HomeMy WebLinkAbout20180545.tiffRESOLUTION RE: APPROVE GRANT APPLICATION FOR 2019 HAZARDOUS MATERIALS EMERGENCY PLANNING (HMEP) AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for 2019 Hazardous Materials Emergency Planning (HMEP) from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Office of Emergency Management, to the Colorado Division of Homeland Security and Emergency Management, Department of Public Safety, commencing October 1, 2018, and ending September 30, 2019, with further terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for 2019 Hazardous Materials Emergency Planning (HMEP) from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Office of Emergency Management, to the Colorado Division of Homeland Security and Emergency Management, Department of Public Safety, be, and hereby is, approved. The main project in the grant for 2019 is the development of a specific Hazardous Materials Transportation and Response plan for Weld County. The other projects listed in the grant scope of work are related to supporting the Local Emergency Planning Committee (LEPC) through developing a workshop related to the facilities in the County that handle hazardous materials, coordination with pipeline operators, community risks and capability assessments and commodity flow studies. The application is attached along with the Scope of Work. The grant budget is $120,000.00 with a required match of 24,000.00 which will be a budget request item in the 2019 budget. This is an increase from the 2018 grant due to the addition of the County Specific Hazardous Materials Transportation and Response Plan. I'm requesting approval to add the application to the BOCC agenda for signature and submission to the State. The grant is due Feb 28tH What options exist for the Board? (include consequences, impacts, costs, etc. of options): Approve application as written, Approve application with an amended budget, this will allow the work to continue but limit the scope of work. Weld County is seeking a contracted planning position to support the Office of Emergency Management and the Weld County LEPC on community preparedness for risks associated with hazardous materials transportation, support LEPC's in the NE Region of Colorado and support the collection and routing of commodity flow information in Weld County and the NE Region. 3. The specific hazardous materials activities to be addressed by the project (please provide details.) Indicate the Core Capabilities you are addressing. Weld County and Weld LEPC will utilize the analytical information obtained in the projects from 2018 to address the development of a Hazardous Materials Response and Transportation Plan, provide table top scenarios for each of the RMP facilities, coordinate an LEPC workshop, prepared a report and risk assessment for each of the facilities that have EHS chemicals in place, coordinate with each community on planning for hazmat transportation risks and develop an training and exercise plan based on worst case scenarios. Coordinate with Pipeline operators on delivery of Pipeline Safety Training and community outreach. Coordinate with the NE Region LEPC Chairmen on support to their LEPC's? 4. Budget Narrative — Describe/detail the costs for each category used in the budget table above. How are those costs determined and what will be purchased, who's salaries are included and at what rates, etc. $110,000.00 is identified for contractual costs to hire a contractor(s) for completion of the scope of work (see attached), this includes the development of the County Wide Hazardous Materials Transportation and Response Plan. This plan will be Weld County specific and will take a substantial amount of coordination with hazmat teams and first response agencies, to include; 26 fires agencies (three hazmat teams), CSP Hazmat, 18 Law Enforcement agencies and the LEPC. $14,000.00 of this will be cash match and will a part of the 2019 budget for Weld County. $5,000.00 is budgeted for travel costs, these costs will be for travels related to work on the grant SOW, attending meetings with planning partners in the County, CEPC Meetings, LEPC Conference and other Regional meetings as needed. This is a hard cash match and will be a part of the 2019 budget for Weld County. $5,000.00 is budgeted for supplies, this funding is for printing, copying and other supplies associated to the workshop and planning meeting for the grant, the development of the hazardous materials transportation response plan will require additional printing for copies of draft plans and review at work sessions and workshop meetings. We are processing EPRCA Tier II data utilizing CAMEO and communication with our reporting facilities on questions related to their reports. Additional comments/justification: (As needed) Weld County has a growing energy industry and hazardous material accidents and transportation is identified as a high risk for Weld County (2016 Hazard Mitigation Plan). Weld County has 9,267 Tier II