Whether the functions should be organized under a single department head or should be separated should be studied. rx The present uncoordinated legal services furnished the County by the statutory County Attorney and the District Attorney should be studied to centralize such services and avoid conflicting advice furnished County officials. Included in this study should be some inquiry into the cost of ; such service where the County and State each pay portions of the District Atton-cy budget, some of which is utilized for civil advice to County officials. Any Charter proposals should include alternatives possible through resolution of the County Cormrissioners or through legislation. .111 !G yp l • • The Board of County Commissioners shall adopt bidding • procedures for county purchases which shall assure open and competitive bidding on all county purchases . The Central Purchasing Department shall follow the pro- • cedures adopted in all county purchases. Bid specifications shall be prepared in such a manner as to invite and encourage bidding from all suppliers of the goods and equipment being purchased by the County. No specifications shall be submitted to bidders so restrictive in detail as to eliminate any line of competitive equipment. The County Commissioners shall give preference to resident Weld County bidders in all cases where the bids arc competitive in price and quality. The County Commissioners shall enter in the minutes of the meeting,at which a purchase is made for other than a low bi_d,the reason for not accepting the low bid. • In all purchases of $2,000.00 or more , the Commissioners shall tentatively accept bid; to be followed by a ten-day period for consideration and investigation of the bids submitted to deter- mine comparisons of quality and price. 4--t e-e u :,f t-he-tern-day • period, /;he Commissioners shall accept y the bid they find to be most beneficial to the County.
