Explain, in detail, the proposed use of the property. The existing property is in an Agricultural Zone District, and contains an existing residential structure. The proposed use would include a new grass runway for private use, and a 2,000 sf airplane hanger with no utilities. The property owner does not perform crop dusting operations. The property owner holds a private pilot certification, and will use the proposed hanger and runway for recreational purposes. The owner will use the runway approximately once or twice a month. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. This proposal is consistent with the Agriculture goals and policies, as stated in Chapter 22, Article II, Sec. 22- 2-20, paragraph G., Goal 7. The proposal will have a minimal impact to surrounding properties. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. The proposal is an appropriate land use, and is consistent with the Agricultural Zone District, Uses by Special Review, as stated in Chapter 23, Article III, Division 1, Sec. 23 3-40. The proposal for an airport, which consists of a private grass airstrip and hanger, is allowed in the Agricultural Zone District by special review. 4. Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. The subject property, and all surrounding properties, are zoned Agricultural (AG). Adjacent properties to the north and west are designated as a single-family residential on Ag. The adjacent property to the south is undeveloped, and contains an existing irrigation storage pond. The proposed use will have a minimal impact on the property, and would be compatible with surrounding uses. 5. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m.) The proposed airstrip and hanger are for private use only, and will not be open to the public.. 6. List the number of full time and/or part time employees proposed to work at this site. There will be no employees. If shift work is proposed include the number of employees per shift. There will be no employees. 8. List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. The property owner will be the only person using the site. The property owner has no plans to allow other pilots access to the airstrip on a regular basis. 9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. Not applicable. 10. Describe the type of lot surface and the square footage of each type. (e.g. asphalt, gravel, landscaping, dirt, grass, buildings) The property owner will construct the airplane hanger near his existing residence, and utilize the existing gravel driveway and parking area. The airstrip will be a grass surface. 11. How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? Not applicable. 12. Explain the existing and proposed landscaping for the site. Not applicable. 13. Describe the type of fence proposed for the site (e.g. 6 foot chain link with earth tone slats) The property owner will erect a barbed wire fence around the proposed runway. 14. Describe the proposed screening for all parking and outdoor storage areas. If the site is located in a floodplain outdoor storage is restricted. Not applicable. 15. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Not applicable. 16. Who will provide fire protection to the site? There are no off -site improvements related to this proposal. The proposed onsite improvements include the construction of a single 2,000 sf (50'x 40') aircraft hanger, and private grass airstrip, which will be 2,600' long and 40' in width. There will also be a new attached garage to the existing residence, which will be 36' x 28' in size. Barbed wire fencing will be placed around the property, as shown on the Site Plan. Two existing gravel driveways located off of County Road 74 provide access to the site. No new access locations are proposed. 6. Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to stormwater detention requirements per code section 23-12-30 F.1. The project falls under an exception to stormwater detention requirements, per Weld County Code Section 23- 12-30 F.1. A. Does your site qualify for an exception to stormwater detention? If so, describe in a drainage narrative the following 1. Which exception is being applied for and include supporting documentation. 2. Does your site require a stormwater detention pond? If so, the following applies: 1. A drainage report summarizing the detention pond design with construction drawings and maintenance plan shall be completed by a Colorado Licensed Professional Engineer and adhere to the drainage related sections of the Weld County Code. 2. The drainage report must include a certification of compliance stamped and signed by the PE which can be found on the engineering website. 3. There will be no utilities serving the proposed airplane hanger. 2. What type of sewage disposal system is on the property? If utilizing an existing septic system provide the septic permit number. If there is no septic permit due to the age of the existing septic system, apply for a septic permit through the Department of Public Health and Environment prior to submitting this application. If a new septic system will be installed please state "a new septic system is proposed". Only propose portable toilets if the use is consistent with the Department of Public Health and Environment's portable toilet policy. An onsite sewage disposal system serves the existing residence on the property. There will be no utilities serving the proposed airplane hanger. 3. The hanger will be constructed of metal with a hanger door that will be operated hydraulically. The existing residence is framed hardboard exterior, and is approximately 1,620 sf in size. There will also be a new attached garage to the existing residence, which will be 36' x 28' in size. 2. Explain how the existing structures will be used for this USR? There is one existing residential structure on the property, which will continue to be used as the property owner's primary residence. 3. List the proposed use(s) of each structure. Dennie Kutcher is requesting a variance from the Weld County Code 1.a.14 14. Which states "A parcel greater than five gross acres in size is allowed a onetime exception for a new 2,000 square foot or equivalent impervionsness." Temporary or interim detention/retention may be required if the downstream regional facilities have not yet been constructed per the applicable master plan for that location. Stormwater retention facilities are normally not allowed in Weld County, but will be considered for special circumstances 2. The method of handling the storm water runoff from a future 40 by 50 Airplane Hanger meets the Weld County Code by not causing negative impacts to the public rights -of -way, or to off -site properties. 3. The granting of this variance will adequately protect the public health, safety, and general welfare as the water is being directed south-east across farm ground and drainage facilities already in place, and will not cause negative impacts to public right-of-ways, or off site properties. 4. In conclusion there are no adverse impacts due to the storm water runoff from the proposed 2600x40 grass runway, and the purposed 40x50 Airplane Hanger.
