To maintain on a current basis, and to expand the County ' s existing Housing Monitoring data bank; and 2. To develop the institutional and administrative frameworks necessary for implementing the objectives of the Weld County Housing Plan. This plan is scheduled for completion in June 1977. Scope of Work Related to Objective No. 1 A. Maintenance of Housing Data files through entrance of housing reappraisal data from assessors office into Housing Data Bank. B. Collection and entrance into the Automated Housing Files of information related to mobile homes and apartments. (This re- finement of the current data bank will allow the analysis of these types of units through a continuously updated system) . C. Development of User Programs for analysis of mobile home and apartment data. Development of Housing Financing Technical guide which will set forth the means, most feasible, for Weld County to finance rehabilitation and new construction of homes which will meet the needs identified in the Weld County Housing Plan. Particular attention will be given to the coordination of funds and programs initiated through the Housing and Community Development Act of 1974 with funds and programs initiated through other agencies, both public and private. B. Development of the framework necessary for intergovernmental (as well as private agency) coordination, in efforts to achieve concensus on housing allocation strategies, housing assistance policies, and housing assistance programs. 1. To analyze the present structure of the Weld County Housing Authority, and determine those changes necessary to insure effective intergovernmental coordination of and input to the long and short range strategies, policies and programs instituted to meet Weld County Housing Assist- ance needs. 2. To determine the organizational framework, staff, and professional services necessary to assist the Housing Authority in carrying out a viable, ongoing Weld County Housing Assistance Program. 3. To develop the framework necessary for obtaining effective citizen involvement in the determination of strategies, policies and programs aimed at implementing the Weld County Housing Plan. 4. To develop the framework necessary for rendering technical assistance to Weld County municipalities (27) in meeting their housing assistance and community development needs. The end products of Items A and B above will include: A. Housing Financing Technical Guide for Weld County B. Institutional analysis concerning those agencies (both public and private) which are involved in meeting housing needs in Weld County. The report will contain recommendations con- cerning the institutional framework felt to be most appropriate if Weld County is to carry on effective Housing Assistance programs.
