RE: 2018 FINAL BUDGET
A public hearing was conducted on December 13, 2017, at 9:00 a.m., with the following present:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro-Tem
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:

The following business was transacted:
02 I hereby certify that pursuant to a notice posted November 10, 2017, a public hearing was
conducted to consider the 2018 Final Budget for Weld County. Donald Warden, Director of
Finance and Administration, advised the Board that there was an error with the notice; however,
he recommended proceeding with the hearing process today and allowing for public input.
Statutorily the Board must adopt a mill levy by December 15th, and adopt the Budget by
December 31st. He further stated consideration of the mill levy is not part of the Budget notice,
therefore, that matter may still be considered today in order to meet the December 15th deadline.
He recommended adoption of the maximum mill levy at 15.8 with the assessed value for this year,
and to continue the budget adoption and appropriation matters until December 27, 2017, to
remedy the publication requirement.
El Mr. Warden reviewed the summary of 2018 Budget Changes made since the Proposed
Budget for the record. He further summarized budgetary expenses as reflected in Exhibit A to
the Adoption Resolution.
• No public testimony was offered concerning this matter.
• Mr. Warden recommended approval of the Resolution setting the mill levy at 15.8 mills,
which is anticipated to generate $145,754,379.00. Commissioner Kirkmeyer commented the total
mill levy is actually 22.038 and this action is a continuation of a temporary mill levy reduction of
6.238 mills, for a net reduction of 9.881 mills. In response to Commissioner Conway, Mr. Warden
stated the first temporary mill levy reduction was done in 2003.
• Commissioner Kirkmeyer moved to approve the Resolution to Set the Mill Levy. The motion
was seconded by Commissioner Moreno, and it carried unanimously.

la Bruce Barker, County Attorney, advised the Budget hearing and Emergency Ordinance
#254 for the Appropriation both need to be continued. Additionally, two of the Commissioners will
be out of town on December 27th, therefore, they will need to participate via teleconference to
meet the 4/5 majority rule for the Emergency matter and Section 2-1-10.A.4 needs to be waived.
0. Commissioner Kirkmeyer moved to continue Docket #2017-96 for the 2018 Final Budget
Hearing, to December 27, 2017, at 9:00 a.m., and to waive the requirements of Weld County
Code Section 2-1-10 A.4., to allow Commissioners Conway and Freeman to call in and participate
in the consideration of and vote on Docket #2017-96, 2018 Final Budget Hearing. The motion
was seconded by Commissioner Moreno, and it carried unanimously.
Commissioner Kirkmeyer moved to continue Emergency Ordinance 254, In the Matter of
the Annual Appropriation for the Fiscal Year 2018, to December 27, 2017, at 9:00 a.m., and to
waive the requirements of Weld County Code Section 2-1-10 A.4., to allow Commissioners
Conway and Freeman to call in and participate in the consideration of and vote on Emergency
Ordinance 254, In the Matter of the Annual Appropriation for the Fiscal Year 2018. Commissioner
Moreno seconded the motion, which carried unanimously.
There being no further discussion, the hearing was completed at 11:34 a.m.
This Certification was approved on the 18th day of December, 2017.
