RE: APPROVE BYLAWS FOR THE WELD COUNTY EMERGENCY MEDICAL/TRAUMA
SERVICE COUNCIL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with proposed Bylaws for the Weld County
Emergency Medical/Trauma Service Council, and
WHEREAS, after review, the Board deems it advisable to approve said bylaws, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Bylaws for the Weld County Emergency Medical/Trauma Service
Council be and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 24th day of July, A.D., 2017.

WELD COUNTY EMERGENCY MEDICAL/TRAUMA SERVICE COUNCIL
Article I - Name of Council
The name of the council shall be the Weld County Emergency Medical/Trauma Services
Council, hereinafter referred to as "the Council."
Article II — Purpose
The purpose of the Council shall be to advise the Board of Weld County Commissioners
regarding the coordination and over -sight of the provision of the emergency medical service
("EMS") in Weld County, Colorado. The specific duties shall include, but are not limited to, the
following:
A. To facilitate the development and implementation of mutual aid agreements among the
EMS providers.
B. To review and make recommended updates to the Weld County Emergency Operations
Plan as it relates to EMS. Submit recommendations to the Weld County Office of
Emergency Management for consideration by the Board of Weld County Commissioners.
C. To encourage coordination and cooperation among EMS providers by the sharing of
information and resources, including, but not limited to, joint training exercises, joint
EMS grant applications and joint equipment purchases.
D. To advise the Board of Weld County Commissioners, the EMS providers and the EMS
educators on the implementation of the State EMS statues, regulations, and rules.
E. To advise the Board of Weld County Commissioners of changes which may be required
in any and all Weld County EMS ordinances, or the Weld County Code.
F. To promote and maintain communications, with the State Emergency Medical and
Trauma Advisory Council (SEMTAC), the Northeast Colorado RETAC (NCRETAC),
and the Colorado Department of Health and Environment, Pre -hospital Care Program.
G. To provide a recommendation to the Board of Weld County Commissioners for all
ambulance licenses. The Council shall provide a recommendation to the Board of
County Commissioners for all Tier I, II, and III ambulance license applications and
appeals by determining whether the issuance of the license will contribute to an efficient,
effective, and coordinated emergency medical response to residents of Weld County.
H. To perform other services as directed by the Board of Weld County Commissioners.
I. The Council and members on the Council are not authorized to enter into any contract or
execute and deliver any instrument in the name of the Board of Weld ColInty

Commissioners or the Council. There are no funds budgeted to the Council, and there is
currently no budget for the Council. Service on the Council is strictly voluntary.
Article III — Membership
A. Members of the Council shall be recommended annually by the entity or group they
represent. Written notice of such recommendations shall be provided in the manner set
forth in paragraph III. F., below. Members shall be appointed annually by the Board of
County Commissioners. Only those residing in Weld County are eligible for membership
to the Council.
B. Representatives of the following entities may have membership on the Council:
1. A representative of a fire protection district/fire department in the northern part of
Weld County.
2. A representative of a fire protection district/fire department in the southern part of
Weld County.
3. Two members at large representing fire protection districts/fire departments in Weld
County.
4. A representative of the Greeley Fire Department.
5. A representative of each EMS transport agencies operating as Tier I Primary Care in
Weld County.
C. Ex -officio members (non -voting) may include: a representative of Aims Community
College, a representative of Weld County Department of Public Health and Environment,
a representative of the Medical Directors of the agencies in Weld County, a
representative of SEMTAC, a representative of NCRETAC, a representative of Weld
County Dispatch, and a representative of each air transport agencies providing service to
Weld County.
D. Members of the Council cannot hold more than one voting position at any particular time.
E. An agency or organization cannot hold more than one voting position at any particular
time.
F. All the above listed representatives may vote at regular and special meetings. Each year
prior to first meeting of the year, each representative organization shall provide the name
of that person who will fill that representative organization's position for the year to the
Council Chairperson. The Chairperson or designee shall transmit the recommended
Council membership roster for the year to the Weld County Board of County
Commissioners. The Board of Weld County Commissioners shall appoint the
membership, by Resolution, annually.

