RE: APPROVE AGREEMENT FOR PROFESSIONAL SERVICES FOR EARLY

TO SIGN - NORTH RANGE BEHAVIORAL HEALTH
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement for Professional Services
for Early Childhood Mental Health Consultation (ECMH) between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Human Services, and North Range Behavioral Health, commencing upon full
execution of signatures, with further terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Agreement for Professional Services for Early Childhood Mental
Health Consultation (ECMH) between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County, on behalf of the Department of Human Services,
and North Range Behavioral Health be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 23rd day of May, A.D., 2018.

Consultation
Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Department's Professional Services Agreement for Early Childhood
Mental Health Consultation (ECMH). The Department is requesting a Professional Services Agreement with
North Range Behavioral Health to provide ECMH services to in -home child care providers. The goal is to
enhance recruitment initiatives and strategies resulting in an increase in the number and quality of child care
providers in the County. This service will support in -home child care providers, implement quality measures,
regardless of licensure status, and increase the number of quality in -home child care providers who will accept
CCCAP. The agreement is for a one-year period with the option to renew for two additional years. The
maximum dollar amount for these services is $82,375.00 for the first year.
This agreement was discussed with the BOCC during a work session on February 13, 2018 where initial
approval was received.
I do not recommend a Work Session. I recommend approval of this Agreement.

WELD COUNTY AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN WELD COUNTY & NORTH RANGE BEHAVIORAL HEALTH
EARLY CHILDHOOD MENTAL HEALTH CONSULTATION (ECMH)
THIS AGREEMENT is made and entered into this day of ,c20/6Iby and between the County of
Weld, a body corporate and politic of the State of Colorado, by and through it oard of County Commissioners, whose
address is 1150 "O" Street, Greeley, Colorado 80631 hereinafter referred to as "County," and NORTH RANGE
BEHAVIORAL HEALTH, who whose address is 1300 N. 17TH Ave., Greeley, Colorado 80631, hereinafter referred to as
"Contractor".
WHEREAS, County desires to retain Contract Professional as an independent Contract Professional to perform
services as more particularly set forth below; and
WHEREAS, Contract Professional has the ability, qualifications, and time available to timely perform the services,
and is willing to perform the services according to the terms of this Agreement.
WHEREAS, Contract Professional is authorized to do business in the State of Colorado and has the time, skill,
expertise, and experience necessary to provide the services as set forth below;
NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the parties hereto
agree as follows:
1. Introduction. The terms of this Agreement are contained in the terms recited in this document and in Exhibit A and
Exhibit B which form an integral part of this Agreement. Exhibit A and Exhibit B are specifically incorporated herein by
this reference.
2. Service or Work. Contractor agrees to procure the materials, equipment and/or products necessary for the Project and
agrees to diligently provide all services, labor, personnel and materials necessary to perform and complete the Project
described in Exhibit A.
3. Term. The term of this Agreement begins upon the date of the execution of this Agreement by County, and shall
continue for one year. The agreement is renewable by both parties on an annual basis, for an additional two years.
4. Termination. Either party may terminate this Agreement, with or without cause, on thirty (30) days written notice.
Furthermore, this Agreement may be terminated at any time without notice upon a material breach of the terms of the
Agreement.
5. Extension or Modification. Any amendments or modifications to this agreement shall be in writing signed by both
parties. No additional services or work performed by Contractor shall be the basis for additional compensation unless and
until Contractor has obtained written authorization and acknowledgement by County for such additional services.
6. Compensation/Contract Amount. County agrees to pay an amount no greater than $82,375.00 for the first year, as
set forth in Exhibit A. Subsequent year budgets will be submitted through the amendment process. County agrees to pay
Contractor through an invoice process during the course of the contract in accordance with the Scope of Work as described
in Exhibit A. Contractor agrees to submit invoices which detail the work completed by Contractor. The County will review
each invoice and if it agrees Contractor has completed the invoiced items to the County's satisfaction, it will remit payment
to Contractor. Contractor agrees to work within the confines of the Scope of Work outlined in Exhibit A. County will not
withhold any taxes from monies paid to the Contractor hereunder and Contractor agrees to be solely responsible for the
accurate reporting and payment of any taxes related to payments made pursuant to the terms of this Agreement.
7. Independent Contractor. Contractor agrees that it is an independent Contractor and that Contractor's officers, agents
or employees will not become employees of County, nor entitled to any employee benefits from County as a result of the
execution of this Agreement. Contractor shall perform its duties hereunder as an independent Contractor. Contractor shall
be solely responsible for its acts and those of its agents and employees for all acts performed pursuant to this Agreement.
Contractor, its employees and agents are not entitled to unemployment insurance or workers' compensation benefits through
County and County shall not pay for or otherwise provide such coverage for Contractor or any of its agents or employees.
8. Subcontractors. Contractor acknowledges that County has entered into this Agreement in reliance upon the particular
reputation and expertise of Contractor. Contractor shall not enter into any subcontractor agreements for the completion of
this Project without County's prior written consent, which may be withheld in County's sole discretion.
9. Ownership. All work and information obtained by Contractor under this Agreement or individual work order shall
become or remain (as applicable), the property of County.
10, Confidentiality. Contractor agrees to keep confidential all of County's confidential information. Contractor agrees
not to sell, assign, distribute, or disclose any such confidential information to any other person or entity without seeking
written permission from the County. Contractor agrees to advise its employees, agents, and consultants, of the confidential
and proprietary nature of this confidential information and of the restrictions imposed by this agreement.
11. Warranty_ Contractor warrants that the services performed under this Agreement will be performed in a manner
consistent with the standards governing such services and the provisions of this Agreement. Contractor further represents
and warrants that all services shall be performed by qualified personnel in a professional and workmanlike manner,
consistent with industry standards, and that all services will conform to applicable specifications.
12. Acceptance of Services Not a Waiver. In no event shall any action by County hereunder constitute or be construed
to be a waiver by County of any breach of this Agreement or default which may then exist on the part of Contractor.
Acceptance by the County of, or payment for, the services completed under this Agreement shall not be construed as a
waiver of any of the County's rights under this Agreement or under the law generally.
13. Insurance and Indemnification. Contractor shall procure at least the minimum amount of automobile liability
insurance required by the State of Colorado for the use of any personal vehicle. Proof of said automobile liability insurance
shall be provided to County prior to the performance of any services under this Agreement. Professional Liability (Errors
and Omissions Liability) The policy shall cover professional misconduct or lack of ordinary skill for those positions
defined in the Scope of Services of this contract. Contract Professional shall maintain limits for all claims covering wrongful
acts, errors and/or omissions, including design errors, if applicable, for damage sustained by reason of or in the course of
operations under this Contract resulting from professional services. In the event that the professional liability insurance
required by this Contract is written on a claims -made basis, Contract Professional warrants that any retroactive date under
the policy shall precede the effective date of this Contract; and that either continuous coverage will be maintained or an
extended discovery period will be exercised for a period of two (2) years beginning at the time work under this Contract is
completed.

