RE: APPROVE 2018 APPLICATION FOR INTERNET CRIMES AGAINST CHILDREN
(ICAC) TASK FORCE GRANT AND AUTHORIZE CHAIR TO SIGN - CITY OF
COLORADO SPRINGS POLICE DEPARTMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2018 Application for the Internet
Crimes Against Children (ICAC) Task Force Grant from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Weld County
Sheriff's Office, and the Northern Colorado Regional Forensic Laboratory, to the City of Colorado
Springs Police Department commencing upon full execution, with further terms and conditions
being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2018 Application for Internet Crimes Against Children (ICAC) Task
Force Grant from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, and the Northern
Colorado Regional Forensic Laboratory, to the City of Colorado Springs Police Department, be
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 13th day of June, A.D., 2018.

Brief description of the problem/issue:
DATE 6/8/2018
The Regional Crime has the opportunity to obtain funds to replace the Cellebrite being used at the regional lab
kiosk at a cost of $3,000 for the machine. The grant requests also includes $3,700 for the first year of
maintenance for this machine, for a total request of $6,700 The current device will reach end of life on June 30,
2018. On June 30th the'device cannot be updated with the latest cell phone changes that would allow the
analyst/detective to retrieve images/data from phone's data storage devices. Several options were given and we
chose the one that is the most cost effective. This option provides us the greatest capacity to obtain the data we
needed without purchasing the higher end versions at a cost of approximately $13,000.
We are asking for the opportunity to submit a request for grant funding that will help our lab to maintain the
quality of service it has attained and continue to provide essential services to the region. There is never a
guarantee that funds will be given, but we have been able to secure funds from the 1CAC grant over the past 7
years. If funds are approved, a separate request will be made in the fall to accept the SOGA offered
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
® Approve the request for small equipment ($6,700) for the Regional Lab This provides additional funds
for the lab purchase a soon to be out of date device to access cell phone data This device is one that is
also used by the WCSO investigators.
® Deny the request to submit a grant application for this piece of equipment, resulting in a request of
general fund dollars to meet this purpose.

year for the ICAC grant with Colorado Springs
CTB — the turnaround on this is very tight Our request must be submitted by June 20th or it won't be
considered. It does not appear there are any signatures required, just permission to submit the
application as a subrecipient

ICAC PROGRAM NARRATIVE
In the program narrative, please answer the following questions
1 Please explain how over the last year, your agency has worked to prevent, interdict,
investigate, and prosecute Internet crimes against children and technology -facilitated child
exploitation
Over the past year Daren Ford through the Northern Colorado Regional Forensic Lab has
been an active participant in the processing of cell phones, computers and other electronic
devices submitted to the lab for the examination of evidence of the exploitation of children
The scope of his work covers not only Weld County SO, but other agencies that participate in
the regional lab
He has participated in the execution of search warrants on homes where there are indications
of CP being shared He Processes evidence as it is discovered on scene and brought to him He
does a complete analysis with reports on items submitted to the lab He also testifies in court
regarding the results of his findings
2 Please describe how the supplies and equipment you are requesting will help improve your
ability to handle ICAC cases
The specific item of equipment we are requesting is an upgrade of the current Cellebrite
device we have that will no longer be upgraded with current versions The WCSO
investigators use the device we currently have routinely It is also available for use by other
agencies in the county They can come in, download the images form the phones they are
processing, and then complete their investigations This expedites the investigation process
for everyone
Complicated cases and those requiring further examinations (deleted images) are submitted
to the lab Those images obtained on first examination are written into a report and charges
can be filed immediately
3 Please describe how the forensic skills -based or specialized investigative training you are
requesting will help improve your ability to handle ICAC cases
Daren already has the skills necessary to operate the equipment We have trained all the
investigators using the equipment AS needed we will update their training to adapt to the
any upgrades as necessary The greatest advantage to having this device is that it allows for
a sheriff's deputy to come in and immediate process the phone They get the data needed
immediately and can file charges much quicker and move on the the next case The greater
the delay the few investigation can be done so efficiencies result in more individuals
identified

ICAC Point of Contact: The person who has direct responsibility for the implementation of the project. This
person should combine knowledge and experience in the project area with ability to administer the project.
He/She shares responsibility with the Financial Officer for seeing that all expenditures are within the approved
budget.
Command Level: A command level officer in the organization with decision making authority to obligate the
organization to follow the requirements of federal funding.
Financial Officer: The person who is responsible for all financial matters related to the program and who has
responsibility for the accounting, management of funds, verification of expenditures, audit information and

The Colorado Springs Police Department is inviting eligible Colorado law enforcement agencies to
submit an application for funding to support the Internet Crimes Against Children (ICAC) Task Force The
anticipated project period is October 1, 2018 to September 30, 2019 and the amount of support will
generally not exceed $10,000 This program is authorized under the Department of Justice
Appropriations Act, 2015, P L 133-235.
The application package should consist of the signature page, the risk assessment form, the budget
request form, as well as the program narrative form that details goals and activities related to the
project Please include how your agency will help the Colorado ICAC Task Force improve effectiveness
and achieve sustainability in responding to online child sexual exploitation
The priorities for the Colorado ICAC Task Force in this application are as follows
1 Increase efficiency and effectiveness in Cyber Tip investigations
2 Increase technical assistance provided by the Colorado ICAC Task Force
3 Increase ability to conduct proactive investigations
4 Increase join strategic operations between CSPD and Colorado ICAC Task Force affiliates
5 Increase education about Internet safety within our communities
When preparing your application for funding, please ensure that the following items and training
requests fit within the following categories
Travel
Travel funds will be used for specific, forensic skills -based or specialized investigative training and will
require a justification of how the training will support the affiliate agency, and meet the overall goals of
the Colorado ICAC Task Force All current travel policies must also be submitted with the application If
known, please include the month and year of expected travel
Lodging and per diem rates will be calculated using the GSA rate for the city in which the training is

Agencies will be responsible for any additional cost incurred above the awarded amount
Travel request will NOT Include the National ICAC Conference Request for this conference will be
accepted at a later date
Your most current travel policy must be submitted with your application
Equipment
Equipment (per Federal definition) is non -expendable tangible property having a useful life of more than
two years with an acquisition cost of $5,000 or more per unit All affiliates will follow their internal
purchasing and procurement rules which reflect applicable state and local laws and regulations,
provided the procurements conform to applicable Federal laws Requests will contain a detailed
description of the item, cost, etc , including why you need the item and how it will be used
Supplies
Supplies include expendable items with an acquisition cost under $5,000 per unit Supplies include any
materials that are expendable and consumed during the course of the project All affiliates will follow
their internal purchasing and procurement rules General supplies will not be funded, the request must
be for supplies that are directly related to ICAC forensic analysis
Other (Registrations)
All affiliates will follow their internal purchasing and procurement rules This category will be used for
training/conference registration fees, only for specialized training as indicated in the "travel" section
Funding is subject to all administrative and financial requirements of the Department of Justice,
including requirements set forth in the Office of Justice Programs Financial Guide, the Uniform
Administrative Requirements, Cost Principles, and Audit Requirements in 2 CFR Part 200, and the
timely submission of all financial and programmatic reports Please visit www oip gov to review
