RESOLUTION
WHEREAS , a public hearing was held on November 3 , 1975,
in the chambers of the Board of County Commissioners, Weld County,
Colorado, for the purpose of hearing a petition of E. F. Industries ,
Inc. , C/O Jimmy D. Mote, Agent, Louisville, Colorado, requestirg
a change of zone from "A" Agricultural District to "S" Scientific
District, and
WHEREAS, the petitioner was present, being represented by
Mr. Jimmy D. Mote, Senior Vice President of Operations for said
petitioner, and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present, and
WHEREAS , The Board of County Commissioners has studied the
request of petitioner and studied the recommendations of the Weld
County Planning Commission as submitted, and having been fully
informed;
NOW, THEREFORE , BE IT RESOLVED, by the Board of County
Commissioners, that the petition of E. F. Industries , Inc. , C/O
Jimmy D. Mote, Agent, Louisville, Colorado, for a change of zone
from "A" Agricultural District to "S" Scientific District, said
area being more particularly described as follows:
A tract of land situated in the SW4 of Section 4 ,
Township 11 North, Range 61 West of the 6th P. M. ,
Weld County, Colorado, said tract of land being
more particularly described as follows :
Commencing at the Southwest corner of said Section 4 ;
Thence Northerly along the West line of said Section 4
for a distance of 971. 12 feet;
Thence due East for a distance of 679 . 97 feet to the
Point of Beginning of said tract to be described;
Thence due North at right angles to the left for a
distance of 335. 81 feet;
Thence due East at right angles to the right for a
distance of 740. 00 feet;
Thence due South at right angles to the right for a
distance of 990. 00 feet;
Thence due West at right angles to the right for a
distance of 740. 00 feet;
Thence due North at right angles to the right to a
Point of Beginning.
is hereby granted under the conditions following:
1. Noise level shall be no greater than 115 db at the
property line.
2 . Ground shock shall be nog reater than 2in/Sec at the
property line.
3. Monitering of sound vibrations, ground vibrations , and
well depths to be made for twelve months . The results to be
available to Weld County upon request of the Board of County
Commissioners.
4 . The documents submitted by E. F. Industries , Inc. dated
December 31, 1975 , marked exhibit A, attached hereto and made a part
hereof by reference be adhered to totally.

5 . That any water and sanitation facilities to be
installed shall be approved by the State Health Department.
6. All applicable subdivision regulations and zoning
regulations shall be followed and complied with in accordance
with the zoning resolutions of Weld County, Colorado.
7 . Activities to start within twelve months from the
date of Board of County Commissioners approval.
8 . Prior to commencement of manufacturing, all necessary
permits being applied for and approved with respect to the use
and storage of explosives. These should be submitted to the
Planning Commission Office and made a part of the file.
9 . All activities and facilities being limited to the
plans submitted.
10 . Building permits being obtained prior to construction.
11. Subject to submission of plat for approval of the
Weld County Planning Commission and subsequent recording of said
plat in the office of the County Clerk and Recorder of Weld County,
Colorado; said recording costs to be paid by petitioner.

to assist the Planning Commission in establishing acceptable
blast noise and vibration limits applicable to E.F. Industries ,
Inc. explosive cladding operations .

E.F. Industries , Inc. agrees to a conditional zoning change
subject to the criteria set forth by the Commissioners .
E .F. Industries, Inc. further agrees that any blast noise and
vibration limits established by the Commissioners is subject
to review and revision to lower levels based on reasonable
objections by affected parties .
E . F. Industries`Inc. agrees to allow qualified independent
agencies to make measurements to assure the Commission that
the established limits are being met.

BLAST INDUCED NOISE
AND VIBRATIONS
INTRODUCTION:
In recent years several studies have been performed for the. .
purpose of establishing technical guidelines for control of
noise pollution and safe vibration levels for structures sub-
ject to the effects of blasting operations . In the following
paragraphs , a brief review of the salient points of the mea-
surement of sound, particularly at the objectionable level,
along with the recommended limits for various operations , is
presented. An example of the attenuation of sound with dis-
tance is presented, using the Hereford Missile site as a
model.
In the final paragraphs , the effects of blast induced ground
vibrations is discussed along with the recommended limits
for prevention of structural damage.
NOISE:
The most objectional feature of an air shock at some distance
from the explosion is the noise generated. Noise may be de-
fined as unwanted sound. A quantitative measure of sound in-
tensity is provided by a quantity called the decibel, usually
abbreviated db, defined by the following equation:

Some idea of the sound pressure levels associated with common
sound sources may be gained from Figure 1 .
Sometimes a weighting network is used in sound-level meters .
The commonly used scales are designated A, B, and C. The A
network weighting scale has a response approximating the 40db
contour for pure tones . The B network weighting scale has a
response approximating the 70 db contour for pure tones . The
C network weighting scale is intended to provide uniform re-
sponse over the frequency range from 25 Hz to 8 ,000 Hz. The

