HomeMy WebLinkAbout20173716RESOLUTION RE: APPROVE REQUEST TO PURCHASE BOMB TECH SUIT AND COUNTY ANIMAL RESPONSE TEAM (CART) EQUIPMENT WITH 2017 HOMELAND SECURITY GRANT FUNDS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a request to purchase a Bomb Tech Suit and County Animal Response Team (CART) Equipment with 2017 Homeland Security Grant funds, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management and the Weld County Sherriff's Office, with said equipment to be ordered by Larimer County, who is the fiscal agent for the Northeast All Hazard Region, and WHEREAS, after review, the Board deems it advisable to approve said request for purchase, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that request to purchase a Bomb Tech Suit and County Animal Response Team (CART) Equipment with 2017 Homeland Security Grant funds, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management and the Weld County Sheriff's Office, be and hereby is, approved. The application process is more of a letter of intent than a full application process. The NE All Hazards Region has taken more of a critical look at requests to see how they can support the Region as a whole. Three applications were submitted by the Sheriff's Office. These applications were for equipment to support the Weld County Bomb Team, the Weld County SWAT Team and the County Animal Rescue Team a part of the Sheriff's Animal Control Unit. All of these teams support the NE Region and have agreed to assist during emergencies or disasters. The NE Region has provided support to these team through equipment over the past 10 years via Homeland Security Grants. The applications were reviewed by the NE Region in June. The NE Region recommended partial funding for a Bomb Tech Suit at $38,446.00 (Total Cost is $48,529.00) and partial funding for additional animal rescue equipment for $5,000.00. The Sheriff's Office has existing unobligated Equitable Shares dollars to support the remaining costs for the Bomb Suit. The State submitted the Statewide application to FEMA in July. We were notified the end of Sept that the grants were approved as written. As with all Homeland Security Grants equipment, if there are repairs and/or replacement needs, the agencies/departments will work through grants or the budgeting process to meet this need. The funding for the above equipment will be purchased through Larimer County who is the Fiscal Agent for the NE Region. We do not have a contract to process or sign for this equipment. I request the attached memo be added to the BOCC Consent agenda so we can document the equipment purchased through Homeland Security. What options exist for the Board?
