Brief description of the problem/issue: On January 25th, based on the best information we had at the time,
Public Works recommended to the BOCC to award the bids for 2 self primimg pumps to Wagner Rents who
was not the low bidder. The reasons, though not specifically stated in the bid documents, were reasonable and
were confirmed through our inquiries and investigation. The low bidder, Primax USA, protested stating our
reasons were not accurate. After further conversations with Primax, they produced documentation showing that
warranty, service, parts and repair is provided locally at Ft. Lupton, Colorado through Rain -for -Rent. This
information should have been provided up front and was initially in conflict with information provided to us
through our phone calls to Primax prior to the date of bid award.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
1. Rescind the awards to Wagner Rents for the 2 pumps and award to Primax who is the low bidder and
who meets the requirements of the bid specifications.
2. Do not rescind the awards to Wagner Rents.
Recommendation: The total cost for both pumps from Primax is $54,450. This is a $17,550 savings over
Wagner Rents, or 24% less cost over the total price from Wagner. Public Works recommends option 1.

MEMORANDUM

SUBJECT: 6"x6" Self Priming Trash Pump, Bid B1700017
The Public Works Department recommends awarding the bid to the third low bidder, Wagner Rents, for one
2017 Godwin CD150M 6" Dri-Prime Pump at a cost of $38,564.72.
The pumps bid by the lowest bidder, Primax USA, are built in Australia and assembled with local parts and
motor in North Carolina. Parts and Service locations are all in North Carolina with none in Colorado. There
will be service costs after the one-year warranty expires. Other companies that use trash pumps were
contacted and they indicated that parts for the Primax pumps are difficult to obtain.
The second low bidder, Quality Well & Pump, does not meet specs for Item #9 (Integral skid and fuel tank
capacity run-time). The bid specifies at least 24 hours operating time at full load and the Quality Well & Pump
bid indicates a 22 hour operating time at full load.
There is $45,000 budgeted for this purchase.