C weighting scale gives more meaningful data for sound-levels
above 90 to 100db and is the scale recommended for measuring
blast noise levels .
Sound decreases with distance from the source for two reasons ,
namely,
(1) The sound radiates in all directions and is thereby
dissipated into a larger volume .
(2) The motion the sound induces into the air particles ,
absorbs energy, and therefore reduces the sound-level .
The reduction of sound level due to (1) can be calculated by
the following equation:

-Example : If we establish that 115db is an acceptable maximum
at the property line of the Hereford Missile site, then r = 150ft
since the sound will exit from the flame pit . The distance
from this source to the nearest residence is approximately
4, 940 ft.

Hence db2 = 115 -20 log10 4150
= 115 - 30 = 85db
This represents the sound-level outside the structure consid-
ering only geometric attenuation. The sound-level inside the
structure will be considerably less than this .
Evaluation of the second component of sound reduction is a
complicated function related, among other things , to the fre-
quency of the sound, hence no meaningful calculation of this
effect on sound level reduction can be made at this time.
Figure 2 shows some sound-level contours at various distances
from the Missile site , assuming a 115db sound-level at the

property line and considering only geometric attenuation.
GROUND VIBRATIONS :
-Recent _studies and data correlations have revealed that the
most meaningful damage criteria for structures subject to blast
induced ground vibrations is the ground particle velocity. .
'These correlations show that for particle velocities below
2 in/sec no structural damage results , hence, the Bureau of
Mines recommends this limit for blast induced ground vibra-
tions . The particle velocity induced by quarry blasting can
be estimated from the empirical equation

Some data show
ranging from -1 . 1 to -2. 3 and

-Thus , if we use -1. 7 fore , 1 . 55 for H, a charge weight of
-4001bs and a distance of 200ft from the charge to the property
line, the above equation gives

At 400ft the velocity 11 would be . 477in/sec. At BOOft the
velocity would be . 15in/sec . Using these same constants , this
-equation predicts an 8001b charge would produce a particle ve-
locity of 2 .8in/sec at the property line.
The above calculation is for illustrative purposes only, since
(1) the coupling of the explosive energy into
the ground is far less severe since the
-explosive is not buried in the ground.
(2) the soil conditions at the Hereford site
are far less severe than those used in
t he study which developed the equation
f or quarries (rock strata) .

However , an equation of this form is probably applicable
with perhaps a cube root relationship to the weight of
explosive . One interesting result however is the rapidity
with which the particle velocity drops off with distances .
At very short distances from the source , the particle ve-
locity is below the damage to structures level and certainly
below the level which would damage structures like cased wells .
No reliable estimates can be made at this time as to the
maximum charge size which can be shot inside the missile
chamber without damage to the structure itself. This esti-
mate will require more detailed engineering calculations .
However, a program is planned whereby analysis and experiment ,
through the use of graduated charge sizes and appropriate
instrumentation, will be used to establish the maximum charge
size limitation for the structure .
Based on this summary information it is recommended that the
Coimuissioners establish a noise limitation of 115db max at
the property line and a ground vibration max of 2in/sec.

The attached materials were received from your office and reviewed on
August 14, 1975. Pursuant to this review and our earlier telephone con-
versation, I will briefly outline pertinent Federal law and regulatory re—
quirements that you may wish to take into consideration with the rezoning
application.
Essentially, there are two provisions that would he of interest to his
ATF in a proposed explosives manufacturing facility. First, it is necessary
that each person intending to engage in the business of manufacturing
explosive materials file an application and obtain a license for each business
premises at which he shall manufacture. This license must be obtained prior
to commencement of such a manufacturing operation. ( This provision is found
in Part 181 .41 (h) of the enclosed Publication 739, Commerce In Explosives. )
Maintenance of this license is contingent on the Iicensee'-s conduct of operations
in Compliance with all applicable sections of Part 181 . Second,- should the
manufacturers- operation demand that he store explosives or explosive materials-,
it would be necessary that the storage be accomplished in a manner consistent
with Part 181 .181 and applicable subparts. Included in these provisions are
such requirements as the proper class and construction of the storage facility .
for the explosives to be stored, proper operations within these storage faci-
lities, and that the storage facilities meet the minimum distance requirements
as outlined in the American Table Of Distances ( Fart 181 .197 ) .
As you can see, the Federal requirements would some after the fact of
your approving a rezoning aprlic-ation. In Part 181 .49( 5) & (6) , it is stated
that a license shall be approved - providing other applicable provisions are
satisfied — if:
(5) The applicant has in a stgte business premises
from which he conducts business or operations
subject to license or permit under the Act or
from which he intends to conductsuch business
or operations;
(6) The applicant has storage facilities for the
class of explosives materials described on the !woman,—
application which facilities meet the standards
prescribed by Sub art J of this p part, unless he
establishes to the satisfaction of the Assistant
Regional Commissioner that the business or opera-
-
tions to be conducted will not require
the storage of explosive materials;
While we can, of course, make no specific recommendation on the
request for rezoning in question, it is hoped that the above information
and enclosed copy of pertinent laws will assist you in making your de-
termination. If our office can be of any further assistance, please do

