RE: Support of Highway 60 River Restoration Activities
Dear Commissioners:
The Colorado Department of Transportation (CDOT) is pleased to partner with the Middle South Platte River Alliance
(MSPRA) and supports the bank stabilization project on the South Platte River up and downstream of the Highway 60
bridge near Milliken. The 2013 flood severely eroded the riverbanks, and stable channel alignment is very important for
long-term sustainability.
CDOT Region 4, has received the design funds from the Bridge Enterprise program for the SH 60 Bridge Replacement
project. Currently, Region 4 is completing the design plans and final project needs associated with the construction
plans. We have also been in contact with our Bridge Enterprise representatives discussing the opportunities associated
with financing the construction of said project however, funding for construction will not likely become available in the
near -term while the funding for the bank stabilization project is due to expire by December 2017.
This and other projects along the river are a part of the Emergency Watershed Protection Program in response to the
damage incurred during the 2013 flood event. As such, these funds require a 25% match from local entities. The State
of Colorado is providing 12.5%. The Middle South Platte River Alliance is requesting the remaining $75,000 of this
$600,000 project from Weld County to move forward. Both this and the Hwy 60 project will increase resiliency along
the Middle South Platte River corridor to reduce negative implications of high water events and increase public safety
for the greater community. After completion, this project will be used as a demonstration for other sites along the
Middle South Platte from Milliken through East Greeley.
As additional information is provided, CDOT Region 4 will work with the Alliance to determine funding options, timeline
specifics, and any other opportunities for partnership.
