WATTENBERG WATER SYSTEM IMPROVEMENTS PROJECT COMPLETION REPORT (Public Facilities and Economic Development Projects) GRANTEE NAME AND ADDRESS: Weld County Government 1150 O Street Greeley, CO 80632 CONTACT PERSON: Elizabeth Relford PHONE NUMBER: (970) 400-3748 EMAIL: erelford@weldgov.com PROJECT TITLE: Wattenberg Water System Improvements CONTRACT NUMBER: CDBG 15-504 A. PROJECT DESCRIPTION (as stated in Paragraph A in Scope of Services outlining Proposed Accomplishments): In 2015, Weld County received a Community Development Block Grant (CDBG) to replace the existing water storage tank with a larger tank and construct a new water treatment building in Wattenberg. Wattenberg is an unincorporated community in Weld County. There are approximately 71 households in the community which are all served by a well established in the 1970's. There are water pressure issues in the current system, so the grant was intended to improve the overall water system for the community. JVA Engineering was contracted to perform the design for the water system improvements, which was completed in August of 2016. Weld County Public Works received four bids on September 8, 2016 and awarded the low bid to Integrated Water Services, Inc and were issued a notice to proceed on September 21, 2016. There were many issues related to the design and as a result it required the county to work with the state on modifying the scope of work, budget, and schedule. The residents of Wattenberg were very involved in the project and extremely patient and helpful, while the improvements were being made. This project was completed within budget and the contract deadline. B) ACTUAL ACCOMPLISHMENTS: (Describe) Due to schedule, the majority of the project was constructed during the winter. Even with weather delays the contractor was able to complete the project within the contract deadline. It is a huge accomplishment to complete installation of a new water tank and construct a new water treatment building and relocated all the equipment from the old building to the new building during winter and spring weather. Weld County conducted a low -moderate income survey in order to receive the CDBG funding, and the HUD - provided tabulation sheet identified 69%.2 of the households. This project met the purpose and intent of the CDBG HUD requirements . C) REMAINING ACTIONS: Are there any remaining actions? If yes, please explain what remains to be done and supply the anticipated date of completion? Per this contract, there are no remaining actions needed for CDBG project 15-504. The Leona Avenue water line looping had to be removed from this scope of work due to a lack of funding. Going from a clog ' .,...P,i 2017-3405 Ix -c-1 DOLA revised 05/2013 water system would additionally help the community with their water pressure issues and this should be considered as a future project.
