BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
JANUARY 10, 2018
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 10, 2018, at the hour of 9:00 a.m.
ER ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

• MINUTES: Commissioner Conway moved to approve the minutes of the Board of County
Commissioners meeting of January 8, 2017, as printed. Commissioner Cozad seconded the motion, and
it carried unanimously.
▪ READ ORDINANCE BY AUDIO: Commissioner Kirkmeyer moved to read Code Ordinance
#2018-01 by audio. Commissioner Conway seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
la CONSENT AGENDA: Commissioner Cozad moved to approve the Consent Agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
PRESENTATIONS:
• 1) RECOGNITION OF SERVICES, WELD/LARIMER REVOLVING LOAN FUND — RALPH
KREITLER: Chair Moreno read the certificate for the record acknowledging Mr. Kreitler's voluntary
contributions to the citizens of Weld County. Mr. Kreitler thanked the Board for the experience, stating he
enjoyed adding more jobs, as well as expanding businesses. Each one of the Commissioners thanked
Mr. Kreitler for helping people achieve their dreams and being willing to step up and make Weld County
a better place. Mr. Kreitler expressed his appreciation for the Commissioners' involvement with the
improvement of Weld County. (Clerk's Note: The meeting was paused for a photo opportunity.)

2) RECOGNITION OF SERVICES, NORTH COLORADO MEDICAL CENTER BOARD OF
TRUSTEES - DR. SUSAN CARTER: Chair Moreno read the certificate for the record recognizing
Dr. Carter for her voluntary contributions and commitment of time. Dr. Carter thanked the Board for their
commitment and input to the North Colorado Medical Center Board of Trustees. Each one of the
Commissioners thanked Dr. Carter for her exemplary leadership and her expertise. (Clerk's Note: The
meeting was paused for a photo opportunity.)
• PUBLIC INPUT: No public input was given.
COMMISSIONER COORDINATOR REPORTS: Commissioner Cozad stated she had her first
briefings with her assigned departments, and learned about projects each Department is currently
working on. Commissioner Kirkmeyer stated she also meet with her assigned departments. She reported
she appeared on a local news channel to discuss the Interstate 25 Coalition and the corridor.
Commissioner Freeman stated he met with Tom Parko, Director of Planning Services, and Judy Griego,
Director of the Department of Human Services, to discuss each department's goal for 2018.
Commissioner Conway stated he was reappointed to the STAG Council at the MPO meeting, where they
discussed improvement projects for the infrastructure. He attended the South Platte Roundtable meeting
and they elected Garrett Varra as the Chairman for 2018, and Commissioner Conway was elected as the
Vice -Chairperson. Commissioner Moreno also attended the 1-25 Coalition meeting with Commissioners
Kirkmeyer and Cozad. He extended his appreciation to Commissioner Kirkmeyer for her contributions on
the 1-25 Coalition. Commissioner Kirkmeyer clarified the $87,000,000.00 is for all the projects along the
1-25 corridor. Commissioner Conway also acknowledged Kathy Gilliland for her extraordinary work with
the 1-25 Coalition. Lastly, Chair Moreno stated he attended the Evans Economic Council where he was
asked to remain as a member.
BIDS:
U. 1) PRESENT BID #B1800039, BALLOT BOXES — CLERK AND RECORDER: Rob Turf,
Department of Purchasing, presented the sole bid received and stated staff will bring back a
recommendation on January 24, 2018. Rudy Santos, Chief Deputy of the Office of Clerk and Recorder,
reviewed the details of the 24 -hour mailbox already implemented in the Del Camino Office and stated
they would like to expand the 24 -hour mailboxes to twelve (12) other locations to reach more voters in
the upcoming elections. In response to Commissioner Kirkmeyer, Bruce Barker, County Attorney, stated
since only one (1) bid was received and there are other components to finish the project, it can be
approved on an emergency basis. In response to Commissioner Cozad, Toby Taylor, Director of the
Department of Buildings and Grounds, acknowledged the deadline is approaching and he is making sure
the security cameras meet Secretary of State requirements. Commissioner Kirkmeyer moved to approve
said bid on an emergency basis. Seconded by Commissioner Freeman, it carried unanimously. In
response to Commissioner Conway, Mr. Taylor stated he does not have a time frame for the purchase
of the security cameras.
• 2) PRESENT BID #B1800010, PATROL PURSUIT RATED AWD SEDANS (QTY. 11) - SHERIFF'S
OFFICE: Mr. Turf presented the three (3) bids received and stated staff will bring back a recommendation
on January 24, 2018.

Mr. Turf presented the two (2) bids received and stated staff will bring back a recommendation on

