Box 1227 Longmont, CO 80502 RE: Letter of Concern - Town of Frederick's Approval of Hauck Meadows II Final Plot To Whom It May Concern: Thank you for your letter of concern related to the Frederick Hauck Meadows II subdivision development and the planned septic or onsite wastewater treatment systems (OWTS). We understand your concerns and will address those with which Weld County would be involved. First, properly designed OWTS are considered to be a safe means of treating effluent. Their design and installations are regulated by the local health department. This insures that groundwater won't be threatened by improper installations, that appropriate setback distances are maintained from buildings, driveways, property lines, and surface waters, etc. Please see the following website for more information: https://www.epa.gov/septic . The Environmental Health Services (EHS) division will evaluate and approve the applications for installation of the OWTS in this subdivision. Environmental health specialists from this division also will perform all inspections that are necessary. Chapter 30 of the Weld County Code outlines the specific requirements for OWTS and may be found here: https://library.municode.com/co/weld county/codes/charter and county code?nodeld=CH30WECOD EPUHEENTEWATRSYRE ARTIVADEN S30-4-10GESARE . These regulations were updated in February of this year, as required by the Colorado Department of Public Health and Environment. In regard to connecting to a sewer line, Weld County Code, Section 30-4-30 (K) states the following, "No OWTS permit shall be issued to any person when the subject property is located within a municipality or special district that provides public sewer service, except where such sewer service to the property is not feasible in the determination of the municipality or special district, or the permit is otherwise authorized by the municipality or special district." The Town of Frederick will make the feasibility determination related to these properties. Please feel free to contact us if you have any further questions. This development has not yet started, but we want to express our concern once it does start. Years ago, when the owners of this ground (Steve & Eileen Kloepfer) wanted to develop this parcel, the Town of Frederick would not approve it unless it was serviced by a sewer line. Consequently this development was put on hold, as the sewer was too expensive for the Kloepfers. (We have old documents referring to this request for sewer.) Now, the Town of Frederick has changed it's mind, and is allowing dense developments on agricultural ground like this to be on septics, on lots less than 1 acre in size. Frederick, while approving this development, states that Weld County will be in charge of the septics. Our concerns with this particular development is that the 30+ houses proposed for this parcel sit on higher ground from our two lakes (located in Weld County to the north-west and adjoining this development) and the houses will have drainage towards Idaho Creek & Dalahant ditches and into our lakes (reservoirs). We use these lakes for recreation, and while our lakes are lined, they are fed from Idaho Creek & Dalahant ditches which catch the run-off from this parcel. Plus the fact that water coming out of Boulder Creek is now being analyzed for water quality of which we will need to comply, as well as diversion from our reservoirs back into Boulder Creek. In the future, these diversions will have to equal or exceed the water quality of that which will be required of Boulder Creek. So, long story short - We need the help of Weld County to prevent water contamination in our lakes from these septics. Our questions to Weld County are -- How safe are these septics? Will the run-off effect the quality of water in our lakes? Will Weld County accept Frederick & the Hauck Meadows 11 requests to put septics on less than 1 acre parcels? Who will monitor the ground water 10 or 15 years from now when problems start occurring? Will Weld County require parcels such as these to use sewer lines (Erie's new sewer plant is not more than 2 miles away). Thank you for listening to our requests. We want to make our concerns known before this project starts and it is too late. We do not want our lakes to be contaminated with the bad ground -water coming from these septics.
