The location outlined in the postcard shows land right up to our property line to the north and east. We would like more information on what is planned directly abutting our property. We understand that the location of the facility itself will be to the north of us, with agricultural land in between, but the proximity is troubling. Concerns are for the traffic and noise from that many trucks coming and going every day, air quality and groundwater quality. We raise organic crops to share and donate, and are concerned about the ability to ensure they are safe. We already deal with the noise from the compressor station directly northeast of our house. We didn't imagine another oil related property could bring even more negative impact on our property value, as we believe this will. Please consider the surrounding residents in the process. My husband Gil and I are concerned about this project as it will remove prime irrigated farm land from production and that is against the Weld County priorities. This land has produced sugar beets, alfalfa and corn for as long as we have been here. The dairies have applied their pen waste to this field for many years which adds to the quality of this soil. We are also distressed that the applicant has made no provision for landscaping. If a beautiful productive farm field is to be eliminated there should be something attractive to soften the large industrial appearance. At Rd 19 & Rd 14 are two industrial looking gas plants and an electric generation station. The landscaping of that generation plant is so attractive that it is not at all offensive to the eye. Trees and berms soften a facility greatly but this applicant appears uncaring about appearance. The traffic on road 19 is heavy and the site is in a low spot between two ridges. At minimum there would have to be a turn and excelleration lane and I do not believe that would even offer sufficient safety. We have lived here 35 years and there have been 11 traffic deaths within about a mile of the proposed site. Adding another facility with heavy trucking traffic seems irresponsible. We hope these shortfalls will be seriously considered regarding this application. At best we hope this facility is denied but at minimum the traffic considerations and esthetics need reconsideration. Eric Wernsman 16493 Essex Rd S Platteville CO 80651 Thank you for the letter regarding the proposed Injection Well Facility. We would like to take this opportunity to inform you about the Injection Well Facilities that Expedition Water Solutions constructs. We have supplied Weld County with a Traffic Study by a Registered Professional Traffic Engineer and he has determined that additional traffic lanes are not warranted at this time. The trips that the water trucks make to the site are generally not during high traffic times experienced on most roads. The trips are spread out over the course an entire day. The facility would not expect over 8 trucks an hour, but if they did, would have room to stage the trucks on the site and traffic would not be impacted. Regarding Ground Water Safety, Expedition Water solutions is required by Weld County and The State of Colorado to provide Ground Water Monitoring. Expedition is required to provide reports of the monitoring when asked for them by any jurisdiction. The facility is constructed with concrete structures that all have secondary liners beneath anything storing a liquid. The lighting on the site will be downcast and shielded per Weld County Code. We will be happy to provide you a copy of the site plan showing the lighting locations if you would like one. Expedition Water Solutions will be required to maintain noise levels lower than the allowed levels for commercial areas. All of the large pumps required for the facility will be housed in an insulated metal building to keep offsite noise to a minimum. Please contact me if you have any questions regarding this matter. Sincerely �i Eric Wernsman I am Diana Evans, 7987 County Rd. 19 (about a half mile south of the site) Fort Lupton, CO 80621 It is bewildering that we have to gather here today to discuss the removal of prime irrigated & fertile farm ground from production. I havie lived on our tam about a half mile south of the proposed injection site for over 35 years and always enjoyed driving by this field because it was leveled, concreteditches and grew a varlety of crops each year, alfalfa, corn, sugar ar beets � to n - .e a ew I thought Weld C o LJn 6 7r encouraged the continuation of agriculture not conversion Lon to industrial use. i ■ a st ead this year the entire field lays weed covered and unused although this application involves only 30 acres. that is about about 60 or 70 unproductive acres. County Road 19 is a dangerous road, especially where the entry to the applicants site is proposed. There is a ridge both north and south of the site and there have been several deaths right there because people try to pass but there isn't enough distance and approaching cars may be just over the ridge with .pp � either north or south bound. To create safety with the many trucks that will be entering the site at m i r roan a long turn lane and a long merge lane would be required. Also, Road 19 is narrow & without a. shoulder, so a turn without the additional lane would be a hazard. Can coming over the ridge would encounter a road block when a truck would be entering the site. There have been nun .erous deaths on that stretch of Road 19, one only a few hundred ≥=eet from the proposed entry. Adding this additional volume of -trucking traffic would be inesponsible in my opinion. 'Mere is no provision for landscaping for this project. I think it would be derelict to eliminate a productive a_ cul u.ral field and not providing for esthetics. At Road 19 and Road 14 there are 2 gas facilities and a generation plant. The gas facilities took ugly and industrial but the Generation plant has berms, walls, trees, plantings, iron fencing anda pleasing .pp'earance. Central 'eld Water is a ailable for the app l.i ca.nt so they couldmaintain the plantings. With all the growth we have had in the southern end of the County more consideration needs to be made for esthetics to eliminate such an industrial look. We may be Oil Town USA but do we really want to look like it? The e applicant had a gathe W for the area residents but has failed to include them in the process. They had t - ., _ failed of the proposed facility but when I and other nei hbors asked to be �nncluded the -.s l� � to offer any specifics nor provide a sign up list for notification of these meetings. We still wouldn't know except that I called the County Planning and inquired. I was told that the Planning Department had their part complete and it was aLready scheduled for hearings. `hiey could do this because there are no residents within the 5004 notification zone. I and other neighbors also failed to see notice posted on site and believe me, we stop to read those notices! I am sure this type of facility is needed .to support a e oil fields but I am sure there is a more appropiate , ro,ate • location.. There is a lot of Laren dry land east of Fort Lupton ton for example. Please consider these and other comments seriously for this facility would forever change the agricultural aspect of our area as we are struggling to maintain our rural way of life. Corning from 3 generations of agriculture I can assert that as my Uncle always said "It is a poor way to make a living but sure a quality wway of life." please help us by denying this Industrial Application.