presented the two (2) bids received and stated staff will bring back a recommendation on January 24,
2018.
El 5) PRESENT BID #B1800013, CIVILIAN MINI VAN - SHERIFF'S OFFICE/STRIKE TEAM: Mr. Turf
presented the sole bid and stated staff will bring back a recommendation on January 24, 2018.
• 6) PRESENT BID #61800014, AWD OR 4X4 SUV'S - DETENTION (QTY 2) - SHERIFF'S
OFFICE: Mr. Turf presented the two (2) bids received and stated staff will bring back a recommendation
on January 24, 2018.
• 7) PRESENT BID #61800015, SUV (SMALL) (QTY. 2) - DEPARTMENT OF PLANNING
SERVICES/DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf presented the four (4) bids
received and stated staff will bring back a recommendation on January 24, 2018.
• 8) PRESENT BID #B1800016, SEDAN/INVESTIGATOR - DISTRICT ATTORNEY'S OFFICE:
Mr. Turf presented the three (3) bids received and stated staff will bring back a recommendation on
January 24, 2018. In response to Commissioner Conway, Mr. Turf clarified it is for the new vehicle
approved as part of the budget.
• 9) PRESENT BID #61800017, SED FRONT MOUNTING SNOW BLOWER (QTY. 2) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf presented the three (3) bids received and stated staff will
bring back a recommendation on January 24, 2018. In response to Commissioner Cozad, Mr. Turf
explained staff will research the $80,000.00 difference between the low bid and high bid.
El 10) PRESENT BID #61800018, FARM TRACTOR - DEPARTMENT OF PUBLIC WORKS: Mr. Turf
presented the five (5) bids received and stated staff will bring back a recommendation on January 24,
2018.
11) PRESENT BID #B1800019, 1 -TON PICKUP WITH UTILITY BOX - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf presented the four (4) bids received and stated staff will bring back a recommendation
on January 24, 2018.
• 12) PRESENT BID #B1800020, TANDEM AXLE TRUCKS (QTY. 10) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf presented the six (6) bids received and stated staff will bring back a recommendation
on January 24, 2018.
• 13) PRESENT BID #B1800021, TANDEM AXLE BELLY DUMP TRAILERS (QTY. 4) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf presented the six (6) bids received and stated staff will
bring back a recommendation on January 24, 2018.
• 14) PRESENT BID #61800022, MOTORGRADERS (QTY. 6) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf presented the three (3) bids received and stated staff will bring back a recommendation
on January 24, 2018.
• 15) PRESENT BID #B1800023, WHEEL LOADER - DEPARTMENT OF PUBLIC WORKS: Mr. Turf
presented the five (5) bids received and stated staff will bring back a recommendation on

04 24) PRESENT BID #B1800032, SKID STEER LOADER - DEPARTMENT OF PUBLIC WORKS:
Mr. Turf presented the eleven (11) bids received and stated staff will bring back a recommendation on
January 24, 2018.
• 25) PRESENT BID #61800035, 1/2 -TON 4X4 COMPACT EXT. CAB PICKUP - DEPARTMENT OF
BUILDINGS AND GROUNDS: Mr. Turf presented the three (3) bids received and stated staff will bring
back a recommendation on January 24, 2018.
OLD BUSINESS:
• 1) CONSIDER BYLAWS FOR WELD FAITH PARTNERSHIP COUNCIL (CONT'D FROM
12/27/2017): Bruce Barker, County Attorney, reviewed the changes made during the work session.
Commissioner Conway thanked Mr. Barker for his work on the Bylaws and clarified that the changes are
consistent with the other Boards. Commissioner Cozad moved to approve said Bylaws for the Weld Faith
Partnership Council. Seconded by Commissioner Conway, the motion carried unanimously.

NEW BUSINESS:
• 1) CONSIDER AGREEMENT FOR PROFESSIONAL SERVICES FOR REMODEL DESIGN
SERVICES AND AUTHORIZE CHAIR TO SIGN - ROBERT SHREVE ARCHITECTS AND PLANNERS,
INC. (RSAP): Mr. Taylor presented the three (3) informal bids for the remodel of the Buildings and
Grounds building to provide additional office space. He recommended awarding to the low bidder, Robert
Shreve Architects and Planners in the amount of $4,400.000. Commissioner Freeman moved to approve
said agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner
Kirkmeyer, carried unanimously.
• 2) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR THE PAYMENT OF FEDERAL
MINERAL LEASE FUNDS FOR VARIOUS ROAD IMPROVEMENT PROJECTS AND AUTHORIZE
CHAIR TO SIGN: Mr. Barker reviewed the terms of the intergovernmental agreement for the Federal
Mineral Lease Funds to distribute to the County the amount of $1,000,000.00 in 2018 for various road
improvement projects. Commissioner Freeman moved to approve said intergovernmental agreement and
authorize the Chair to sign. The motion was seconded by Commissioner Cozad, and it carried
unanimously.
• 3) CONSIDER INTERGOVERNMENTAL AGREEMENT FOR THE PAYMENT OF FEDERAL
MINERAL LEASE FUNDS FOR WATER TESTING AND AUTHORIZE CHAIR TO SIGN:
Commissioner Freeman presented the intergovernmental agreement for the payment of Federal Mineral
Lease Funds in the amount of $50,000.00, for the continuation of the Water Testing program.
Commissioner Freeman moved to approve said intergovernmental agreement and authorize the Chair to
sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
4) CONSIDER REAPPOINTMENT TO FEDERAL MINERAL LEASE DISTRICT BOARD OF
DIRECTORS: Commissioner Freeman moved to approve said reappointment. The motion was seconded
by Commissioner Conway, and it carried unanimously.
• 5) CONSIDER REAPPOINTMENT TO BOARD OF TRUSTEES FOR NORTH COLORADO
MEDICAL CENTER: Commissioner Conway moved to approve said reappointment. The motion was
seconded by Commissioner Cozad, and it carried unanimously. Commissioner Conway expressed his
appreciation for Ms. Davis' medical expertise and her scientific background.
• 6) FIRST READING OF CODE ORDINANCE #2018-01, IN THE MATTER OF REPEALING AND
REENACTING WITH AMENDMENTS, CHAPTER 12 LICENSES AND PERMITS - ARTICLE VIII -
CERTIFICATES OF DESIGNATION, OF THE WELD COUNTY CODE: Bob Choate, Assistant County
Attorney, presented the new code for Chapter 12, related to procedures for Certificates of Designation.
He stated it was created to outline the current process, which follows State statute for Waste Disposal
sites. In response to Commissioner Conway, Mr. Choate reiterated the Code update will provide an
explanation to applicants on how the County follows State statute. No public testimony was offered
concerning this matter. Commissioner Freeman moved to approve on First Reading. Seconded by
Commissioner Cozad, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2018-01, was approved on First Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