14. Indemnity. The Contractor shall defend, indemnify and hold harmless County, its officers, agents, and employees,
from and against injury, loss damage, liability, suits, actions, or claims of any type or character arising out of the work done
in fulfillment of the terms of this Contract or on account of any act, claim or amount arising or recovered under workers'
compensation law or arising out of the failure of the Contractor to conform to any statutes, ordinances, regulation, law or
court decree.
15. Non -Assignment. Contractor may not assign or transfer this Agreement or any interest therein or claim thereunder,
without the prior written approval of County.
16. Interruptions. Neither party to this Agreement shall be liable to the other for delays in delivery or failure to deliver or
otherwise to perform any obligation under this Agreement, where such failure is due to any cause beyond its reasonable
control, including but not limited to Acts of God, fires, strikes, war, flood, earthquakes or Governmental actions.
17. Compliance with Law. Contractor shall strictly comply with all applicable federal and State laws, rules and regulations
in effect or hereafter established, including without limitation, laws applicable to discrimination and unfair employment
practices.
18. Non -Exclusive Agreement. This Agreement is nonexclusive and County may engage or use other Contractors or
persons to perform services of the same or similar nature.
19. Entire Agreement/Modifications. This Agreement including the Exhibits attached hereto and incorporated herein,
contains the entire agreement between the parties with respect to the subject matter contained in this Agreement. This
instrument supersedes all prior negotiations, representations, and understandings or agreements with respect to the subject
matter contained in this Agreement. This Agreement may be changed or supplemented only by a written instrument signed
by both parties.
20. Fund Availability. Financial obligations of the County payable after the current fiscal year are contingent upon funds
for that purpose being appropriated, budgeted and otherwise made available. Execution of this Agreement by County does
not create an obligation on the part of County to expend funds not otherwise appropriated in each succeeding year.
21. Employee Financial Interest/Conflict of Interest — C.R.S. §§24-18-201 et seq. and §24-50-507. The signatories to
this Agreement state that to their knowledge, no employee of Weld County has any personal or beneficial interest
whatsoever in the service or property which is the subject matter of this Agreement.
22. Severability. If any term or condition of this Agreement shall be held to be invalid, illegal, or unenforceable by a
court of competent jurisdiction, this Agreement shall be construed and enforced without such provision, to the extent that
this Agreement is then capable of execution within the original intent of the parties.
23. Governmental Immunity. No term or condition of this contract shall be construed or interpreted as a waiver, express
or implied, of any of the immunities, rights, benefits, protections or other provisions, of the Colorado Governmental
Immunity Act §§24-10-101 et seq., as applicable now or hereafter amended.
24. No Third Party Beneficiary. It is expressly understood and agreed that the enforcement of the terms and conditions
of this Agreement, and all rights of action relating to such enforcement, shall be strictly reserved to the undersigned parties
and nothing in this Agreement shall give or allow any claim or right of action whatsoever by any other person not included
in this Agreement. It is the express intention of the undersigned parties that any entity other than the undersigned parties
receiving services or benefits under this Agreement shall be an incidental beneficiary only.
25. Board of County Commissioners of Weld County Approval. This Agreement shall not be valid until it has been
approved by the Board of County Commissioners of Weld County, Colorado or its designee.
26. Choice of Law/Jurisdiction. Colorado law, and rules and regulations established pursuant thereto, shall be applied in
the interpretation, execution, and enforcement of this Agreement. Any provision included or incorporated herein by
reference which conflicts with said laws, rules and/or regulations shall be null and void. In the event of a legal dispute
between the parties, Contractor agrees that the Weld County District Court shall have exclusive jurisdiction to resolve said
dispute.
27. Public Employment Retirement Program. Contractor is responsible for notifying Weld County of any previous
participation in the Colorado Public Employee Retirement Program. Contractor must notify Weld county of the most recent
employment for a PERA contributing employer.
28. Public Contracts for Services C.R.S. §8-17.5-101. Contractor certifies, warrants, and agrees that it does not
knowingly employ or contract with an illegal alien who will perform work under this contract. Contractor will confirm the
employment eligibility of all employees who are newly hired for employment in the United States to perform work under
this Agreement, through participation in the E -Verify program or the State of Colorado program established pursuant to
C.R.S. §8-17.5-102(5)(c). Contractor shall not knowingly employ or contract with an illegal alien to perform work under
this Agreement or enter into a contract with a subcontractor that fails to certify with Contractor that the subcontractor shall
not knowingly employ or contract with an illegal alien to perform work under this Agreement. Contractor shall not use E -
Verify Program or State of Colorado program procedures to undertake pre -employment screening or job applicants while
this Agreement is being performed. If Contractor obtains actual knowledge that a subcontractor performing work under the
public contract for services knowingly employs or contracts with an illegal alien Contractor shall notify the subcontractor
and County within three (3) days that Contractor has actual knowledge that a subcontractor is employing or contracting
with an illegal alien and shall terminate the subcontract if a subcontractor does not stop employing or contracting with the
illegal alien within three (3) days of receiving notice. Contractor shall not terminate the contract if within three days the
subcontractor provides information to establish that the subcontractor has not knowingly employed or contracted with an
illegal alien. Contractor shall comply with reasonable requests made in the course of an investigation, undertaken
pursuant to C.R.S. §8-17.5-102(5), by the Colorado Department of Labor and Employment. If Contractor participates in
the State of Colorado program, Contractor shall, within twenty days after hiring an new employee to perform work under
the contract, affirm that Contractor has examined the legal work status of such employee, retained file copies of the
documents, and not altered or falsified the identification documents for such employees. Contractor shall deliver to County,
a written notarized affirmation that it has examined the legal work status of such employee, and shall comply with all of the
other requirements of the State of Colorado program. If Contractor fails to comply with any requirement of this provision
or of C.R.S. §8-17.5-101 et seq., County, may terminate this Agreement for breach, and if so terminated, Contractor shall
be liable for actual and consequential damages.
Except where exempted by federal law and except as provided in C.R.S. § 24-76.5-103(3), if Contractor receives federal or
state funds under the contract, Contractor must confirm that any individual natural person eighteen (18) years of age or older
is lawfully present in the United States pursuant to C.R.S. § 24-76.5-103(4), if such individual applies for public benefits
provided under the contract. If Contractor operates as a sole proprietor, it hereby swears or affirms under penalty of perjury
that it: (a) is a citizen of the United States or is otherwise lawfully present in the United States pursuant to federal law, (b)
shall produce one of the forms of identification required by C.R.S. § 24-76.5-101, et seq., and (c) shall produce one of the
forms of identification required by C.R.S. § 24-76.5-103 prior to the effective date of the contract.
29. Acknowledgment. County and Contractor acknowledge that each has read this Agreement, understands it and agrees
to be bound by its terms. Both parties further agree that this Agreement, with the attached Exhibit A, is the complete and
exclusive statement of agreement between the parties and supersedes all proposals or prior agreements, oral or written, and
any other communications between the parties relating to the subject matter of this Agreement.