facilities, all have some sort of transportation connection. Oil and Gas is a large part of our Tier II facilities, pipeline and road transportation is a major process for these companies. Coordination is a must for each of the companies and local responder, the Weld County LEPC is active and working with Industry partners but the LEPC needs assistance with the coordination for the number of companies we have in the County. This grant will support the development of a comprehensive hazardous materials transportation and response plan for the county. This will be the first time in many years we have been able to complete this task. Steve Moreno Commissioner Chair, Weld County BOCC Authorized Person/Title (may be typed — contract will be physically signed) FEB 212018 Oo t 8- 0545 Weld County HMEP SOW 2018-2019 Application Feb 7 2018 Weld County is seeking a contracted planning position to support the Office of Emergency Management, the Weld County Local Emergency Planning Committee (LEPC) and the Northeast Region LEPC's. The contractor will help with community preparedness for risks associated with hazardous materials transportation, support LEPCs in the NE Region of Colorado and support the collection and routing of commodity flow information in Weld County and the NE Region. Deliverables under this grant include: 1. Pipeline Operator Coordination: coordinate with all Pipeline Operators in Weld County and the Northeast Region, and provide a updated list of local, emergency and Environmental Health and Safety (EHS) contacts for the companies. Provide Pipeline Operators the appropriate LEPC information and meeting dates. Attend the Weld County Damage Prevention Council meetings with OEM Staff to coordinate and share information related to pipeline safety. 2. Hazardous Materials Transportation and Response Plan: Utilizing the information developed from the 2017-2018 Grant projects, develop a Hazardous Materials Transportation and Response Plan in coordination with Colorado State Patrol Hazmat and Colo Department of Trasportation. This plan will cover unincorporated Weld County and the Fire Districts within Weld County. This plan will be Weld County specific and address the risks associated to Weld County. 3. Community Risk Assessments: Build on the community risk assessment developed for each community in Weld County based 2017-2018 grant project. Continue to work with local communities and Weld County Emergency Management staff to meet with community officials and present the assessments. 4. Capability Assessment and Gap Analysis: Identify an improvement plan for communities from the gap analysis completed during the 2017-2018 assessment. Identify how the Fire districts can support the Hazmat Response Teams in the County through training, exercises and specific equipment or capabilities. 5. Commodity Flow Studies (CFS): Complete three Commodity Flow Studies (conduct studies at three different times during the 2018 year) in each of the following Areas, CR 49 and 1-76, CR 49 and Hwy 34, Hwy 392 and Hwy 85, Hwy 85 and Hwy 14 and Hwy 257. The Commodity Flow Studies will be completed using the CFS application used by Weld County Office of Emergency Management. 6. Weld County Local Emergency Planning Committee (LEPC) Support: Support the Weld County LEPC by attending the quarterly meetings and Weld County HMEP SOW 2018-2019 Application Feb 7 2018 developing one LEPC workshop. At the meetings, provide status reports on the deliverables for the grant and information on assessments and identified gaps. Coordinated with the State of Colorado Emergency Planning Committee (CEPC) and the Weld County Office of Emergency Management on the development of an LEPC workshop. Workshop should be completed by August 31, 2019. 7. Northeast Region LEPC Support: Coordinate with each of the 11 counties in the Northeast Region and establish a line of communication for each LEPC, review the status of their Hazmat Plan and determine if updates are needed. If requested, meet with the LEPC Chair and identify how to help increase their membership, better meet requirements of the LEPC, or other support needs related to hazardous materials transportation. 8. Weld County Risk Management Plan (RMP) Facilities: Coordinate with all Risk Management Plan Facilities (RMP) in Weld County, coordinate meetings with each of the facilities, first responders, and emergency management. Help to identify gaps in planning for the RMP facilities with first responders. Work with Weld County Emergency Management to review and update the improvement plan based on risks identified at 2018 meeting meetings. The contractor will be expected to coordinate and update the OEM director on a weekly basis, and will attend weekly update meetings with Weld County OEM staff, and will provide monthly status reports on project deliverables. The contractor will also provide a presentation to the Weld County Multi -Agency Coordination (MAC) Group on status of risk assessments and Hazardous Materials Plan.
