RE: APPROVE OF CHAIR'S SIGNATURE ON RESOLUTIONS OF THE WELD COUNTY
TASK FORCE CONTROL BOARD AUTHORIZING TRANSFER OF EQUITABLE
SHARING FUNDS TO THE GREELEY POLICE DEPARTMENT AND WELD COUNTY
SHERIFF'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Resolution of the Weld County Task
Force Control Board Authorizing the Transfer of Equitable Sharing Funds (Resolution
05/15/2018-01), in the amount of $68,303.00 to the Greeley Police Department for various
equipment purchases and upgrades, a copy of which is attached hereto, and
WHEREAS, the Board has been presented with a Resolution of the Weld County Task
Force Control Board Authorizing the Transfer of Equitable Sharing Funds (Resolution
06/19/2018-01), in the amount of $45,000.00 to the Weld County Sheriff's Office for law
enforcement expenditures, a copy of which is attached hereto, and
WHEREAS, by and through Section IV.B. of the Intergovernmental Agreement
Establishing the Weld County Task Force, approved by the Board by Resolution No. 99-2902,
dated December 8, 1999 ("the IGA"), the Weld County Asset/Seizure Forfeiture Oversight
Committee ("the Forfeiture Oversight Committee") was established for the purpose of considering
asset forfeiture funds or property accumulated by the Weld County Task Force, pursuant to
Section IV.C. of the IGA, and
WHEREAS, pursuant to Section IV.B. of the IGA, the Board Chair is a member of the
Forfeiture Oversight Committee, and
WHEREAS, after review, the Board deems it advisable to approve of the Chair's signature
on said resolutions.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board approves of the Chair's signature on the Resolution of the Weld
County Task Force Control Board Authorizing the Transfer of Equitable Sharing Funds
05/15/2018-01), in the amount of $68,303.00 to the Greeley Police Department for various
equipment purchases and upgrades, a copy of which is attached hereto.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that the Board approves of the Chair's signature on the Resolution of the Weld County
Task Force Control Board Authorizing the Transfer of Equitable Sharing Funds (Resolution
06/19/2018-01), in the amount of $45,000.00 to the Weld County Sheriff's Office for law
enforcement expenditures, a copy of which is attached hereto.

Brief description of the problem/issue:
The Weld County Drug Task Force Control Board approved Resolutions to disburse $45,000 of Equitable Share
funds to the Weld County Sheriff's Office to purchase night vision for the Regional Emergency Response Team
and $68,303 of Equitable Share funds to the Greeley Police Department for the purchase of safety equipment,
technology upgrades and digital processing equipment for the Drug Task Force and field equipment for Greeley
officers.
I am requesting approval from the BOCC Chair for the disbursements.
Equipment Purchases will be made in accordance with each department's procurement requirements.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):

A RESOLUTION AUTHORIZING THE TRANSFER OF EQUITABLE SHARING FUNDS IN
THE AMOUNT OF $68,303 TO THE GREELEY POLICE DEPARTMENT, FOR THE

WHEREAS, the Weld County Task Force Control Board is established to oversee the
operations of the Weld County Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to purchase or lease
equipment, machinery, and property to achieve the purposes of the Task Force; and
WHEREAS, the Weld County Task Force Control Board has the authority to enter into
contracts; and
WHEREAS, all assets forfeitures or property accumulated by the Weld County Task Force
remains under the authority of the WCTF Control Board for disbursement in accordance with grant
provisions and state statutes; and
WHEREAS, in the best interest of the citizens of Weld County and the City of Greeley, the
WCTF Control Board at the regularly scheduled meeting of May 15, 2015, authorized the transfer
of equitable sharing funds for the amount of 68,303; and
WHEREAS, such funds may not be used to supplant existing budgeted funds in the receiving
agency's current fiscal year budget as per the Equitable Sharing Agreement, the receiving entity
must use the additional funding for law enforcement expenditures;
Now, therefore, be it resolved that the Weld County Task Force Control Board approves and
recommends to the Weld County Drug Task Force Asset/Seizure Forfeiture Oversight
Committee the transfer of $68,303 to the Greeley Police Department:

