RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT,
USR17-0030, FOR A MINERAL RESOURCE DEVELOPMENT FACILITY, INCLUDING
AN OIL AND GAS SUPPORT AND SERVICE FACILITY (NATURAL GAS
COMPRESSOR STATION FACILITY) IN THE A (AGRICULTURAL) ZONE DISTRICT -
EQUUS FARMS, INC., C/O BILL BARRETT CORPORATION
A public hearing was conducted on October 25, 2017, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated September 15, 2017, and duly published
September 20, 2017, in the Greeley Tribune, a public hearing was conducted to consider the
request of Equus Farms, Inc., c/o Bill Barrett Corporation, for a Site Specific Development Plan
and Use by Special Review Permit, USR17-0030, for a Mineral Resource Development Facility,
including an Oil and Gas Support and Service Facility (natural gas compressor station facility) in
the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of
record.
e Chair Cozad reviewed, for the applicant and the public, the procedures to follow should this
case result in a tie vote due to four Commissioners being present and one Commissioner
excused.
Chris Gathman, Department of Planning Services, presented a brief summary of the proposal
and stated the applicant intends to install three (3) natural gas compressors, a control room
building, and meters. He explained the site will be fenced and will have controlled lighting that
only comes on when employees are present for maintenance. Mr. Gathman stated the site will be
unmanned, constructed next to a proposed oil and gas well pad, and visited daily for short periods
for daily maintenance and monthly for longer periods of maintenance. He clarified the applicant
has applied for a Subdivision Exemption, SUBX17-0016, to define the boundaries of the USR
within a 5.45 -acre area. He reported the site to be located in a rural area and stated there has
been no correspondence received. Mr. Gathman stated the site is not located within a three (3)

mile referral area or any cooperative planning agreement area and staff sent out 12 referrals and
received eight (8) responses that have been addressed in the Conditions of Approval and
Development Standards. He displayed images of the site and surrounding views and entered the
favorable recommendation of the Planning Commission into the record as written.
• Evan Pinkham, Department of Public Works representative, provided a brief overview of the
transportation plans and requirements, stating the applicant will need to work with the Colorado
Department of Transportation regarding obtaining an Access Permit.
• Hayley Balzano, Planning Services Engineer representative, presented the drainage and
grading requirements, stating the site meets an exception for a drainage report and detention
pond design. She reviewed the Conditions of Approval and Development Standards relevant to
Engineering.
▪ Ben Frissell, Department of Public Health and Environment, reviewed the water and sewer
provisions, stating the use of portable toilets and bottled water are acceptable. He stated
Development Standards (DS) #8-22 address typical Environmental Health items.
In response to Commissioner Conway, Doug Dennison, applicant, provided the history
regarding Access Permits. He explained that over a year ago, they permitted with CDOT and
constructed the access to exclusively use the access off of Highway 34; therefore, they no longer
use the County permitted access off of County Road 386; however, it is available for emergency
use if needed. He explained the reduced size of the location on the north edge to stay away from
the County right-of-way. Mr. Dennison described the various development and future expansion
plans leading up to the application today. In response to Commissioner Moreno, Mr. Dennison
stated he is working with the Platte Valley Fire District.
• No public testimony was offered concerning this matter.
• In response to Commissioner Conway, Mr. Frissell clarified the Commercial Noise Limit as
60 decibels for daylight hours and 55 decibels for nighttime hours.
• Chair Cozad recommended deleting DS #4. The Board agreed.
▪ In response to Chair Cozad, Mr. Gathman clarified the legal description needs to reference
the Subdivision Exemption, rather than all of Section 28. In response to Chair Cozad, Mr.
Dennison indicated he has reviewed, and agrees to abide by, the Conditions of Approval and
Development Standards, as amended.
Commissioner Conway moved to approve the request of Equus Farms, Inc., c/o Bill Barrett
Corporation, for a Site Specific Development Plan and Use by Special Review Permit,
USR17-0030, for a Mineral Resource Development Facility, including an Oil and Gas Support and
Service Facility (natural gas compressor station facility) in the A (Agricultural) Zone District, based
on the recommendations of Planning staff and the Planning Commission, with the Conditions of

Approval and Development Standards as amended and entered into the record. The motion was
seconded by Commissioner Freeman, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:46 a.m.
This Certification was approved on the 30th day of October, 2017.
