ORDINANCE NO. 8
RE: IN THE MATTER OF A SUPPLEMENTAL APPROPRIATION FOR THE YEAR
1977.
BE IT ORDAINED by the Board of County Commissioners of
.<i Weld County, Colorado, that it is necessary to make a supple-

mental appropriation for the year 1977 , and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, has been advised that expenditures from the general

of fund will exceed the budgetary appropriation for the year 1977

in the total sum of ONE HUNDRED TWENTY THREE THOUSAND NINE
F- HUNDRED THIRTY FOUR DOLLARS and 31/100 ($123 , 934. 31) for the
following expenditures , to-wit:
1. Boiler for Health Building $5, 450. 50
2. Dunbar Child Care Payments 1, 881. 60
3. Assessor for PSE Slot Transfer 85,172 . 00
4. Sheriff' s Vehicles 16 ,847. 21
5. Suburban Vehicle for Engineering 1, 583. 00
6. Liability Insurance 13, 000. 00
TOTAL $123 ,934 . 31, and
WHEREAS, Item No. 1 above (Boiler for Health Building -
$5, 450. 50) is an expense made necessary in as much as this is
the net cost to the County of Weld, after insurance payment to
the County, for the replacement of a boiler in the Weld County
Health Building, which failed to function and, consequently, had
to be replaced, and
WHEREAS, Item No. 2 above (Dunbar Child Care Payments -
$1, 881. 60) is an expenditure for child care payments as a result
of a resolution of the Board of County Commissioners of Weld
County , Colorado on March 2 , 1977, directing said payments to be
made on behalf of a foster child, and
WHEREAS, Item No. 3 above (Assessor for PSE Slot Transfer -
$85, 172. 00) reflects the_ amount of wages to be paid by the Asses-
sors Office to additional personnel for the purpose of conducting
the reappraisal of Weld County, which wages were originally
budgeted to be paid by the Public Service Employment program,
but, in fact, will have to be paid from the General Fund through

the County Assessor' s budget due to the unavailabiliy of this
amount from Public Service Employment funds , and
WHEREAS, Item No. 4 above (Sheriff ' s Vehicles - $16, 847. 21)
reflects the following items not anticipated at the time the
1977 budget was prepared. These items include five (5) Chevrolet
Novas leased for $10 , 380. 00; three (3) months charges on leased
Dodge automobiles -- $5, 882. 49 ; reimbursement to the IGA fund
for eight (8) Dodges purchased (9 months at $3, 500. 00 per month) --
$31, 500. 00; a transportation van ($6 , 099. 87 prorated over a three
(3) year period) -- $2 , 033. 29; the lease on the Dodge automobile
driven by the Weld County Sheriff -- $2 , 020. 20 ; extra milage
charges on the leased Dodges and Fords (3(t per mile for each mile
driven over 80,000 miles) -- $7 , 031. 23. This reflects a total
expenditure of $58 , 847. 21 as opposed to the total amount budgeted
for the leasing of said vehicles in the sum of $42 , 000. 00 , re-
flecting a shortage in the Sheriff ' s budget of $16 , 847. 21 , and
WHEREAS, Item No. 5 above (Suburban Vehicle for Engineering -
$1, 583. 00) reflects the amount necessary to lease a suburban
vehicle for the County Engineer ' s Department. The Building In-
spections budget included an increase from $6,000. 00 to $7 , 800. 00
to add one more leased vehicle to that particular department,
but the $1, 800. 00 was not used because the Engineering Depart-
ment gave the Building Inspection Department a used vehicle. The
cost of the suburban for the County Engineer' s Department will
be $6 , 983. 00 and the reimbursement to the IGA Fund over a three
year period at the rate of $1, 800. 00 per year, will equal $5, 400. 00
reflecting a shortage in the County Engineer' s budget for this
particular item for the year 1977 in the total sum of $1, 583. 00 ,
and
WHEREAS, Item No. 6 above (Liability Insurance - $13 ,000. 00)
reflects the anticipated increase in liability insurance premium
for the year 1977 , and
WHEREAS, property tax revenues will be available for 1977
in a sum of not less than $123,934 . 31, and
WHEREAS, this is a case of an emergency caused by a contin-
gency which could not have been reasonably foreseen at the time

of the adoption of the 1977 budget, and
WHEREAS, by 29-1-114, CRS 1973 , as amended, the governing
body of a county does, in an emergency situation, have authority
for the expenditure of funds in excess of said budget, by
ordinance, duly adopted by a two-thirds (2/3) vote of the members
of said governing body.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Com-
missioners of Weld County, Colorado, that the expenditures in
excess of the 1977 General Fund Budget, as follows, to-wit:
1. Boiler for Health Building $5,450 . 50
2. Dunbar Child Care Payments 1, 881. 60
3. Assessor for PSE Slot Transfer 85, 172 . 00
4. Sheriff' s Vehicles 16, 847. 21
5. Suburban Vehicle for Engineering 1, 583 . 00
6. Liability Insurance 13, 000. 00
TOTAL $123 ,934 . 21
which was made necessary by an emergency caused by a contingency
which could not have been reasonably foreseen at the time of the
adoption of the 1977 Budget, are hereby approved.
BE IT FURTHER ORDAINED that an emergency exists which re-
quires that this Supplemental Appropriation Ordinance be en-
acted forthwith, and therefore, this Ordinance is declared to
be an emergency Ordinance under the provisions of Section 3-14
of the Weld County Home Rule Charter.
The above and foregoing Ordinance No. 8 was , on motion
duly made and seconded, adopted by the following vote this 9th
day of May, A.D. , 1977.
