RESOLUTION NO. 2018-R-9
A RESOLUTION OF THE BOARD OF TRUSTEES
FOR THE TOWN OF LOCHBUIE, COLORADO,
OPPOSING ANY CLOSURE OF THE RAILROAD CROSSING ALONG
OR THE INTERSECTION AT US HIGHWAY 85 AT WELD COUNTY ROAD 4
WHEREAS, as set forth in an April 2017 Planning and Environmental Linkages (PEL)
study (Study) for the segment of US Highway 85 (US 85) between Interstate 76 (I-76) and Weld
County Road (WCR) 100, conducted on behalf of the Colorado Department of Transportation
(CDOT) to develop a strategic vision for US 85 that addresses safety, mobility, and access
concerns, the Study authors made a recommendation, among many others, to close WCR 4 as it
intersets with US 85; and
WHEREAS, the Study further acknowledges that there are cases where a road closure is
recommended, but the actual closure should not occur until an adjacent improvement is
implemented, which commonly occurs when a new interchange is identified and a nearby road is
recommended for access closure because of the proximity to the interchange, and in these cases,
the road access closure would not occur until the interchange is implemented; and
WHEREAS, the Study further notes that the recommended closure of WCR 4 would
happen in conjunction with recommended interchange improvement at WCR 2 and WCR 6; and
WHEREAS, following joint decision -making involving Weld County, CDOT and the
Union Pacific Railroad, the closure of the railroad crossing of US 85 at WCR 4 was announced
despite public input voicing concern about such closure; and
WHEREAS, the Town of Lochbuie has experienced and is projected to continue to
experience rapid residential growth; and
WHEREAS, WCR 4 is an important corridor for east -west access for Town residents that
is anticipated to serve an even more critical transportation flow need as the number of residents in
the Town increases, especially with planned new large residential subdivisions that will access
directly onto WCR 4; and
WHEREAS, closure of the railroad crossing and/or the intersection of US 85 at WCR 4
has the potential to suppress economic activity within the Town and was determined without
consulting with the Town; and
WHEREAS, closure of the railroad crossing and'or the intersection of US 85 at WCR 4
will increase the traffic along the Town's other already congested east -west corridors; and

WHEREAS, there does not exist an alternative access to cross the railroad that will not
result in greatly inconveniencing the residents of the Town.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Trustees of the Town of Lochbuie
as follows:
Section 1. The Town of Lochbuie adopts the recitals as set forth herein as findings of the
Board of Trustees, and opposes and strongly urges Weld County and CDOT to maintain the
railroad crossing at US 85 and WCR 4 and the intersection at WCR 4 and US 85.
Section 2. Effective Date. This Resolution shall take effect upon its approval.
