June 05, 2018 Re: Crossroads Compressor Station DCP Midstream 3026 4th Ave Greeley, CO 80631 Dear Landowner, I am writing to you as part of our continuing commitment to provide periodic updates to keep you informed on the Crossroads Compressor Station project. As you can see when you pass by the site near WCR 49 and WCR 44, construction continues, and we expect to complete it later this summer. We are committed to be your source of information about our projects; we want you to hear from us first that we are proposing to add equipment at the Crossroads Facility that was not originally included in the Use by Special Review ("USR") permit already granted by Weld County. We are filing an amendment to the original USR to include new gas conditioning equipment. The amendment will include a vertical tower and associated vessels and auxiliary equipment (pumps, heat exchangers, etc.). The new equipment is designed to remove impurities from the gas stream before it is sent to our processing facilities. The new equipment will not impact the approved sound level for the surrounding properties. The new equipment is proposed to be located on the north side of the current site. The applicant shall submit an Air Pollution Emission Notice (A.P.E.N.) and Emissions Permit Application and obtain a permit from the Air Pollution Control Divisor, Colorado Department of Public Health and Environment. as applicable. 12. Adequate drinking, hand washing and toilet facilities shall be provided for employees and patrons of the facility, at an times. As employees or contractors are on ite for less than two (2) consecutive hours a day. portable toilets end bottled water are acceptable. Records of maintenance and pro disposal for portable toilets shall be retained on a quarterly basis and available for review by ther Weld County Department of Public Health and Environment. Portable toilets shall be serviced by a cleaner licensed in Weld County and shall contain hand eanitizers. 13. Secondary containment shall be constructed omund tanks to provide cntaoment for the largest single tank and sufficient freeboard to contain precipitatin. Secondary containment shall be sufficiently impervious to contain any spilled or released inatniol. Secondary containment devices shall be Inspected at regular intervals and maintained goodnditn. NI secondary containmentwill comply with the Colorado Oil and Gas Conservation inCOGCC)Commission Rule 604 and/or the provisions of the State Underground and Above Ground Storage Tank Regulations. 14. A Spill Prevention. Control and Contermeosure Plan. prepared in accordance with the eppfcoble Provisions of 40 CFR. Part 112. shall be available on —site. 15. The fociliry shall be constructed and operated to ensure that contamination of soil and groundwater T 16. Any contaminated soils on the facility shall be removed. Crested or disposed of in accordance with all applicable rules and regalatins. All spills eel be reported to local, state and federal agencies in accordance with all state and federal regulations. 17. The facility shall adhere to the maximum noise standard of 60 db(A) as measured from the eostem property line in accordance with Section 25-12-103, C.R.S. In all other locations the facility shall adhere to the maximum noise level of 65 db(A). 16. The applicant shall obtain o Colorado Discharge Permit System or COPS permit from the Colorado Deportment of Public Health and Emlranment (CDPNE). Water Quality Control Division, as applicable. 19. All patentiolly hazardous chemicals must be handled in a safe ma acco in accordance with product labeling rid in a manner that minimises the release of hazardous sin pollutants (RAF's) and volatile organic compounds (VOC's). All chemicals must be stored secure, on an impervious surface. and in accordance with manufacturers recommendations. 20. The operation shall comply with all applicoble rules and regulations of state and federal agencies and the Weld County Code. 21. The historical flow patterns and runoff amounts on the Ate wit be maintained. 22. Weld County is not responsible for the nantenance of on —site drainage related features. 23. Sources of light shall be shielded so that beams or rays of light will not shine directly onto adjacent properties. Sources of light shall not cause a nuisance interfere with the use on the adjacent properties in accordance with the map. Neither thedirect, nor reflected. light from any light source may create a traffic hazard to operators of moor vehicles an public or private streets. No colored lights may be used which may be confused with, or construed as, traffic control devices. 24. The property owner or operator shall be responsible for controlling noxious weeds on the Ate. pursuant to Chapter 15, Articles I and II. of the Weld County Code. 25. This is an unmanned facility. 26. Building Permits issued on the proposed lots will be required to adhere to the fee structure of the County -wide Road Impact Fee, County Facility Fee and Oroinoge Impact Fee Programs. 27. The facility will operate 24 hours per day 365 days per year. 28. The property owner or operator shall be responsible for complying with the Design and Operation Standards of Chapter 23 of the Weld County Code. 29. Necessary personnel from the Weld County Departments of Planning Services, Public Works, and Public Health and Environment shall he gamed access nto the properly at any red nable time in order to ensure the activities carried out on the property comply with the Conditions of Apnovol and Development Standards stated herein and all applicabe Weld County regulations. 30. WELD COUNTY'S RIGHT TO FARM: Weld County is one of the most productive agricultural counties in the United States, typically ranking in the top ten counties in the country in total market value of agricultural products sold. Persons moving into a rural must r.egni a and accept then are drawbocka. including conflicts with long -atoning agricultural practices and a lower level 01 services than in town. Along with the drawbacks come the incentives which attract urban dwellers to relocate to rural open views. spaciouness, wildlife, lack of city noise and congestion, and the rural atmosphere and way of lire. Without neighboring farms, those features which attract urban dwellers to rural Weld County would quickly be gone forever. Agricultural users of the land should not be expected to change their long-established agricultural practices to accommodate the intrusions of urban users into a near area.
