the higher numbers was originally made for our annual insurance renewal process. Whenever listing events for insurance purposes we try to embellish attendance numbers greatly to ensure we have adequate coverage for the events without having to worry that our insurance wouldn't cover an incident due to a technicality relating to under estimating attendance. When Cassandra obtained the event list from me, I forgot to mention to her the numbers listed were far greater than what we actually expected. However, for the purpose of the permit application with the County, we would be glad to amend our application to reflect the same numbers as we had turned into the insurance company... or we can revise the event list to reflect what we actually expect. With two of the events never having been held before (Earth Day & Wheels for Wildlife), we simply estimated extremely high with the hope we would reach those numbers in attendance within a few years - if the events become successful. I went back through the numbers and came up with a more realistic total of 6,900... but again, that reflects some historical values for events we've had for many years, and absolute guesses for those that are new this year. If the County wishes to have the worst -case scenario — or highest estimated totals — we can simply change the application to mirror the event list with the higher values. If you can give us an idea what would suit you or the Commissioners better, we would be happy to amend one or the other. Again, I apologize for the confusion, as we didn't mean to submit conflicting values. As for the insurance certificate missing the June 3rd event, I can request a corrected certificate and get that to you by the end of day tomorrow. r deg r J /I ' I F el 1 Chloe Rempel From: Sent: To: Cc: Subject: Bethany Pascoe Wednesday, March 01, 2017 1:55 PM Frank Haug; Chloe Rempel Esther Gesick RE: Special Event and Temporary Assembly - The Wild Animal Sanctuary I would say yes as long he does indeed submit corrected insurance that covers the race day as well. I still have to run this by staff this Friday, but I believe this is what my comments will state: This use is permitted through an existing Use by Special Review (MUSR12-0007 and MUSR14-0016) permit. (TA) #3 says 299 for each dinner, then #4 states they are selling 1196 tickets for Dinners. Numbers do not match. (TA) #14 indicates possible camping will occur. Camping shall not exceed 1 week in time (per camping definition, see 23-1-90). Campers shall be self-contained. (SE &TA) The Certificate of Liability Insurance page does NOT include the June 3, 2017 event (SE) #4 — stated 4,200 people total between events. — per e-mail from Pat Craig dated 03/01/2017 — He increased it to 6,900 (total) The Department of Building Inspections can address any open building permits, if applicable. No parking will be allowed on Weld County Roadways. No cars will park on public roads. 2. The facility has adequate parking for the proposed event. County planning approved Sanctuary's use by special review and has record of our 10 acre parking lot and its capacity — which exceeds any of the proposed events. 3. This area is not in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency Management Agency (FEMA). County planning already reviewed Sanctuary's site during use by special review and knows it is not in a SFHA area. 4. The applicant has submitted an acceptable Traffic Control Plan (TCP) prepared by a certified Traffic Control Supervisor (TCS) for past events. Continue use of the previously approved Traffic Control Plans. Will use TCP previously approved. 5. Please submit an Incident Action Plan for the Office of Emergency Management. The Sanctuary's Executive Director met with Roy Rudisill and reviewed Sanctuary's Incident Action Plan already. In addition, with Weld County Sheriff's Office and both Community's (Keenesburg & Hudson) Emergency Response crews on site — those three would handle all incident command and operations for these events. 1 1 Chloe Rempel From: Sent: To: Subject: Attachments: Bethany Pascoe Friday, March 03, 2017 8:14 AM Chloe Rempel RE: TEMPORARY ASSEMBLY - The Wild Animal Sanctuary LC0022.2017.doc Please see staff's attached referral response.
