WELD COUNTY COUNCIL

The Weld County Council met in special session in full conformity
with the Weld County Home Rule Charter at 9th Avenue and 9th
Street, Greeley, Colorado, Wednesday, May 25, 1977 at the hour
of one thirty.
ROLL CALL: The following members were present:
Nancy Clark, President
Bob E. White, Vice President
Floyd Oliver, Councilmember
Robert Martin, Councilmember
Absent: John T. Martin, Councilmember
Also present: Secretary Bonnie Hickman and four members of the press.
ANNOUNCEMENTS: Nancy Clark mentioned that John Martin could not attend the
meeting and she would relay his concerns on the topic of hiring
an investigator.
Nancy Clark noted that the next regular meeting will be Tuesday,
May 31, at 1 :30 P.M. in place of the regularly scheduled June 1
meeting. The second meeting in June will be Wednesday the 15th
at the regular time. The secretary will notify the 1976 General
Election Canvas Board and invite them to attend the June 15th
meeting.
MISCELLANEOUS: Nancy Clark mentioned an article which appeared in the
UNC Mirror on Monday, May 23. Each member will receive a copy
of the article.
CHARTER STUDY GROUP: Bob White discussed the possibility of inviting the
Charter Revision Committee to attend a Council meeting and also
suggested sending them copies of the Council reports and minutes.
He felt this would better enable them to review the County
Council section in the Charter.
Nancy Clark mentioned she had talked with Wayne Brown, a member of
the Charter Revision Committee. He indicated that after a general
review of the Charter with the County Attorney, they would then
meet with the elected officials involved and allow them an
opportunity to discuss matters that concerned them in the Charter.
Floyd Oliver suggested inviting them to attend our meetings first
and then supplying them with our reports and minutes. Nancy Clark
directed that a letter be sent inviting them to attend any of
the Council meetings.

PERFORMANCE AUDITOR: Council members discussed the possibility of hiring
a performance auditor to audit road and bridge. Among those
items discussed were: hire an audit firm or an individual; audit
only specific problem areas or the whole Engineering Department;
and, hire full-time or part-time investigator. Council members
felt that such areas as work time in relation to machine time
used, supervision, and the structure of the road and bridge division
should be reviewed. They felt the strengths as well as the weaknesses
of the department need to be identified.
Bob White expressed concern that perhaps the results and recommenda-
tions gleaned from a comprehensive audit might not be implemented.
He also suggested having the audit firm do periodic reports and
then if nothing productive was being gained, the firm could be
dismissed.
Bob Martin made a motion to contact Stone, Gray & Company (an
auditing firm in Denver) and request them to conduct a preliminary
survey with the idea of hiring them for a performance audit of the
Engineering Department and Road & Bridge Division. Bob White
seconded the motion. A roll call vote followed unanimously
approving the motion.
Dismissed for a five minute recess.
Nancy Clark called Stone, Gray & Company during the recess and
reported that Mr. Gray would like to meet with the Council to get
some guidelines for the investigation. He said it would take two
to four days for them to do an initial investigation. Nancy Clark
will notify the Council when the auditors can meet with them.
There being no further business, the meeting was adjourned by the president.
