RE: APPROVE TRANSACTION FEE SERVICE AMENDMENT FOR GOV2GO ONLINE
MOTOR VEHICLE REGISTRATION RENEWAL SERVICE AND AUTHORIZE CLERK
AND RECORDER TO DIGITALLY E -SIGN AND SUBMIT - COLORADO INTERACTIVE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Transaction Fee Service Amendment
for Gov2Go Online Motor Vehicle Registration Renewal Service between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Clerk and Recorder's Office, and Colorado Interactive, commencing upon full execution of
electronic signatures, with further terms and conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Transaction Fee Service Amendment for Gov2Go Online Motor
Vehicle Registration Renewal Service between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Clerk and
Recorder's Office, and Colorado Interactive be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Clerk and Recorder, Carly Koppes,
be, and hereby is, authorized to digitally e -sign said amendment for submittal.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 11th day of April, A.D., 2018.

SUBJECT: Gov2Go
Gov2Go was developed in response to the need for citizens to be at the center of government.
Instead of citizens searching for when things are due, which agency to contact or which level of
government they need, the app brings together all citizens interactions with all levels of government
on one platform. Weld County along with El Paso, Adams and Arapahoe will be the first in the
State to offer this app to its citizens. Ryan Rose and I have been involved from the beginning
starting back in 2016. The Gov2Go app is now ready to be deployed to the citizens of Weld
County. The objective of the Gov2Go launch at this point is to help reduce office visits before
August 1st by encouraging people to renew their vehicle licenses online.
The change in credit card fees is lower than what is currently being charged by the state for citizens
to use the online or in office credit card machines.

1. Overview
1.1. DEPARTMENT

1.3. SCOPE OF SERVICE AMENDMENT
The purpose of this agreement is to define the new mutually agreed upon fee
calculation for all online and over-the-counter transactions for County Motor
Vehicle office(s). The change in fees will be isolated to credit card
transactions.
The current fee structure for these services is as follows:
• For all over the counter transactions less than or equal to $10 (ten dollars), there is no
fee associated with the transaction.
• For all online eCheck transactions greater than $10, the fee is $1.00.
• For all online credit card transactions greater than $10, the fee is 2.7% of the cost of
the services purchased.
The proposed fee structure for these services will be as follows:
• For all over the counter transactions less than or equal to $10 (ten dollars), there will
be no fee associated with the transaction.
• For all online eCheck transactions greater than $10, the fee will be $1.00.
• For all online credit card transactions equal to than $10, the fee will be equal to $0.75
+ 2.25% of the cost of the services purchased.
1.4. TERM AND SCOPE
The cut -over to the new aforementioned fee structure will take place after
business hours on the week of April 9th, 2018. The outlined change will be
done in a coordinated effort with the Gov2Go Online Vehicle Registration
Renewal service launch; allowing citizens to renew their vehicle online through
the Gov2Go application. All transactions made after the configuration change
to update the fees collected will reflect the new fee structure. In the event
that the scope of this service and/or the fees associated with this service
change in the future, a Change Order will be executed. The scope and terms
of this service will remain constant unless otherwise articulated in a Change
Order.
1.5. DELIVERABLE
Colorado Interactive will update the fee calculation for online and over-the-
counter payments for the service(s) outlined within Section 1.2 of this
agreement. The cutover to the new fee structure will occur on the date
referenced in Section 1.4 and after a fully executed copy of this agreement has
been distributed to all parties to this agreement.

