URBANIZING VS NON -URBANIZING DRAINAGE AREA:
This area IS within an Urbanizing Drainage Area:
Urbanizing Drainage Areas typically require detention of runoff from the 1 -hour, 100 -year, storm falling on
the developed site and release of the detained water at the historic runoff rate of the 1 -hour, 5 -year storm
falling on the undeveloped site for URBANIZING areas. General drainage report checklist is available on
the engineering website. More complete checklists are available upon request.
Detention Pond summarized in a Drainage Report:
The applicant has submitted a Preliminary Drainage Report and Detention Pond Design. A Final Drainage
Report will be required prior to recording the USR Map. A detailed checklist is available upon request.
Grading Permit
A Weld County Grading Permit will be required if disturbing more than 1 acre. Grading Permit applications
are accepted after the planning process is complete (plan recorded). An Early Release Request Form may
be entertained only after the applicant and Planning Department have reviewed the referral and surrounding
property owner comments. The Early Release Request may or may not be granted depending on referral
comments and surrounding property owner concerns. Contact an Engineering representative from the
Planning Department for more information.
A Construction Stormwater Permit is also required with the State for disturbing more than 1 acre. Contact:
Colorado Department of Public Health and Environment, Water Quality Control Division, Rik Gay, 303-692-
3575.
Geologic Hazard Area:
This area IS NOT in a Geologic Hazard Area.
Floodplain:
This area IS NOT in a FEMA regulatory floodplain.
CONDITIONS OF APPROVAL:
A. A Final Drainage Report and Certification of Compliance stamped and signed by a Professional
Engineer registered in the State of Colorado is required. (Department of Planning Services -Engineer)
B. The plan shall be amended to delineate the following:
1. The applicant shall show and label the accepted drainage features and drainage flow arrows. Water
quality features or stormwater ponds should be labeled as "Water Quality Feature/Stormwater
Detention, No -Build or Storage Area" and shall include the calculated volume. (Department of

2. Show and label the parking and traffic circulation flow arrows showing how the traffic moves around
the property. (Department of Planning Services -Engineer)
Prior to Construction:
A. If more than one (1) acre is to be disturbed, a Weld County Grading Permit will be required.

districts, provided that the property is not a Lot in an approved or recorded subdivision plat or lots parts of
a map or plan filed prior to adoption of any regulations controlling subdivisions (Outdoor Recreational
Vehicle Storage) in the A(Agricultural) Zone District.
This project is north of and adjacent to Tipple Parkway and is east of CR 11. Parcel number 131325000012.
Access is from Tripple Parkway.
ROADS AND RIGHTS -OF -WAY
This portion of Tipple Parkway is under the jurisdiction of the City or Town (municipality) of Frederick. The
municipality has jurisdiction over access to the road. Please contact the municipality to verify the access
permit or for any additional requirements that may be needed to obtain or upgrade the permit.
Weld County will not replace overlapping easements located within existing right-of-way or pay to relocate
existing utilities within the County right-of-way.
CONDITIONS OF APPROVAL
A. The plan shall be amended to delineate the following:
1. Show the approved Municipality of Frederick access(es) on the site plan and label with the

Environmental Health Services has reviewed this proposal for a Site Specific
Development Plan and Use by Special Review for any use Permitted as a Use By Right,
an Accessory Use, or a Use By Special Review in the Commercial or Industrial Zone
Districts, provided that the property is not a lot in an approved or recorded subdivision
plat or lots parts of a map or plan filed prior to adoption of any regulations controlling
subdivisions (Outdoor Recreational Vehicle Storage) in the A (Agricultural) zone district.
Portable toilets and bottled water can be utilized per EH policy. According to the
application Central Weld Water District could supply the proposed office and there is an
existing permitted septic system (G19850226) that is sized for 2 bedrooms.
We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S.) shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions. The facility shall operate in accordance with Chapter 14,
Article 1 of the Weld County Code.
4. Fugitive dust should attempt to be confined on the property. Uses on the
property should comply with the Colorado Air Quality Commission's air quality
regulations.

5. This facility shall adhere to the maximum permissible noise levels allowed in the
Commercial Zone as delineated in Section 14-9-30 of the Weld County Code.
6. Any septic system located on the property must comply with all provisions of the
Weld County Code, pertaining to Onsite Waste Water Treatment Systems. A
permanent, adequate water supply shall be provided for drinking and sanitary
purposes.
7. In the event the applicant intends to utilize the existing septic system, permitted
as G19850226, for business use the septic system shall be reviewed by a
Colorado registered professional engineer. The review shall consist of
observation of the system and a technical review describing the system's ability
to handle the proposed hydraulic load. The review shall be submitted to the
Environmental Health Services Division of the Weld County Department of
Public Health and Environment. In the event the system is found to be
inadequately sized or constructed, the system shall be brought into compliance
with current regulations.
8. RV dump stations shall be connected to an appropriately engineer designed On
Site Wastewater Treatment System which complies with all provisions of the Weld
County Code, pertaining to Individual Sewage Disposal Systems.
9. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times. For 10 or less customers or
visitors per day, and 2 or less full time employees on site, portable toilets and
bottled water are acceptable. Records of maintenance and proper disposal for
portable toilets shall be retained on a quarterly basis and available for review by
the Weld County Department of Public Health and Environment. Portable toilets
shall be serviced by a cleaner licensed in Weld County and shall contain hand
sanitizers.
10. The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

