Rothman Extension Agent, Agronomy are o i v m 750497 COLORADO STATE UNIVERSITY, U.S.DEPARTMENT OF AGRICULTURE AND WELD COUNTY COOPERATING -`7-1'.%5/7 PROPOSED AMENDMENTS TO BY-LAWS OF THE WELD COUNTY FAIR Article .I NAME: This organization shall be known as the Weld County Fair retaining the name for all official publicity, fair premium books, and any other regular promotions. Article II OBJECTIVES: To conduct this county fair for junior exhibitors of Weld County enrolled in 4-H and FFA programs, as well as open class competition from any known geographical area of the world. Article III FAIR BOARD: The Board of the Weld County Fair shall be composed of no more than twenty-one (21) members representing the geographical limitations of Weld County. The Board shall be represented by twenty-one (21) appointed members; each appointed to fill a three (3) year term; with their durations staggered so that the terms of (7) members will come due for replacement or reappointment prior to the Board's annual meeting. The procedure of designating members to the fair board shall follow the following procedure. A nomination committee of current board membership appointed by the chairman, shall recommend responsible people of Weld County to be placed for balloting by the official membership. The results, by popular vote, in turn shall be submitted to the Board of County Commissioners for their approval and official appointments. It should be recognized that one of the twenty-one (21) active members shall be an FFA advisor, representing Weld County schools. Weld County Extension personnel shall also attend any meetings in their official capacities associated with the fair management. The responsibility of each as organizational coordinators of the fair shall suggest them to function as ex-officio members of all committees. Other ex-officio members shall consist of one representative from the County 4-H Executive Council, and one member representing all FFA chapters. Article IV ELECTIONS: There shall be an election of fair board members held annually in October, and new officers installed at the annual meeting of the Weld County Fair Board during November of each year. The four elected officers shall include: President, Vice President, Secretary, and Treasurer. Article V DUTIES OF BOARD OFFICERS: The president shall call a meeting of the board at times he feels necessary to properly conduct the business of the fair. He shall preside at the meetings. The vice president shall act in place of the president in his absences, shall be responsible for all committees appointed by the executive board, shall serve as ex-officio officer of committees. Standing committees will be the following plus any the executive committee feels should be appointed: Finance, advertising and promotion, sale, queen, and commercial exhibits. The secretary shall keep a record of all transactions of the board and other committee reports, and see that they are properly recorded. The treasurer shall keep a record of all monies, countersign all checks with one other designated person, see that all bills are paid, and monies owed collected, make an annual financial report to the fair board as well as the County Commissioners, and have the financial statement audited each year by the county auditors. Article VI FAIR MANAGERS: The structure of this fair shall be arranged to function under the direction of Extension Agents serving in the managerial and consultant capacities. Their responsibilities shall include the following: (1) Extension Administrator - The duties of this individual shall be relegated to the County Extension Director, whose primary responsibility shall include all necessary transactions pertaining to the financial arrangements, development and procurement of additional physical facilities for the expansion of this fair. (2) General Management - The duties of the general management shall include the organizational preparation for the premium book, liason with the Fair Board, selection of ribbons and trophies, development of the official fair schedules, procurement of judges, preparation of all judging instruments to be used by superintendents and clerks in implementing accurate and efficient records for the office of the fair, with guidance from the fair board and superin- tendents. The General Manager and consultants, along with the Extension Administrator, shall be responsible for proper functioning of the overall fair. Article VII EXECUTIVE COMMITTEE: Shall be composed of the four elected officers, immediate past president, and Extension agents serving in the man- agerial capacity of the fair. The responsibility of this group shall be to function upon any emergency situations that may require immediate action without the potential time limitations in assembling the entire board. This committee also shall be expected to take necessary action for replacing any board member or officer who has missed three or more meetings during a year, or for non-performance of duty or misconduct. Official action on any business will be determined by a vote of simple majority. Article VIII AMENDMENT OF BY-LAWS: These by-laws may be altered, amended, or replaced in whole or in part by a two-thirds vote of the board present at any meeting of the board at which a quorum is present. Article IX QUORUM: Shall consist of two-thirds of the board membership. This number shall consist of 14 of 21 members. Approved November 6, 1975 Hello
