To the 'meld County Commissioners :
At 3 p.m. , August 30, 1979, a sOrong wind from the south
gained momentum of cyclonic levels exceeding the 30 mph
totOion by 3 :30 at which ti_4e the winds came from the
'est with force and fury until 6 :30 p.m. The 6,000 acres
of grassland so thoughtlessly plowed and worked three times
by Bob Thomas created a dust storm that reached beyond Keota
and Grover. I could not see the fence posts of Road 96 from
my house which is 1/4 mile inland .
This is a crime against those of us living in the area for we
cannot use nor enjoy our property.
The county govtt failed to.. ask or to force this man Thomas
to strip farm the grasslands, consequently the suffering now
inflicted upon those of us living in the area has become the
countyts responsibility. You had the time , you had the laws
and statutes which you refused to act upon or to take any
action whatsoever after sending three officals to the area on
a calm windless day.
I called Mr. Boyes asking him to come out to Keota to see
the destruction. He told me to call the commissioners . I
did , Friday morning, but only Mr. Kirby was in the office and
he listened to my complaint.
I am now asking you what you expect me to do to live in the
dust at Keota? No man has a right to deprive another man of
the use of his property and that is 'that Bob Thomas has done
to me . He came to grassland, dug it up knowing th cisture
was a constant problem and dust and sand a probl et he has
surrounded me with plowed fields which will b dust to even
greater proportions next spring and next ye Not only must
I seek a hole to live in but I must prow• e a hole for the
animals as well: ror
1 am enclosing a bill for the dam e done to a newly painted
barn by the dirt from Bob Thomas ' ields . I expect you to
collect this amount for me, or to pay e" ill from your o