Submittal Requirements for Plan Review
These directions are for submitting Development Project Drawings for proposed projects as wells as
Building Construction Drawings:
1. Complete a FFFPD Application for Plan Review.
2. Pay all applicable fee's related for the Review Package.
a. Plan Review Package to include: Civil Drawings, Engineering Drawings, Site Plan
Drawings, and Interior Floor Plan Drawings. Additional drawings for all fire alarm, fire
suppression systems and underground fire line must be submitted with the Application
for Plan Review. All submitted drawings must meet all the requirements listed in the
2012 International Fire Codes or the current addition of the NFPA Standards.
3. All documents and drawings submitted for review will need to be reviewed by an independent
Licensed Engineer or Architect, licensed in the State of Colorado with specialization in fire
protection prior to submittal. Please have the Licensed Engineer and Architects include a written
report on how the design and review meets the intent of the required 2012 International Fire
Codes and current NFPA Standards.
NOTE: All fire suppression contractors and underground fire line installation contractors must be
registered with the Division of Fire Prevention and Control. Copies of current registration must
be provided with all fire suppression and underground fire line project submittals.
4. Three sets of signed and stamped drawings will need to be provided at the time of submittal. One
set will need to be a full set of drawings for the Frederick -Firestone Fire Protection District Fire
Protection Engineer. This set will not be returned. The additional sets will be for the Frederick -
Firestone Fire Protection District Fire Marshal's office. After all plans, have been reviewed and
accepted, one set of stamped and signed drawings will be returned. This set will be the accepted
construction drawings set. A copy of these drawings and the issued Fire Permit will need to be
available at the job site for inspection and review.

Preliminary Development Review Fee
The Fire District at the beginning of each project will collect a Preliminary Development Review Fee. This fee is for
Fire District Staff hours dedicated to planning and engineering meetings, preliminary drawing and plat reviews, and
correspondence and consultation related to the project. The fee will be collected at the time of application to the Town
of Frederick, the Town of Firestone and projects in Weld County within the Fire District's boundaries.
The Preliminary Development Review Fee will be based on the overall square footage of the project.
Once the project moves to the construction phase, the Preliminary Development Review Fee will be applied to
the Plan/Site Review Fees for each project. The Preliminary Development Review Fee is a non-refundable fee.
The Plan/Site Inspection Fee set forth above is for the initial review of construction documents submitted in support of
an application for a construction permit, and where appropriate a site inspection. Family Child Care Homes will be
assessed an initial review fee of $75.50. Additional reviews of re -submitted or revised plans and /or additional site
inspections shall be calculated at the rate of $75.50 an hour, with a minimum fee of $75.50.
Residential Development Reviews Fees will be based on the amount of fire hydrants located in a single family
residential project. Fees will be $100.00 per fire hydrant.

Planning Guide for Developments
Plan Reviews:
1. A Plan Review/Fire Permit Application must be completed at the time of submittal. All
applicable project review fees must be paid before the plan review will be completed.
NOTE: All project drawings must be reviewed, stamped and signed by a State of Colorado
licensed engineer or architect, with a specialization in fire protection.
2. A Fire Code Analysis Report will need to be provided by the reviewing engineer or architect. The
Fire Code Analysis Report must include the following information:

3. Three full sets of signed and stamped project drawings will need to be provided at the time of

a. One set of project drawings will be submitted to the Frederick -Firestone Fire Protection
District Fire Protection Engineer for review and comment. This set will not be returned.
b. The additional 2 -sets will be for the Frederick -Firestone Fire Protection District Fire
Marshal's office. After all the project drawings, have been reviewed and accepted, 1 -set
of stamped and signed project drawings will be returned to the submitting contractor.
This set of project drawings will be the accepted project construction drawings. A copy
of these project drawings and the issued Fire Permit will need to be available at the job
site for inspection and review by Frederick -Firestone Fire Protection District inspection
personnel.
NOTE: The Fire Permit will be issued and one set of accepted project drawings will be
returned only after the final review has been completed and accepted by the Frederick -
Firestone Fire Protection District, Fire Marshal. Construction for the project will not be
allowed to begin until all required project drawings and applications have been
submitted.
c. A ten to fourteen business day turnaround is required for our Fire Protection Engineer to
complete the plan review.

Dear Chris,
Thank you for referring project number USR17-0039 to the Town of Frederick. We appreciate the
opportunity to review it and provide our comments on it.
The project is located within the Town of Frederick Planning Area along the north side of Tipple
Parkway/CR 16. The project proposes accessing Tipple Parkway/CR 16 which is within the Town's
jurisdiction. The roadway is designated as an arterial road with a speed limit of 45 miles per hour. Due
to these facts, the Town has two requests of the project. First, we request a requirement that the
proposed RV storage facility provide a paved access from Tipple Parkway/CR 16. This will ensure the
existing roadway pavement is not damaged from repeated access and egress to and from the proposed
RV storage facility and will cut down on the amount of dirt and potentially mud that is tracked from the
project.
Second, the Town of Frederick requests the right to require turn lanes to and from the property, should
the need arise based on safety concerns. If the Town determines that turn lanes are needed to ensure
public safety on the roadway, we reserve the right to require the applicant to install the necessary and
needed public improvements.

Thanks for the conversation today. As per our discussion, the Town does not not have an access for
the carr/mcdonald property. This access was in existence since the 1970's prior to the Town having
ownership of the roadway. The Town does not object to the existing access point only.