EXHIBIT A
North Range Behavioral Health
Scope of Service — Early Childhood Mental Health (ECMH) Consultation
1. Planning Period
a. During the first 120 days of the contract, there will be a planning period for the
Contractor and Human Services to work together to identify specific
deliverables, quantitative and qualitative outcomes, and assessment tools used
to measure the success of this agreement.
b. The Contractor and Human Services staff will meet at monthly, at minimum,
during the planning period and provide regular updates to the Department of
Human Services Director and the North Range Behavioral Health Executive
Director on progress, identified objectives and deliverable methods of
measurement.
c. At the completion of the planning period, a report will be completed by
Contractor and Human Services Child Care staff, detailing the specific
deliverables, quantitative and qualitative outcomes, and assessment tools to be
used to measure the success of the project. The report will be ready to present
by July 31, 2018.
d. The mutually agreed upon results and deliverables of the planning period will be
incorporated in the scope of services (Exhibit A), through written concurrence of
the Director of the Weld County Department of Human Services and the
Executive Director of North Range Behavioral Health.
If mutually agreed upon results and deliverables are not able to be reached, one
of the following options may be implemented.
I. Agree, in writing, to extend the planning period for a mutually
agreed upon timeframe, not to exceed an additional 60 days.
II. Terminate the agreement using the terms and conditions outlined
in the agreement.
III. Adjust the scope of services and agreement through a written
amendment to the original agreement, following the terms and
conditions of the agreement and executed by both parties.
2. General Description of Contractor including target population, area served, and
program being proposed.
Contractor has offices in Greeley, Frederick, and in Fort Lupton supporting all of Weld
County, Colorado. The NRBH Family Connects teams provide a continuum of prevention
to intervention services for providers and families with young children (prenatally
through 12 years of age). The ECMH Consultant uses the research informed practices
that the Colorado Office of Early Childhood (OEC) has adopted to address challenging

