RESOLUTION
RE : APPROVAL OF UPGRADING AND CONSTRUCTION OF CERTAIN PORTIONS
OF COUNTY ROAD NO. 29 IN SOUTH WELD COUNTY, COLORADO.
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , during the past several weeks , it has been brought
to the attention of the Board of County Commissioners of Weld
County, Colorado, that there is an urgent need to provide a
North/South road in the Ft. Lupton , Weld County, Colorado area,
in order to lessen the amount of school bus traffic and other
traffic crossing certain railroad tracts in South Weld County,
Colorado, and
WHEREAS, the Weld County Engineer was directed by the Board
of County- Commissioners to study the feasibility of a North/South
road in the Ft. Lupton area, and make recommendations to the
Board, and
WHEREAS , the Weld County Engineer has reported to the Board
of County Commissioners that the proposal, as set forth hereafter,
would involve 35 to 40 working days for preliminary field work,
engineering design and field survey staking, provided , however ,
current scheduled items to be performed by the Weld County
Engineering Department be set back while this project is being
constructed, and
WHEREAS, after considering the recommendations presented
to the Board of County Commissioners by the Weld County Engineer,
it has been determined that extensive work must be instigated
to totally alleviate the problem in the Ft. Lupton area, the
feeling being that the work to be performed could span three to
five years if the project was found to be feasibile, and
WHEREAS , it has been agreed by the Board of County Commis-
sioners, that due to the urgency created by the danger to the
public safety, it would he advisable and in the best interest
of Weld County to upgrade one half mile of the existing County
Road No. 29 , and initiate new construction on the South one
half of County Road No. 29 between County Roads No. 16 and 18.

The County Engineer has indicated to the Board that the required
35 to 40 working days for preliminary field work, engineering
design and field survey staking could start in approximately 15
working days , with the provision that current scheduled items
to be performed by the Engineering Department be set back, and
construction could then start, weather permitting, in January
of 1978, with a construction time of 30 working days , not in-
cluding structures , if needed. The County Engineer further
stated that a preliminary route survey could be run in one week
to determine the feasibility of the opening of the South one
half mile of County Road No. 29 .
NOW, THEREFORE , BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado, that said Board approves the
upgrading of one half mile of the existing County Road No. 29
as well as new construction on the South one half of County Road
No. 29 between County Roads No. 16 and 18 in Weld County, Colorado,
and directs the Weld County Engineer to begin the necessary pro-
cedures and functions , in order to provide immediate relief to
school buses traveling to and from Aristocrat Ranchettes , and
further, to eliminate some danger to the traveling public in the
area.
BE IT FURTHER RESOLVED by the Board of County Commissioners
of Weld County, Colorado, that said Board understands that, in
order to perform said upgrading and construction, $25 , 000 to
$30 , 000 will be taken out of the 1978 appropriation, and, in
addition, the construction to be performed on County Road No. 49
in Weld County, Colorado, will be delayed for a period of 30 to
45 working days .
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 31st day of
October, A.D. , 1977.
