Dear Mayor Hall and Councilmembers:
Weld County received a request from the Humane Society for assistance in
the construction of an animal shelter in the area to serve our juris-
dictions. In response to the request, the Board of County Commissioners
has approved $100,000 in capital funds as partial funding for the facility,
conditional upon the Humane Society funding $50,000 and the City of
Greeley funding $100,000 of the project. Based upon the data provided
by the Humane Society, the above formula is an equitable distribution of
the cost of the facility in light of the use of the existing facilities.
The Board of County Commissioners has realigned its priorities in capital
construction to accommodate the above request. In reviewing the condi-
tions of the existing facility and the recent decertification of the
local Humane Society because of the conditions of the existing facility,
the Board feels that this is a high priority for Weld County residents.
Since this was an unanticipated request, it has necessitated that the
Board of County Commissioners divert the $50,000 planned for the Island
Grove improvements in 1980 to this particular project. A portion of the
Island Grove improvement monies will be made up by the use of Subdivision
Park Funds and Conservation Trust Funds in the amount of approximately
$25,000.
At this time, the Board of County Commissioners would request that the
Greeley City Council give favorable consideration to the request from
the Humane Society for the City of Greeley to participate in the con-
struction of the animal shelter in the amount of $100,000. We are
hopeful that you will appreciate the need for such a facility to accom-
modate the City of Greeley and Weld County and share our concern that if ...
the Humane Society would have to close down its existing animal shelter,
the responsibility of housing stray animals in a humane way would, most
probably, become the sole burden of the City of Greeley and Weld County.

This Board is convinced that the arrangement that the City of Greeley
and Weld County have with the Humane Society is one that is beneficial
to all parties involved, and therefore, deserves the support of both the
City of Greeley and Weld County.