behaviors in young children and influence a reduction in child care suspensions and
expulsion rates. NRBH — Family Connects has been providing ECMH consultation focused
services in child care settings since 2005.
The ECMH Consultant, at the direction of Employment Services of Weld County
(hereinafter ESWC) staff, will provide early childhood mental health consultation to
prospective, new and existing Weld County Child Care Home Providers. These supports
will focus on growing provider knowledge and skills to support children birth through
age 12 years. These supports will be provided in the home provider setting and align
with State rules and regulations with an emphasis on reducing challenging behaviors.
The ECMH Consultant can also act as a resource for parents whose children exhibit
behavioral concerns, recommend solutions for the child care provider and/or parent
and Weld County Department of Human Services (WCDHS) to mitigate behavioral
concerns in the home, and make appropriate referrals to community resources and
partners, to strengthen the health a child care home and to improve the quality of child
care.
3. Type of service, brief description and rate for each proposed service. Description of
service should include any assessment tools or specific practices used in the provision
of that service.
Early Childhood Mental Health Consultation (ECMHC)is a multi -level preventive
intervention that partners mental health therapists with individuals who work with
young children and their families to improve their social, emotional, and behavioral
health and development. ECMHC builds the capacity of providers and families to
understand the powerful influence of their relationships and interactions on young
children's development. ECMHC includes skilled observations, individualized strategies,
and early identification of children with and at risk for mental health challenges.
One important goal of the Office of Early Childhood (OEC) is to reduce the rates of
expulsion in the early care and education setting with a goal of eliminating early
childhood expulsion. The U.S. Department of Health and Human Services and the U.S.
Department of Education published a policy statement that emphasizes the need for
prevention through additional resources, increased workforce competencies, the use of
evidence -based interventions, and early childhood mental health consultation.
Early Childhood Mental Health Consultation:
Child Age Range: Birth to 6 (child specific impact ages)
Content Age: ECMHC will provide knowledge and content to home provider for
children birth to 12 years
Adult Age: Any age for adult providers and family members

