OIL AND GAS SUPPORT AND SERVICE (EIGHT (8) GAS COMPRESSORS AND
RELATED EQUIPMENT) AND UP TO FIVE (5) CONSTRUCTION OFFICE TRAILERS
AND FIVE (5) CONEX CONTAINERS FOR USE DURING THE CONSTRUCTION OF THE
FACILITY IN THE A (AGRICULTURAL) ZONE DISTRICT - STROH FAMILY TRUST,
OGG&S, LLC, C/O DISCOVERY DJ SERVICES, LLC
A public hearing was conducted on August 8, 2018, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated June 22, 2018, and duly published June 27,
2018, in the Greeley Tribune, a public hearing was conducted to consider the request of Stroh
Family Trust, OGG&S, LLC, c/o Discovery DJ Services, LLC, for a Site Specific Development
Plan and Use by Special Review Permit, USR18-0039, for Mineral Resource Development
Facilities, including Oil and Gas Support and Service (eight (8) gas compressors and related
equipment) and up to five (5) construction office trailers and five (5) conex containers for use
during the construction of the facility in the A (Agricultural) Zone District. Frank Haug, Assistant
County Attorney, made this a matter of record.
Kim Ogle, Department of Planning Services, presented a brief summary of the proposal and
stated the ten (10) -acre site is a lease hold parcel created by a Subdivision Exemption,
SUBX18-0014, and he provided the location in relation to relevant County roads. He indicated the
site is not located within the three (3) mile referral area of any municipality. He described the
topography of the site, reported there are numerous oil and gas encumbrances in the area,
incidicated there are 15 surrounding property owners within 500 feet of the proposed facility, and
stated staff received no correspondence. He described the process of expansion, provided details
about the site to include proposed fencing, berming and landscaping and stated the applicant will
revegetate all disturbed areas. He stated nine (9) referrals were sent out with two (2) responses
containing comments that have been included in staff recommendations. Mr. Ogle displayed
images of the site and surrounding views and entered the favorable recommendation of the
Planning Commission into the record as written.

3 = Evan Pinkham, Public Works Engineer representative, provided a brief overview of the
transportation plans and stated the access is from County Road 34.5. He described the average
daily traffic counts to include 121 vehicles, with 19 percent trucks, and stated the traffic narrative
indicated construction traffic, and thereafter, approximately one vehicle (1) daily round trip.
Mr. Pinkman stated a Road Maintenance Agreement will be required during construction. He
presented the drainage and grading requirements and stated the Department of Planning
Services has approved the final Drainage Report.
= Ben Frissell, Department of Public Health and Environment, reviewed the water and sewer
provisions, stating no permanent employees will be employed at the site after construction. He
explained, bottled water and portable toilets will be utilized during and after construction. He
stated Development Standards (DS) #11-26 address Environmental Health items.
E�. = In response to Commissioner Kirkmeyer, Mr. Ogle reviewed the distance to the nearest
residence.
Matthew Norton represented the applicant and provided a PowerPoint presentation (Exhibit
D). He displayed the site layout and described the proposed structures. Mr. Norton referred to
Commissioner Kirkmeyer's question regarding the nearest neighbors and pointed the location out
on the map, along with other adjacent oil and gas uses. He explained the proposed compressors
will be housed in insulated buildings and horizontal cooling fans and hospital -grade mufflers will
be utilized to meet the residential noise standard at the perimeter. He stated only on -demand
lighting will be used at nighttime and it will be an unmanned facility. Mr. Norton described the
visual mitigation to blend into the surrounding areas to include proposed fencing and replacing
disturbed vegetation. He mentioned any visual mitigation shall be submitted to Planning staff for
approval. In response to Commissioner Kirkmeyer, Mr. Norton confirmed there would be five (5)
office trailers and conex containers present only during construction.
No public testimony was offered concerning this matter.
The applicant agreed with all comments made.
_= Commissioner Kirkmeyer asked for consistency in adding the "Dark Sky Standard' to
Condition of Approval (COA) #1.H. In response to Commissioner Kirkmeyer, Mr. Norton stated
there were no objections or correspondence to the application. She suggested deleting COA #1.G
regarding a Communication Plan. Commissioner Kirkmeyer suggested adding the Dark Sky
Standard language to DS #7. Lastly, she recommended changing the Residential Noise Standard
to the Industrial Noise Standard in DS #21. Commissioner Cozad agreed with the changes to the
noise standard and suggested adding it to a Noise Mitigation Plan. Commissioner Kirkmeyer
clarified every case is different regarding noise standards.

In response to Chair Moreno, Matthew Norton indicated he had reviewed, and agrees to
abide by, the Conditions of Approval and Development Standards, as amended.
Commissioner Kirkmeyer moved to approve the request of Stroh Family Trust, OGG&S,
LLC, Discovery DJ Services, LLC, for a Site Specific Development Plan and Use by Special
Review Permit, USR18-0039, for Mineral Resource Development Facilities, including Oil and Gas
Support and Service (eight (8) gas compressors and related equipment) and up to five (5)
construction office trailers and five (5) conex containers for use during the construction of the
facility in the A (Agricultural) Zone District, based on the recommendations of Planning staff and
the Planning Commission, with the Conditions of Approval and Development Standards as
amended and entered into the record. The motion was seconded by Commissioner Freeman,
and it carried unanimously. There being no further discussion, the hearing was completed at
10:52 a.m.
This Certification was approved on the 13th day of August, 2018.
