RE: APPROVE APPOINTMENT TO UTILITIES COORDINATING ADVISORY COMMITTEE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, a vacancy currently exists on the Utilities Coordinating Advisory Committee,
and
WHEREAS, the Weld County Board of Commissioners deems it advisable to appoint
Michael Wailes to said Utilities Coordinating Advisory Committee.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Michael Wailes be, and hereby is, appointed to the Utilities Advisory
Board.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 25th day of January, A.D., 2017.

RE: Utilities Coordinating Advisory Committee (IJCAC) Appointment

Brief description of the problem/issue:
The Utilities Coordinating Advisory Committee was established by the County Commissioners via a resolution
on August 19, 1970. There is currently a vacancy on the committee and a current Planning Commissioner,
Michael Wailes has expressed interest in serving on this committee.
Functions of the Committee
The functions and duties of the Utilities Coordinating Advisory Committee arc to assist and advise the Board of
County Commissioners to obtain and maintain the following purposes:
• To provide an orderly and efficient planning process for any service or utility using the public
thoroughfares.
• To review all subdivision plats for conformance with established industry standards for the placement of
utilities within subdivisions.
A. Membership - The Committee shall consist of six (6). The membership shall include four (4) members
from the following group:
One representative from a Sanitation district or municipal sewer department; or
One representative of a gas utility; or
One representative of an electric utility; or
One representative of a telephone utility; or
One representative of a water district; or
One representative of a fire protection district; or
One representative of a ditch company.
The membership shall include as the fifth and sixth member a representative from both the Weld County Public
Works Department and the Weld County Planning Department.

B. Appointment of Members - The members of the Committee, except for the Director of the Weld County
Public Works Department (or his designee) and the Director of the Weld County Planning Department
(or his designee), shall be appointed by the utilities, districts, or departments which they represent using
a method acceptable to those entities. If the utilities, districts, or departments cannot agree upon a
representative for appointment, or if the utilities, districts, or departments for any reason do not appoint
a representative, then the Board of County Commissioners shall make such appointment at the discretion
of the Board.
Mr. Wailes currently has ditch company shares with the Famer's Reorganized Ditch Company, however he
does not serve on the Ditch Board. A representative from a ditch company has been vacant for the last couple
of years and although Mr. Whales is not a ditch board member, he has knowledge with how ditches function.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
• Do not appoint Mr. Whales to the Utilities Coordinating Advisory Committee (UCAC).
• Appoint Mr. Whales to the UCAC.
Recommendation:
Staff recommends appointing Michael Wailes to the UCAC.