Gender Criteria: All
Goals:
Utilize consultation, reflective supervision and training to increase
providers skills to provide environments that help children be successful
and gain social and emotional skills.
Equip child care providers and families with the knowledge, skills and
resources needed to reduce disruption in care for young children with
challenging behaviors.
Engage providers and families in the development of Functional
Behavior Plans (FBP) when there are identified challenging behaviors
and needs for individual children.
Provide the consultation, modeling and support for caregivers to
implement the Functional Behavior Plan and strategies.
Complete school readiness assessments (Bracken) for all children in care
between 3 years of age and kindergarten entrance
Complete the ASQ3 for children between birth to 3 years every 6
months to monitor developmental progress.
Complete ASQ: SE on children 6 months to 5 years every 6 months to
monitor social and emotional development.
Use DECA — Clinical assessment to monitor children birth to 5 years that
have identified challenging behaviors
Use the PICCOLO to measure adult home provider change in care giving
and relationships every 6 months.
Length of Service: Providers that will be offered embedded ECMH consultation will be
selected by ESWC in partnership with the ECMHC.
ECMH consultation is an ongoing relationship that continues a minimum
of 1 year with increases/decreases in time commitment based on
presenting challenges.
Embedded collaborative agreements are established with child care
providers and reviewed at minimum every 6 months.
Primary Intervention
Type: ECMH consultation, training, screening/assessments, psycho -education,
prevention and therapeutic intervention as needed
Special Services: Access to Infant Mental Health Endorsed therapists that are trained in

evidence -based practices with young children, families, and provider
ECMHC range of ability includes prevention and intervention services
Inclusionary Criteria Home child care providers must be committed to an embedded
consultation model focused on prevention and reducing expulsion
Providers will ensure they have a written policy and practice as required
by CDHS and OEC This plan will be utilized as a working process with
families and guide the reduction of expulsions from care
Rules that address the need for the provision of individualized social
and emotional intervention supports and positive behavior support
plans for any child in need These new rules, 7 702 31 (H) and
7 702 31(Z) are effective February 1, 2016 and can be found at the
Colorado Secretary of State website
Families of children with identified challenging behaviors are an integral
part of the behavior plan The ECMH consultant will not engage in
specialized work without the permission and full engagement of the
family
The expectation for home providers is that they will engage in
consultation This designated time allows home providers to maintain
adequate supervision of children

Adults are the focus of this work and capacity is dependent on
intensity of needs It is estimated that a full time ECMH Consultant can
be embedded in no more than 9-20 home provider settings
A typical week will consist of an estimated 24-32 hours in direct work
with providers, four (4) hours a week in supervision, planning and
meeting with ECMH team, and four (4) hours a week at WCDHS working
with ESWC contact and providers

Parents are engaged in FBP, home visits and phone check in
calls. This only includes the increased consultation around
child specific needs. Therapeutic intervention is not
included in these numbers.
For Other Areas: South County roundtrip travel time is an estimated two (2) hours. If impact included providers
outside of Greeley then the numbers able to be impacted will vary. These allocated times reduce / increase based
on presenting needs of providers and children in their care.
Evaluation Component: Each month a different assessment, screening or professional development plan is
reviewed and monitored. Tools for children: Bracken, ASQ3, ASQ: SE, DECA-C, Adult Tools: PICCOLO, professional
growth plan & others as appropriate.
Medicaid Eligibility Medicaid and insurance do not pay for consultation, training and
reflective supervision supports.
Children with significant issues that open for mental health services (this
requires a diagnosis) will have their therapeutic intervention billed to
CHP+, insurance, Medicaid and/or family payor source.
Referral The focus of this ECMHC FTE will be to embed consultation in home