G. Each member may designate an alternate member who may attend Council meetings in
the member's absence and have the full rights and responsibilities of membership. If an
alternate member attends more than three consecutive regular meetings, the regular
member may be subject to replacement on the Council by the Board of County
Commissioners upon the recommendation of the Council.
H. Any vacancy occurring on the Council, the vacancy shall be filled by a representative of
the same entity that was represented by the vacating member and the name of the person
filling the vacancy shall be provided in writing to the Council, and shall also be
immediately forwarded to the Board of County Commissioners of Weld County.
I. Members of the Council receive no remuneration for their services on the Council.
Article IV — Officers
A. At the first meeting of the year, the Council members shall elect a Chairperson, Vice
Chairperson and Secretary to serve for the new term. The Chairperson shall preside at all
meetings of the Council and act in accordance with the duties customarily associated with
such position. The Vice Chairperson shall act in the absence or at the request of the
Chairperson. The Secretary shall keep minutes of the Council meetings and perform
other administrative duties, as required. The Officers of the Council have the ability to
have a Recording Secretary assist with duties as needed.
B. Officer(s) may be removed from office by the Council for failure to perform the
responsibilities of the office upon a two-thirds (2/3) vote of the Council at a regular or
special meeting with ten (10) days prior notice to all Council members.
C. If a vacancy arises in the office of the Chairperson, the Vice Chairperson shall ascend to
the office of Chairperson. A new Vice Chairperson shall be elected at the next regular or
special meeting.
D. In the event of the incapacity, or resignation, or both, of the Chairperson and Vice
Chairperson, members of the Council shall elect a new Chairperson and Vice
Chairperson by majority vote of a quorum at the next regular or special meeting.
E. If a vacancy arises in the office of the Secretary, members of the Council shall elect a
new Secretary by majority vote of a quorum at the next regular or special meeting.
Article V — Removal of Members from the Council
A. Upon majority vote of a quorum, Council members may present to the Board of County
Commissioners a written recommendation that a member of the Council be removed for
failure to perform assigned responsibilities.
B. Whenever a member of the Council (or designee) fails to attend two consecutive regular
meetings or has three absences in a year, the Secretary may request that the member
resign their membership.

Article VI — Meetings
A. All business of the Council shall be transacted at regular or special meetings and only when
a quorum is present. Regular meetings shall be conducted every other month at 5:00 p.m.,
on the third Wednesday, or at such other time that the majority of a quorum of the Council
may designate. Written notice of all regular meetings shall be mailed to each member at
least three (3) days prior to each regular meeting date. Notice may be sent to members
electronically.
B. Special meetings may be called when deemed necessary by the Chair or a majority of the
members.
C. Council members proposed agenda items must be transmitted to the Secretary by the first
of each meeting month to be included in the agenda. If no agenda items are presented to
the Secretary, the next meeting may be canceled.
D. A quorum shall consist of a simple majority of the Council membership (or designated
alternates). A quorum must be in attendance to conduct official business. Only those
Council members, whose names are on the EMS Council membership roster at the time
of the vote, or their designated alternates, may vote. Council members who are unable to
attend a regularly schedule or special meeting should send a designated alternate.
E. Robert's Rules of Order shall prevail to the extent they are not in conflict with specific
provisions of these Bylaws.
F. A tie vote on any issue shall be reported as such.
G. The Council shall keep minutes and records as required. Such minutes, records, notices
of the next meeting and agenda of the next meeting shall be sent to the Board of Weld
County Commissioners, Members of the EMTS Council, and each Fire Department and
EMS provider in Weld County.
Article VII — Amendments
These Bylaws may be altered, amended or repealed, and any new bylaws may be recommended
for adoption by the Council, and with final adoption by the Board of County Commissioners of
Weld County.
Article VIII — Address
The address for the Council shall be: Weld County Emergency Medical/Trauma Services
Council, P.O. Box 758, 1150 O Street, Greeley, CO 80631.
