BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, MARCH 6, 2017
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, March 6, 2017, at the hour of 9:00 a.m.
ei ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

• MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of March 1, 2017, as printed. Commissioner Freeman seconded the motion, and
it carried unanimously.
• READ ORDINANCE BY AUDIO: Commissioner Conway moved to read Code Ordinance #2017-02
by audio. Commissioner Kirkmeyer seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: Commissioner Kirkmeyer motioned to move item 7) Consider
Agreement for Professional Consulting Services (Bid #B1700029) — Harvey M. Rose Associates, LLC.
from Miscellaneous, on the Consent Agenda to New Business, as item 2), and renumber subsequent
items. Commissioner Conway seconded the motion, and it carried unanimously. Commissioner
Kirkmeyer further moved to delete items 4) and 5) Oral Auction for Oil and Gas Lease from Bids.
Commissioner Conway seconded the motion, which carried unanimously.
• CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda as
ammended. Commissioner Freeman seconded the motion, and it carried unanimously.
PROCLAMATIONS:
1) UNIVERSITY BULLDOGS DAY - MARCH 6, 2017: Chair Cozad read into the record the proclamation
recognizing Monday, March 6, 2017, as University Bulldogs Day. Coach Gina Haug stated how proud
she is of the hard work and commitment of the Pom Team. Holly Sample, University High School
Principal, spoke about the efforts of the coach, and expressed her enthusiasim for the team. Ryan

Wehrman, University High School Athletic Director, stated how the Porn Team's unity represents the
school well. Each member of the Porn Team introduced themselves. Samantha Hora, the Porn Team's
Captain, expressed how impressed she is of her team. Each Commissioner expressed how pleased they
are of the Porn Team representing Weld County well and setting such a great example for others. Chair
Cozad thanked Coach Haug for her leadership. (Clerk's note: the meeting was paused for a photo
opportunity.)
• PUBLIC INPUT: Doug Meyer, resident of Eaton, CO, discussed articles written in the Greeley
Tribune, and addressed the Judge's ruling on the case involving Commissioner Conway. Mr. Meyer
expressed that the Commissioners should dismiss the charges and carry on with business.
Commissioner Kirkmeyer requested Bruce Barker, County Attorney, to explain the Judge's ruling. Mr.
Barker stated the ruling was a determination that the incidents were not identified as sexual harassment;
therefore, the report should be released. (Clerk's note: Mr. Meyer was asked to return to his seat, and
Chair Cozad called for a 5 minute recess. Meeting resumed at 9:29 a.m.) Elisa Kunkel, Weld County
Employee, expressed support of a survey of all employees with the Clerk and Commissioner Offices, and
thanked the Commissioners for their hard work and commitment to the county.
• BIDS:
1) APPROVE BID #61700041, CUSTODIAL SUPPLIES - DEPARTMENT OF BUILDINGS AND
GROUNDS: Trevor Jiricek, Director of General Services, stated fourteen (14) bids were received and
staff recommended that eleven (11) vendors be awarded in different categories, where each
recommendation represents the lowest bid in each category. Commissioner Freeman moved to approve
staff recommendation. The motion was seconded by Commissioner Conway, and it carried unanimously.
• 2) APPROVE BID #B1700042, SURFACE GRAVEL SUPPLY - DEPARTMENT OF PUBLIC
WORKS: Mr. Jiricek stated four (4) vendors submitted bids, and staff requested the bid be awarded to J-
2 Contracting Company, which was the lowest bid for both Central and South Weld County.
Commissioner Moreno moved to approve said low bid. Seconded by Commissioner Conway, the motion
carried unanimously.
• 3) PRESENT BID #B1700066, AMBULANCE COT LOADING SYSTEM AND COTS - CORONER'S
OFFICE: Mr. Jiricek presented the two bids received, and stated staff will review them and present a
recommendation on March 20, 2017.
NEW BUSINESS:
• 1) CONSIDER VETERANS SERVICE OFFICER'S MONTHLY REPORT AND CERTIFICATION
OF PAY FOR JANUARY, 2017, AND AUTHORIZE CHAIR TO SIGN: Wendy Bailey, Veterans Office,
stated the office received 660 calls and 476 public contracts were made, which were represented on the
monthly report. Ms. Bailey stated these numbers of the Veteran's Office continue to grow exponentially,
causing Weld County to equal Arapahoe County, which is first in the state. Commissioner Conway
thanked Ms. Bailey and the Veterans Office for all their hard work. Commissioner Conway moved to
approve the Veteran's Service Monthly Report and authorize Chair to sign. Commissioner Freeman
seconded the motion, and it carried unanimously.
• 2) CONSIDER AGREEMENT FOR PROFESSIONAL CONSULTING SERVICES (BID #B1700029)
AND AUTHORIZE CHAIR TO SIGN - HARVEY M. ROSE ASSOCIATES, LLC.: Bruce Barker, County
Attorney, reviewed the audit contract. Chair Cozad read a statement into the record outlining changes
that the County Commissioners request for said contract. Don Warden, Director of Finance
Administration, commented on Commissioner Kirkmeyer's concerns regarding sections of the audit

