Weld County Department of Public Health and Environment

The Weld County Board of Health met June 26, 2018, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment. Those present included:
Board Members: Jason Maxey, Linda Kautz, Tim Annable, Joyce Smock, Sandra
Owens, Nicholas Berryman, Jim Rohn, Fred Hepner
Others: Lauren Light, Environmental Health Services
APPROVAL OF AGENDA
A motion was made by Jim Rohn to approve the agenda as presented. Tim Annable seconded
the motion and the motion was carried unanimously.
APPROVAL OF MINUTES
A motion was made by Tim Annable to approve minutes as presented. Jim Rohn seconded the
motion and the motion was carried unanimously.
BUSINESS
METRO WASTE RECLAMATION — Lauren Light presented the applications for biosolid renewals.
DS -200303, DS -200657, DS -200701, DS -200702, DS -200703. No public comments or
concerns were received on these applications.
VERIS ENVIRONMENTAL, LLC - Lauren Light presented the applications for biosolid
renewals.
DS -200646, DS -200647, DS -200648, DS -200650, DS -200707, DS -200708, DS -200711, DS -200718,
DS -200719, DS -200920, DS -200921, DS -201211, DS -201213, DS -201214, DS -201307, DS -201313,
DS -201318, DS -1700009. No public comments or concerns were received on these
applications.
A motion was made by Fred Hepner to approve 35 renewal applications. Joyce Smock
seconded the motion and the motion was carried unanimously.
PRESENTATIONS:
Lauren Kemper, Environmental Health Specialist gave an overview on the Waste Program.
• Facility inspections - 78 in 2017 and 36 in 2018 (so far)
• Inspections are completed on - landfills, composters, injection wells, centralized E&P
sites, tire monofill and processing sites
• Complaints —42 in 2017 and 15 in 2018 which include manure management issues, flies,
odors, other illegal disposal, spills, dumping and improper management
• Spill oversight — 63 reported in 2017 and 28 in 2018
• Meth labs — 5 in 2017 and 4 in 2018 — review data, record letters with Clerk & Recorder

Heidi Musil & Melanie Cyphers — Health Communications, Education & Planning, gave a
presentation on WeldWAITS.
• Weld County has seen its teen birth rate fall by half
• 2017-2018 school year — 315 presentations
• Total students reached —1,900
• Schools/Organizations —19
• Educational opportunities offered to Latino families in their home or familiar setting.
• Platicas — "little chats" — 30 platicas and 256 participants
• Core values
• Healthy relationship skills, positive role models, sexual risk avoidance, success
sequencing
• Father/Daughter dance — 2018 - 1,300 fathers and daughters
• Teen empowerment week — Partner With Communities that Care
STAFF DISCUSSION:
Jason Maxey shared this would be his last Board of Health meeting as he has accepted a
position with Weld County. We appreciate Jason's commitment to the Board of Health
and congratulations on his new employment.
We welcome Fred Hepner back to the Board of Health.
Lauren Light shared there's a plan to develop a Board of Health webpage. The Board of
Health agenda and minutes would be posted along with names of members/districts.
A motion was made by Fred Hepner to adjourn the meeting. Linda Kautz seconded the motion
and the motion was carried unanimously.