4. ECMH Consultation Outcomes in Weld County (2018)
• ECMH consultant will work with 9-20 home child care providers. Number will vary based
on location, number of challenging behaviors in home, and needs of providers.
• ECMH consultant will impact through periodic screening potentially 36-160 children
(school readiness and developmental screenings). Number will vary based on home
provider capacity. FFN providers can only have 4 children in care with licensed home
settings typically capped at 8 children.
• Every provider engaged in embedded consultation will establish a strong process to
addressing challenging behaviors
o Written policy and procedures
o Prevention focused (at first concern of behaviors)
o Utilize a Functional Behavior Assessment (FBA) Process
• Parents will be actively engaged in the FBA process when children are identified with
challenging behaviors
• Providers will participate in regular meetings with ECMH consultant to ensure a

expulsions to serve as the starting point to determine reductions in
suspensions/expulsions.

SUMMARY
Infant and Early Childhood Mental Health Consultation is a multi -level preventive intervention
that partners a mental health therapist with individuals who work with young children and their
families to improve their social, emotional, and behavioral health and development. IECMHC
builds the capacity of providers and families to understand the powerful influence of their
relationships and interactions on young children's development. IECMHC includes skilled
observations, individualized strategies, and early identification of children with and at risk for
mental health challenges.
The Early Childhood Mental Health Consultant, at the direction of ESWC staff, will provide
behavioral health consultation to prospective, new and existing Weld County Child Care Home
Providers. Complete initial and follow-up health checks for Child Care Home Providers following
State rules and regulations. Act as a resource for parents whose children exhibit behavioral
concerns. Recommend solutions for the child care provider and/or parent and Weld County
Department of Human Services (WCDHS) to mitigate behavioral concerns in the home. Make
appropriate referrals to community resources and partners, to strengthen the health a child
care home and to improve the quality of child care.

Conduct home visits at the request of the REACH Team of ESWC to childcare providers caring
for children ages infant to 12 years old. Provide WCDHS and the child care home provider with
a report of observations, recommendations, and referrals, as appropriate. Specifically, equip
child care providers and families with the knowledge, skills and resources needed to reduce
disruption in care for young children with challenging behaviors; utilize consultation, reflective
supervision, training to increase teacher skills to provide environments that help children be
successful and gain social and emotional skills; engage directors, teachers and families in the
development of Functional Behavior Plans (FBP) when there are identified challenging
behaviors and needs for individual children. Provide the consultation, modeling and support for
caregivers to implement the behavior strategies, and complete screening and assessments that
measure change for both the adult and children. Assessments conducted will align with the
agreed upon Scope of Work.
Conduct visits on an in -frequent basis to child care centers. Provide WCDHS and the child care
home provider with a report of observations, recommendations, and referrals, as appropriate.
Specific duties and assessments are the same as listed above for the home provider. Activities
involving child care centers will be capped at 5% of the Consultants time (i.e less than or equal
to 2 hours per week.)
Schedule follow-up in -home child care visits to ensure observations and recommendations have
been implemented.
Provide referrals to community resources to strengthen the health and safety of the childand
to improve the quality of child care in the home/child care center.
Provide an annual trend analysis of all child care provider behavioral assessments,
observations, finding, and outcomes.
Create health and safety trainings for potential, new and existing child care home providers and
for community awareness.
Collaborate with the ESWC REACH Team by updating the team on the status of issues and
concerns. Contribute ideas and strategies regarding the recruitment campaign to increase
number of home providers. Participate with the team to develop solutions for child care
provider needs and concerns with the goal of developing a healthy family.
Maintain current licenses. Update program information and protocol by attending continuing
education courses related to program responsibilities. Keep up-to-date technically and apply
new knowledge to the job.
Work the scheduled hours each day/week established for this position and be available as -
needed outside of normal operating hours to assist with response to public health emergencies
or community outreach events.

Commute and work from primary location to child care locations throughout Weld County, as
needed. Although this position will be based out of North Range Behavioral Health, co -location
with the REACH team at Employment Services of Weld County is expected.