PLANNED UNIT DEVELOPMENT
BACKGROUND AND SUMMARY OF APPLICATION
I . Background.
A. The Property.
The land contained within the proposed Planned
Unit Development was acquired by the United States Government
in 1960 for the purpose of constructing an "Atlas D" missile
site. Due to rapid changes in missile technology, the site
soon became obsolete, and was transferred to private owner-
ship on July 20, 1967 . In the interim, however, extensive
underground missile launching facilities were constructed,
together with work -areas and living quarters for a launch
crew. These facilities, which were designed to withstand
nuclear attack, as well as ventilator shafts and similar
structures , penetrate the surface of the tract at numerous
points, rendering the property totally useless for agricul-
tural or grazing purposes . At the same time, the massiveness
of the existing structures renders their removal, if not
physically impossible, at least realistically infeasible,
and the property is therefore not suitable for any substan-
tial future development.
The proposed uses of the property do not require
any significant additional development (although small
storage and similar out-buildings may eventually be con-

structed) , and are considered to be consistent with the uses
permitted under Weld County Scientific zoning. The Planned
Unit Development application is submitted solely for the
purpose of complying with conditions established by the Weld
County Planning Commission for consideration of the request-
ed rezoning of the property from "A-D" to "S" .
B. The Applicant.
The Applicant is E.F. Industries , Inc . , a Colorado
corporation headquartered in Louisville, Colorado. E.F .
Industries has developed and controls the rights to certain
innovative techniques for shaping and processing metals ,
involving the scientifically controlled use of high explo-
sives. The forces generated by the detonation of small
quantities of certain explosives can equal or exceed the
pressures obtainable from the largest and most expensive
hydraulic presses ; properly controlled and directed, these
forces permit the relatively inexpensive shaping and fabri-
cating of metal products . Such metal shaping operations can
be conducted under water, and are presently conducted with-
out difficulty at E.F. Industries ' plant in Louisville.
Another process developed by E.F. Industries (and
the one proposed to be carried on within the former missile
site) involves the controlled use of high explosives to fuse
or "clad" one metal to another. The cladding process re-
quires that both metals be exposed to the atmosphere , with-
out benefit of any water "cushion" to absorb the shock

waves generated by the detonation of explosives . E.F. In-
dustries has for some time been conducting cladding opera-
tions above ground on open ranch land in Larimer County.
While this arrangement has been satisfactory much of the
time , inclement weather occasionally interferes with sched-
uled operations, and the necessity of transporting equipment
to and from the working site results in non-productive
expenses which the Applicant would prefer to avoid.
C. Proposed Uses.
In the event the requested rezoning is granted,
E.F. Industries would propose to conduct its cladding opera-
tions in the existing underground missile launching facili-
ties on the property in question. The missile structures ,
having been designed to withstand nuclear 'attack from without,
are of ample strength to withstand the detonation of explo-
sives from within, and would substantially reduce the trans-
mission of any ground shock to surrounding lands . In addi-
tion, the enclosed facility permits the control and muffling
of any potentially disturbing air shock to an extent which
is impossible with open air detonations . Finally , the
availability of permanent structures would permit the Appli-
cant to store essential equipment at its working site, thus
eliminating the expense of transporting equipment to and
from the site at the time of each operation.
It is not presently envisioned that any of E.F.
Industries ' personnel would reside on the property in ques-

tion, or that the facilities would be used on a daily basis .
Rather, it is contemplated that on the day of each cladding
operation (an average of once or twice per week) the neces-
sary materials, together with a work force of approximately
six employees, would be transported to the site , and would
leave later the same day after operations were finished.
D. Compatibility with Surrounding Land.
The land surrounding the property in question is
generally used for agricultural purposes . No improvements
are located within approximately one mile of the property ,
and, due to the remoteness of the area from any sizeable
residential center, little development is anticipated within
the foreseeable future. While E.F. Industries ' proposed
uses of the property are not incompatible with development
of the surrounding area , the existence of common misunder-
standings regarding the safety of explosives suggests that
the Applicant should conduct its operations in an area which
is likely to remain substantially undeveloped for several
years .
Accordingly, the uselessness of the property in
question for agricultural and most other purposes, combined
with its "ready-made" usefulness for the Applicant ' s purposes ,
suggests that the requested rezoning of the property will
permit the property to be put to its most productive use ,
without present or future detriment to surrounding areas .

II . Summary Statement of Application.