3M Versaflo Resperators
The task force currently has two Scott SCBA units that have reached their end of life. The cost to replace
those would be in the area of $7,000. These units have been typically used for the processing of
methamphetamine labs or other chemical environments. The operating environment for clandestine labs
has changed over the years. We have done two labs in the last 5 years. We have, however, seen a
tremendous spike in the number of black market marijuana grows. We have learned that there are a
number of hazards that can present itself from these grows. Those hazards include: Spores, mites and
mold as well as chemicals used in the growing operations such as fertilizers and pesticides. Moreover, we
conduct breakdowns of psilocybin production grows which pose similar hazards.
The trend for these new problems is to utilized protective equipment that bridges the gap between full
SCBA and a simple dust mask. I would like to propose that the task force not replace the two SCBA
units. This will leave us with six operational SCBAs. This is more than sufficient to give us the
capability to do serious chemical labs should the need arise. There is a relatively new protective
apparatus that will bridge this middle ground. It is the 3M Versaflo respirator. This is a battery powered
respirator that provides positive air flow through a filter into a protective mask/head covering. Breathing
through a standard APR/gas mask in hot and humid environments is taxing. These systems provide a
high level of protection and improve the officer's ability to process these illegal operation safely and with
less physical strain.
The WCDTF is requesting funding to purchase of the following:
• 4 3M Versaflo TR-300 PAPR kits $1,700 each -total $6,800.
• 5 (case) 3M TR-6530N filters $90 each -total $540
Cellebrite Touch2
The task force has been using the Cellebrite Touchl for many years. It has been an incredible tool for us.
Unfortunately, it has reached its end of life and needs to be replaced. I am requesting funds to buy a
replacement. Additionally, GPD was able to secure a grant from the United States Secret Service for
$1500 which they have offered to apply to the purchase of a Touch2.
The WCDTF is requesting funding to purchase of the following:
• Cellebrite Touch2 price with shipping $3,089. GPD 1,500 grant brings request funds to $1,589
Field Equipment-GPD
A funding request was made by the Greeley Police Department for some equipment that would be used
by officers in the field. I would like to recommend providing the equipment. During the last year, the
Task Force has had to call on GPD for manpower assistance on several major cases. Two of those cases
alone utilized over 700 man hours of assistance.
The WCDTF is requesting that funding be made available to GPD for the following:

• 2 MorpholDent CBI integrated hand held fingerprint reader and identification systems $1,700
each- total $3,400.
• 2 Laser Technology UltraLyte 100 LR laser speed measuring device with 1 of the following:
cradle, mounting base, and ruggedized tablet. Each laser gun is $3,490 and the total package for
two is $7,979
Surveillance Van Upgrade and Retrofit
The current WCDTF surveillance platform van was purchased in June 2008. The van itself is in excellent
condition. However, the technology inside the van is aging and outdated. The WCDTF would like to
pursue an economical yet technically sound alternative to the significant investment required for buying
an entirely new system. A retrofit/upgrade is a good option.
The goal of a Retrofit is to extend the life of the vehicle and sustain the long-term technical viability of
systems and surveillance equipment for present and future investigative use.
A technological upgrade from analog to digital video data makes it possible for all investigators to see
what the van is seeing, in real time, on phones or tablets, from any location. Analog to digital video
storage is considerably smaller in size and easier to access without having to have numerous transfer
cables and transfer steps.
An upgrade in the technology in the platform van would provide investigators that have little
technological know-how or experience to be able to operate the latest technology due to plug and play
ability and ease of use. The current analog cameras are large and bulky. They must be moved into place
each time they are used. Replacement digital cameras are much smaller and would be permanently
mounted. More user-friendly technology would require less effort to learn and remember which creates a
more efficient and better product. Moreover, the new technology would provide the WCTF with an
option, if needed, to deploy the van, unmanned, and remotely operate. We would be able to view
surveillance video from it in real time. The company that built the van for the TF has been out of business
for a number of years. The included quote is from an industry leader in California.
The WCDTF is requesting funding to purchase of the following:
Technology and equipment upgrade for the surveillance platform. $47,995.
