RE: ANNUAL MEETING AND 2018 BUDGET HEARING - BEEBE DRAW LAW
ENFORCEMENT AUTHORITY
A public hearing was conducted on December 13, 2017, at 9:00 a.m., with the following present:
Commissioner Julie A. Cozad, Chair
Commissioner Steve Moreno, Pro -Tern
Commissioner Sean P. Conway
Commissioner Mike Freeman
Commissioner Barbara Kirkmeyer
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Administration, Donald D. Warden
The following business was transacted:
• I hereby certify that pursuant to a notice dated November 10, 2016, and duly published
November 15, 2017, in the Greeley Tribune, the Annual Meeting of the Beebe Draw Law
Enforcement Authority Board was conducted, and a public hearing was conducted to consider
the proposed 2018 Budget for the Weld County Beebe Draw Law Enforcement Authority (LEA)
District. Donald Warden, Director of Finance and Administration, reviewed the structure of the
LEA District, which was established for the purpose of covering the expense of extraordinary
patrol services by the Sheriffs Office. He stated the district has been de-Bruced and is exempt
from the TABOR limit, and he recommended approval of the budget, in the amount of $38,829.00,
assessed at 7.0 mills.
• No public testimony was offered concerning this matter.
IR Commissioner Kirkmeyer moved to approve the Resolution to Adopt the Budget, in the
amount of $38,829.00. The motion was seconded by Commissioner Conway, and it carried
unanimously.
12 Commissioner Kirkmeyer moved to approve the Resolution to Appropriate Sums of Money.
Commissioner Conway seconded the motion, which carried unanimously.
• Commissioner Kirkmeyer moved to approve the Resolution to Set the Mill Levy, at 7.0 mills.
The motion was seconded by Commissioner Freeman, and it carried unanimously. Mr. Warden
requested a correction to the second Whereas paragraph of the Resolution to reflect the amount
of $37,829. Commissioner Kirkmeyer moved to amend the motion and correct the Resolution to
reflect the amount of $37,829, which was seconded by Commissioner Freeman, and it carried
unanimously.

Commissioner Freeman moved to approve the Law Enforcement Agreement and authorize
the Chair to sign. Commissioner Conway seconded the motion, which carried unanimously.
There being no further discussion, the hearing was completed at 11:13 a.m.
This Certification was approved on the 18th day of December, 2017.