2. Remittance Provisions
Funds from purchases through the service will be remitted to the Entity bank
account on the third or fourth business day following the date of the
transaction, depending upon the entity's receiving bank.
Weld County is a Netting Entity.
For Non -Netting Entities:
eCheck Returns: In the event of a returned eCheck payment (for reasons
including, but not limited to: Insufficient Funds, Invalid Account),
Colorado.gov will invoice the entity for the price of the
transaction, less the fee collected (unless otherwise stated), at
the end of the month. Colorado.gov's originator ID may be
displayed to remind business customers with debit blocked
accounts to remove the block before attempting payment.
Credit Card Returns: In the event of a disputed Credit Card item,
Colorado.gov will attempt to resolve the dispute on the Entity's
behalf. Colorado.gov will invoice the entity for the price of the
transaction, less the fee collected (unless otherwise stated), at
the end of the month. The funds may be returned (a "Reverse -
Return") if the financial institution sides with Colorado.gov. The
funds for a Reverse -Return are credited back to the Entity on
their invoice at the end of the month. A second and final return
may be initiated if the dispute enters arbitration. The Entity may
provide items to Colorado.gov to include in the dispute process.
eCheck Ft Credit Card Refunds: In the event of a refund on an eCheck or
a Credit Card payment - initiated by the Entity or at the request
of the Entity - Colorado.gov will invoice the entity for the price of
the transaction, less the fee collected (unless otherwise stated),
at the end of the month.
Invoices may be emailed or mailed to the Entity monthly. Payment may
be remitted to Colorado.gov's lockbox or paid online with a Credit Card
or eCheck. Invoice accounts may be separated by Department or Division
upon request.
For Netting Entities:

or mailed to the Entity monthly. Payment may be remitted to
Colorado.gov's lockbox or paid online with a Credit Card or
eCheck. Invoice accounts may be separated by Department or
Division upon request.
Colorado.gov, as the merchant of record, incurs bank/processor fees associated
with disputed and returned items.

ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, Colorado Statewide Internet Portal Authority (we, us or Company) may be
required by law to provide to you certain written notices or disclosures. Described below are the
terms and conditions for providing to you such notices and disclosures electronically through
your DocuSign, Inc. (DocuSign) Express user account. Please read the information below
carefully and thoroughly, and if you can access this information electronically to your
satisfaction and agree to these terms and conditions, please confirm your agreement by clicking

Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available
electronically to you by us. For such copies, as long as you are an authorized user of the

documents are first sent to you. After such time, if you wish for us to send you paper copies of

Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time
change your mind and tell us that thereafter you want to receive required notices and disclosures
only in paper format. How you must inform us of your decision to receive future notices and
disclosure in paper format and withdraw your consent to receive notices and disclosures
electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the
speed at which we can complete certain steps in transactions with you and delivering services to
you because we will need first to send the required notices or disclosures to you in paper format,
and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. To indicate to us that you are changing your mind, you must
withdraw your consent using the DocuSign A -Withdraw ConsentA9[ form on the signing page of
your DocuSign account. This will indicate to us that you have withdrawn your consent to receive
required notices and disclosures electronically from us and you will no longer be able to use your
DocuSign Express user account to receive required notices and consents electronically from us
or to sign electronically documents from us.
All notices and disclosures will be sent to you electronically
Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgements, and other documents that are required to be provided or
made available to you during the course of our relationship with you. To reduce the chance of

not require any other information from you to change your email address..
In addition, you must notify DocuSign, Inc to arrange for your new email address to be reflected
in your DocuSign account by following the process for changing e-mail in DocuSign.
To request paper copies from Colorado Statewide Internet Portal Authority
To request delivery from us of paper copies of the notices and disclosures previously provided
by us to you electronically, you must send us an e-mail to sipa@cosipa.gov and in the body of
such request you must state your e-mail address, full name, US Postal address, and telephone
number. We will bill you for any fees at that time, if any.
To withdraw your consent with Colorado Statewide Internet Portal Authority
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check -box indicating you wish to withdraw your consent, or you may;
ii. send us an e-mail to sipa@cosipa.gov and in the body of such request you must state
your e-mail, full name, IS Postal Address, telephone number, and account number. We do
not need any other information from you to withdraw consent.. The consequences of your
withdrawing consent for online documents will be that transactions may take a longer time
to process..