contract not included. Mr. Warden stated he agreed with the changes outlined in the Chair's statement.
Mr. Barker stated he agrees with Mr. Warden on the changes, but stated that this will ultimately change
the process, requiring further discussion with the County Council. Chair Cozad agreed with
Commissioner Kirkmeyer that the changes be made prior to the approval of the contract, and requested
that the approval of the contract be postponed until Wednesday, March 8, 2017. Commissioner Conway
moved to continue this matter until Wednesday, March 8, 2017. Commissioner Moreno seconded the
motion, and it passed unanimously. Carly Koppes, Weld County Clerk and Recorder, agreed with the
amended changes, and requested she be involved in the conversation of these changes with the County
Council.
3) CONSIDER 2017 PAUL COVERDELL FORENSIC SCIENCE IMPROVEMENT GRANT
APPLICATION FOR NORTHERN COLORADO REGIONAL FORENSIC LABORATORY QUALITY
IMPROVEMENTS AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL: Ron Arndt,
Director of the Regional Crime Lab, requested approval to submit a grant application in the amount of
$178,056.00, for equipment and training. Commissioner Conway moved to approve said grant application
and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried
unanimously.
• 4) CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES ON CR 34 AT CR 33: Janet
Lundquist, Department of Public Works, requested the installation of a Stop sign at this intersection due
to a high traffic count. Commissioner Freeman moved to approve said installation of traffic control
devices. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
• 5) CONSIDER DISCOVER WELD COUNTY PARTNERSHIP AGREEMENT AND AUTHORIZE
CHAIR TO SIGN — THE TRIBUNE: Jennifer Finch, Public Information Officer, requested approval for an
agreement to purchase advertising in the amount of $16,000.00, to be paid by the Public Information
Budget. Commissioner Moreno moved to approve said agreement and authorize the Chair to sign. The
motion, which was seconded by Commissioner Kirkmeyer, carried unanimously.
• 6) FIRST READING OF CODE ORDINANCE #2017-02, IN THE MATTER OF REPEALING AND
REENACTING WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION (MINERAL LEASING POLICY),
OF THE WELD COUNTY CODE: Esther Gesick, Clerk to the Board, presented the proposed reduction
in the royalty interest from 25% to 22.5%. Ms. Gesick stated Weld County has been on the high end in
comparison to other counties, and suggested moving more toward middle ground. Commissioner
Conway stated there is not enough interest in the terms of Weld County's leasing contract. Chair Cozad
added that the range in royalty percentage is generally between 18-20%. In response to Commissioner
Kirkmeyer's question of the need to lower the percentage, Ms. Gesick stated that she can do further
comparisions. Commissioner Freeman agreed more research is needed prior to the second work
session. No public input was given. Commissioner Moreno moved to approve said first reading of Code
Ordinance #2017-02. The motion was seconded by Commissioner Freeman, and it carried unanimously.
PLANNING:
• 1) CONSIDER ACCEPTANCE OF FILING OF SERVICE PLAN, REFERRAL TO WELD COUNTY
PLANNING COMMISSION FOR STUDY AND RECOMMENDATION, AND SET HEARING DATE FOR
CONSIDERATION - PROSPECT VALLEY RESOURCES WATER METROPOLITAN DISTRICT:
Michelle Martin, Department of Planning Services, presented the application with a May 16, 2017,
Planning Commision hearing date, followed by a June 21, 2017, Board of Commissioners hearing date.
Jack Reutzel, on behalf of owners of Front Range Resources, stated that they are excited to start the

process. Commissioner Kirkmeyer asked if there is adequate time for staff to review all the documents.
Don Warden, Director of Finance and Administration, and Ms. Martin, confirmed there is adequate time.
Commissioner Kirkmeyer moved to approve said acceptance of application, refer the matter to the
Planning Commission, and set the hearing date before the Commissioners on June 21, 2017, at
9:00 a.m. The motion was seconded by Commissioner Freeman, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2017-02 was approved on First Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 10:14 a.m.
